Measurable in qualitative and quantitative terms, the Reagan administration had a transformative impact on bilateral ties, institutionalizing ad hoc forms of cooperation while modifying prevailing discourse to recognize Israel as an ‘ally’ and a ‘strategic asset’ in the Cold War.

This thesis has been a year in the making, and has been shaped by my conversations with many people I would like to thank. First, thank you to my advisor Professor McCaughey. Thank you for encouraging me to take on this topic, despite how controversial it seemed initially. Thank you for trusting my instincts and writerly decisions, and for pushing me to think critically and broadly. Your feedback and advice have guided me, and I am so grateful to have been one of your “hearties.” Thank you to the many individuals who gave generously of their valuable time to speak with me about their experiences and impressions: Elliott Abrams, Peter Wehner, Gary Bauer, Peter Beinart, Congressman Lee Zeldin, and Professor Alan Dershowitz. Thank you for trusting me with your words. I could not have written this thesis without your accounts, and I feel so fortunate that I was able to learn from each of you. Thank you to my parents for always nourishing my academic pursuits, encouraging me to follow in their footsteps as a history major, and being fantastic editors and therapists throughout this process.

Conflict, Cooperation, and Congressional End-Runs: The Defense Budget and Civil-Military Relations in the Carter Administration, 1977-1978 John D. Chapel Hill 2007 Approved by: Advisor: Richard H. Kohn Reader: Joseph T. Glatthaar Reader: Wayne E. Lee © 2007 John D. Mini ALL RIGHTS RESERVED ii ABSTRACT JOHN D. MINI: Conflict, Cooperation, and Congressional End-Runs: The Defense Budget and Civil-Military Relations in the Carter Administration, 1977-1978 (Under the Direction of Richard H. Kohn) President Jimmy Carter became commander-in-chief at an important juncture in American civil-military relations. This study adds to the largely neglected historiography of civil- military relations during the Carter years by examining the administration’s first two years, using the civil-military dialogue surrounding the fiscal year 1978 and fiscal year 1979 defense budgets as its primary category of analysis. The study demonstrates that growing cooperation within the Pentagon, increasing conflict between the Pentagon and the White House, and a strengthening military-congressional alliance best characterized civil-military relations in the first two years of the Carter administration. This pattern of civil-military relations prevailed primarily due to early and intense presidential involvement in the defense budgetary process and because of the administration’s attempts to re-prioritize defense spending. The culmination of this pattern of civil-military relations in the administration’s first two years was the presidential veto of the fiscal year 1979 defense appropriations bill.
