ABSTRACT: Civil wars are typically understood as destructive, leaving poor economic performance, damaged pHysical infrastructure, and reduced Human capital in their wake. But civil wars are also constructive, producing new local institutions that can persist into the postwar period. In this paper, I use qualitative evidence from Guatemala to demonstrate tHat even tHe most devastating conflicts can spawn durable local institutions. Specifically, I focus on the civil patrols, which were government-sponsored local militias during tHe Guatemalan civil war. AltHougH tHe Peace Accords of 1996 required tHe civil patrols to demobilize, I sHow tHat more nearly 20 years later, tHey are still patrolling, functioning as security patrols in tHeir communities today. After considering alternative explanations, I use Historical documents and ricH, etHnograpHic evidence to draw causal links between tHe wartime civil patrols and tHe present-day security patrols. These findings begin to fill a gaping hole in the literature on the civil wars, whicH—until now—has largely ignored the local institutional consequences of conflict. _________________________________________________________________________________________________ The study of civil wars is riven with intractable debates.     1 Breve Historia del Municipio de Pachalum Este nombre se originó del Juego de Pachecas que se practicaba bajo la sombra de un chalunar. Este juego atraía a los vecinos que se reunían los días sábados: “Que era el día de Plaza”. A principios del siglo pasado Pachalum era solamente una aldea más del municipio de Joyabaj, no contaba con ningún servicio básico como el Agua Potable, Luz Eléctrica, Drenajes, etc. La Infraestructura era muy escasa, solo viene a nuestras memorias esas casas de adobe, sus calles empedradas, sus candiles, lámparas en algunos negocios, pero siempre presente el entusiasmo y la sencillez de sus habitantes quienes sin escatimar esfuerzos y con visión futurista asumieron la responsabilidad de luchar por Pachalum, para hacer de él un “BOTON DE ROSA EN EL DEPARTAMENTO DE EL QUICHE”. Con pasos agigantados Pachalum se constituye el 7 de Julio de 1,986 en un bello y prospero municipio, que hoy por hoy es un orgullo a nivel nacional, ya que gracias a las bendiciones de Dios y al esfuerzo de grandes hombres Pachalunenses nuestro municipio es hoy el más completo en servicios e infraestructura y con una población anuente y deseosa de seguir superándose y progresando en todos los aspectos. Localización El municipio de Guatemala es a su vez, la cabecera departamental, municipal y la ciudad capital de la República, se encuentra situado en la parte central del departamento, en la Región I o Región Metropolitana. Se localiza en la latitud 14° 38′ 29″ y en la longitud 90° 30′ 47″. Limita al Norte con los municipios de Chinautla y San Pedro Ayampuc (Guatemala); al Sur con los municipios de Santa Catarina Pinula, San José Pinula, Villa Canales, San Miguel Petapa y Villa Nueva (Guatemala); al Este con el municipio de Palencia (Guatemala); y al Oeste con el municipio de Mixco (Guatemala). Cuenta con una extensión territorial de 228 kilómetros cuadrados, de los cuales 80 km. corresponden a la ciudad capital, incluyendo sus colonias; y se encuentra a una altura de 1, 498.89 metros sobre el nivel del mar, por lo que generalmente su clima es templado. La municipalidad es de 1a. categoría, cuenta con una ciudad, la Capital Guatemala, que está dividida en 19 zonas municipales cada una de ellas con sus respectivos barrios y colonias, 15 aldeas y 18 caseríos. Las aldeas son: La Libertad (antes Hincapié), Lo de Rodríguez, Los Ocotes, Concepción Las Lomas, El Bebedero, Las Canoítas, Cebadilla Grande, El Rodeo, Canalitos, Santa Rosita, Las Tapias, Lavarreda, Los Guajitos, Lo de Contreras y El Chato.

    COMUNICADO URGENTE RESISTENCIA PACIFICA DE MATAQUESCUINTLA Ante las constantes violaciones a nuestros derechos humanos por parte de los Gobiernos de turno y MINERASA; las comunidades de Santa Rosa de Lima, Nueva Santa Rosa, Casillas y San Rafael las Flores del departamento de Santa Rosa, Mataquescuintla y San Carlos Alzatate del departamento de Jalapa; decidimos declararnos en resistencia pacífica para defender nuestros derechos desde el 07 de junio del año 2017, luego a raíz de las reiteradas ocasiones en que MINERASA intenta continuar laborando aún con la suspensión provisional emitida por la Corte Suprema de Justicia y luego ratificada por la Corte de Constitucionalidad, como parte de nuestros derechos constitucionales hemos decidido implementar un tercer plantón permanente en la entrada al casco urbano de Mataquescuintla, Jalapa. ANTECEDENTES: Como es de conocimiento público, MINERASA, desde su llegada a nuestro territorio a utilizado como principal herramienta para instalar su proyecto minero la intimidación y el miedo, los cuales ha logrado a través de ataques físicos con armas de fuego, como el dirigido por Alberto Rotondo en contra de 12 comunitarios en el mes de abril del año 2013, hecho que buscaba evitar que siguiéramos manifestando y denunciando el ilegal otorgamiento de la licencia el Escobal; situación por la que actualmente se encuentra ligado a proceso y prófugo de la justicia guatemalteca a la espera de su extradición. Así mismo la construcción de procesos penales con base en campañas mediáticas de desprestigio hacia líderes y autoridades Xinkas, la utilización de medios de prueba falsos y el montaje de incidentes violentos como el sucedido en el año 2012, con el cual MINERASA, Mauricio López Bonilla (Ex Ministro de Gobernación) Otto Pérez Molina (ex presidente de la república) y Rony López Ex Fiscal de la Fiscalía del Crimen Organizado, pretendían hacer creer que se habían perdido miles de libras de explosivos.
