    Hezbollah’s Threat in Germany: AN UPDATED OVERVIEW OF ITS PRESENCE AND THE GERMAN RESPONSE Jasmine Williams (Research Assistant, ICT) Spring 2014 ABSTRACT Former CIA director, George Tenet testified that the capability and presence of Hezbollah is equal, if not more capable than that of al-Qaeda.1 Tenet made this statement in 2003, over a decade ago, and Hezbollah has only further expanded its operations as it continues to evolve and function as a hybrid organization with political, social, and terrorist components, as well as expanding its network outside of its home base of Lebanon. As many focus on the growing presence of Hezbollah operations in Latin America, the Middle East, and Africa, Hezbollah’s presence in Europe is quite fascinating, Germany in particular. Within German borders, the group has built a strong presence, as there is known to be over 1000 operatives within its borders to date.1 It is important to note what factors have caused such localized German mobilization. This paper will provide an updated overview of Hezbollah operations in the Federal Republic of Germany and its government reaction and weaknesses. BACKGROUND Plaintiffs brought this action against the Islamic Republic of Iran (“Iran”) and its Ministry of Intelligence and Security (“MOIS”), pursuant to the Foreign Sovereign Immunities Act (“FSIA”), 28 U.S.C. § 1602 et seq.,2 to recover for damages they sustained as a result of the April 18, 1983 car bombing of the United States Embassy in Beirut, Lebanon.     Iran Sanctions Updated April 6, 2021 Congressional Research Service https://crsreports.congress.gov RS20871 SUMMARY RS20871 Iran Sanctions April 6, 2021 Successive Administrations and Congresses have used economic sanctions to try to change Iran’s behavior. U.S. sanctions on Iran—primarily “secondary sanctions” on Kenneth Katzman firms that conduct certain transactions with Iran—have adversely affected Iran’s Specialist in Middle economy but have arguably not, to date, altered Iran’s pursuit of core strategic Eastern Affairs objectives including its support for regional armed factions and its development of missiles. Sanctions did contribute to Iran’s decision to enter into a 2015 agreement that put limits on its nuclear program— the Joint Comprehensive Plan of Action (JCPOA). During 2011-2015, in implementation of deliberate U.S. policy, global economic sanctions contributed to the shrinking of Iran’s economy as its crude oil exports fell by more than 50% and it could not access its foreign exchange assets abroad. Upon Iran’s implementation of nuclear program restrictions stipulated by the JCPOA, the Obama Administration eased the relevant sanctions and U.N. and European Union sanctions were lifted as well. Remaining in place were U.S. sanctions on direct trade with Iran and on Iran’s support for regional armed factions, its human rights abuses, and on its efforts to acquire missile and advanced conventional weapons technology. U.N. Security Council Resolution 2231, which endorsed the JCPOA, kept in place an existing ban on its importation or exportation of arms (which expired on October 18, 2020) and a nonbinding restriction on Iran’s development of nuclear-capable ballistic missiles (until October 18, 2023).
