Will the Minister for Water and Power be pleased to state:

(a) the details of areas in the country which do not have the facility of electricity with district wise break up; and

(b) the details of areas in the country electrified by the present Government?

Khawaja Muhammad Asif: (a) The specific information as asked for is not available with the Distribution Companies. However, such surveys in the country are being carried out by Pakistan Bureau of Statistics (PBS) Islamabad. As per recent report issued in March 2016, by PBS under Pakistan Social and Living Standard Measurement Survey (FT 2014-15), the province wise population using electricity in Balochistan other provinces as source of lighting is given below:—

Will the Minister for Petroleum and Natural Resources be pleased to state:

(a) the details of the gas and oil production in the country with field-wise and province-wise breakup;and

(b) the details of the facilities and incentives being provided to the people living in the vicinity of the said fields? 3 Mr. : (a) The details of gas and oil production during the last fiscal year (i.e. from 01-07-2015 to 30-06-2016) in the country is placed as Annexure-A.

(b) The details of facilities and incentives being provided by the E&P companies to the people living in the vicinity of the their Blocks/fields during the last five years i.e. 01-07-2011 to 30-06-2016 is placed as Annex-B.

Will the Minister for Petroleum and Natural Resources be pleased to state:

(a) the details of the gas and oil reserves discovered in the country during the last 03 years; and

(b) the progress made so far on the said reserves?

Mr. Shahid Khaqan Abbasi: (a) & (b) A total of 82 oil/gas discoveries were made during the last three fiscal years (i.e from 01-07-2013 to 30-06-2016). Out of which estimated reserves of 50 discoveries have been evaluated as 23 Million barrels of recoverable Oil and 1409 BCF of recoverable gas. Whereas, reserves of 32 discoveries are being appraised. The details including progress made thereupon is placed as Annexure-I. 4 5 6 7 8 *Question No. 67. Will the Minister for Water and Power be pleased to state:

(a) whether the Government is taking any steps to encourage the domestic consumers to use LED bulbs instead of the existing ordinary bulbs, if so, the details thereof;

(b) the number of companies which have established plants for production of LED bulbs in the country;

(c) whether the Government is providing any support to the said companies, if so, the details thereof; and

(d) whether there is any proposal under consideration of the Government to make the said bulbs available at subsidized rates to the consumers, if so, the details thereof?

Khawaja Muhammad Asif: (a) The Ministry of Water and Power made a number of proposals for consideration in the Finance Bill 2016, out of which one of the proposal for exemption of duties on import of LED Bulbs/Lights was incorporated and approved in the Finance Act 2016. This measure will reduce the prices of LED Bulbs which will encourage the consumers to buy them.

(b) The LED Bulbs are mainly being assembled by many companies in Pakistan. However, no large scale production plants of LED bulbs exist in the country.

(c) In order to provide a level playing field to the local LED Bulbs assembling companies and to compete with the local importers of LED bulbs, significant exemption of duties have been given on imports of components used in LED bulbs in the Finance Act 2016 (Annex-I) for LED light manufacturers registered under the Sales Tax Act, 1990.

(d) Presently, no such proposal is under consideration. 9 Annex-I 10

Will the Minister for Petroleum and Natural Resources be pleased to state the amount allocated for development projects of the Ministry 11 of Petroleum and Natural Resources, its attached departments, subordinate offices, autonomous / semi autonomous corporations and authorities during the fiscal year 2015-16 indicating also the details of project, amount allocated and utilized and present status of the project in each case?

Mr. Shahid Khaqan Abbasi:

(I) The following attached department/organizations of Ministry of Petroleum National Resources (MPNR) were allocated funds for development projects by Federal Government during the Financial year 2015-16:—

(a) Geological Survey of Pakistan (GSP)- an attached department of MPNR: Rupees in Million

¦ Details of above development projects are at Annex-I. 12 (b) Inter State Gas Systems Limited (ISGSL) – an organization of MPNR

An amount of Rs. 279.575,000/- was allocated to Inter State Gas Systems Limited (ISGSL) from Gas Infrastructure Development Cess (GIDC) for Turkmenistan-Afghanistan-Pakistan-India Gas Pipeline (TAPI) for Turkmenistan-Afghanistan-Pakistan-India Gas Pipeline (TAPI) for payment of shareholding to TAPI Pipeline Company Limited (TPCL). Details of the project are at Annex-II.

(c) Sui Northern Gas Pipeline Limited (SNGPL) - an organization of MPNR

(d) Sui Southern Gas Company Limited (SSGCL) - an organization of MP&NR: · SSGCL is executing RLNG PROJECT: The total cost of the Project is PKR 58 Billion in which PKR 18 Billion was directly financed by SSGC from Commercial Banks and PKR 40 billion was arranged by Federal Government under sovereign guarantee from the same market which will be paid by SSGC from their own sources.

SSGCL has drawn an amount Rs. 10 Billion till date to finance the project. Details are at Annex-V. 13 (II) The following Organizations of MPNR did not receive any allocations during FY 2015-16:

i. Oil Gas Development Company Limited (OGDCL) ii. Pak Arab Refinery Corporation (PARCO) iii. Pakistan Petroleum Limited (PPL) iv. Pakistan State Oil (PSO) v. Will the Minister for Water and Power be pleased to state:

(a) the amount of circular debt at present indicating also the name of power producing companies to which the same is to be paid; and

(b) the steps being taken by the Government to pay the said debt?

Khawaja Muhammad Asif: (a) The amount of Circular Debt as on 31-07-2016 was Rs. 334.8 billion. Name of power producer companies to whom the same is to be paid is as under:

Oil and Gas Companies Rs. : 96 Billion IPPs(Solar+Wind+Thermal) Rs. : 176.1 Billion GENCOs+WAPDA hydel and Debt Servicing : Rs. : 62.7 Billion

(b) Present Govt. is striving hard for clearance the dues of power producers. At present there is no issue of payment as power producers are being paid timely. In the past circular debt had been increasing around Rs. 100 billion annually, while during FY 2015-16 circular debt remained quite under control. No plant remained closed due to non-payments during the period. 14 Further, DISCOs are also vigorously pursued by MoW&P for making accelerated recoveries of arrears enabling to clear liabilities well in time. Resultantly, a visible improvement has been observed while comparing the performance of DISCOs during the period from FY 2013-14 to 2015-16, details are as under:

In addition to above further steps have also been taken by the present Govt. to improve the financial position and to eliminate the circular debt:

¾ Vigorous follow up on the development of Mega Hydel Power Projects e.g. Bhasha, Neelum Jehlum and Dasu dam etc.

¾ Conversion of existing Oil based plants to Coal based plants.

¾ Development of Alternate Energy sources, which includes wind, solar, bagasse etc.

¾ Steps are being taken to enhance the thermal efficiency of existing power plants.

¾ On materialization of such measures, demand aid supply gap as well as cost of electricity would be reduced significantly, and ultimately power sector circular debt would also be reduced.

Will the Minister for Water and Power be pleased to state whether it is a fact that transformers, electric poles and wires were installed in villages Ghawra Banda and Dawegara, District Dir, in 2007 but electricity has not been supplied there so far, if so, the reasons thereof and the time by which electricity will be supplied to the said areas? 22 Khawaja Muhammad Asif: Yes, it is a fact that the electrification work at Ghawra Banda has been completed, but the same could not be energized due to the reason that the 33KV Samar Bagh feeder feeding the area is severely overloaded and cannot bear further load.

Due to its severe overloading, the feeder has been divided into two branches, and branch wise power supply is being given to the consumers alternately. Due to this very reason, load of the newly electrified could not be put on the feeder, as it will overload the feeder extremely.

Bifurcation of 33KV Samar Bagh feeder and its conversion from 33KV to 11 KV has been approved and work is under progress which will be completed by the next summer, due to which the overloading problem of the Samar Bagh feeder and energization of the newly electrified area (Ghawra Banda) will be solved ultimately.

Will the Minister for Water and Power be pleased to state the quantum of electricity added to the national grid during the year 2016?

Khawaja Muhammad Asif: The quantum of electricity added to the national grid during the year 2016 (up to date) is 300 MW, as detailed below:—

1. Appolo Solar: 100 MW 2. Best Green Solar: 100 MW 3. Crest Energy Solar: 100 MW

Additionally, 390 MW supply has been added to national grid through rehabilitation of 03 damaged units at TPS Guddu.

Will the Minister for Water and Power be pleased to state the daily schedule of electricity loadshedding for commercial and non commercial / residential consumers in the country with province wise breakup? 23 Khawaja Muhammad Asif: A uniform schedule of load shedding of electricity is being implemented throughout the country which is as under:—

1. Urban Area : 06 Hours

2. Rural Area : 08 Hours

3. Industry : Nil

However, the duration of load shedding may vary in some areas due to local constraints, or higher incidence of thefts or non payments.

Will the Minister for Water and Power be pleased to state whether it is a fact that electric transformers purchased and planned to be installed in district Swabi have not been installed, if so, the reasons thereof indicating also the action taken so far in this regard?

Khawaja Muhammad Asif: It is stated that 154 proposals of transformers Under Chain Augmentation Program were issued in District Swabi, out of which 57 transformers have been installed on the planned/proposed locations and installation of remaining 97 transformers is under progress.

Will the Minister for Parliamentary Affairs be pleased to state whether there is any proposal under consideration of the Government to provide offices to the Parliamentarians who do not hold any office, in order to enable them to work smoothly and efficiently and to make amendment in the Members of Parliament (Salaries and Allowances) Act, 1974, for this purpose, if required, if so, the details thereof?

Will the Minister for Water and Power be pleased to state whether it is a fact that transmission line from Grid station Sagri to village Kurzada Jheerain is in a dilapidated condition, if so, the time by which the same will be replaced?

Khawaja Muhammad Asif: It is informed that there is no Grid Station at Sagri. However, the re-conducting work of the 11KV feeder from old Rawat to Sagri was approved and 80% work of the said feeder has been completed. The remaining 20% work will be completed by 30-9-2016.

Will the Minister for Parliamentary Affairs be pleased to state whether there is any proposal under consideration of the Government to provide essential staff to the Parliamentarians who do not hold any office, in order to enable them to perform their functions / duties efficiently and to make amendment in the Members of Parliament (Salaries and Allowances) Act, 1974, for this purpose, if required, if so, the details thereof?

Sheikh Aftab Ahmad: So far, no proposal to amend the said Act for provision of staff is under consideration.

Will the Minister for Housing and Works be pleased to state the steps being taken by the Government to promote green building technology in the real estate / construction sector in order to ensure energy efficiency?

Mr. :

PHA-Foundation

PHA-F is the subsidiary of M/o Housing & Works and has been tasked for providing shelter to Government Employees and General Public. In order to 25 implement the same renowned consultants of the country have been engaged. The consultants have been instructed to developed the design of building in such a way that maximum utilization of sun light is assured in order to save the energy. Moreover, heat insulation of the building is also being incorporated in the design by using the specialized building materials. In addition to that green areas are also developed in the housing scheme for healthy environment.

FGE Housing Foundation

The mandate of the Housing Foundation is to allot a plot / house / apartment. Recently, Housing Foundation has started a project for construction of High Rise Apartment in sector G-13 in the name of EHFPRO. Wherein, Housing Foundation has taken the following measures to ensure energy efficient in order to promote green building technology.

i. Use of energy savor bulbs.

ii. Rain water harvesting method will be used in order to cope up the shortage of water.

National Housing Authority

To promote Green Building Technology and ensure Energy Efficiency, NHA, Ministry of Housing & Works in collaboration and consultation with Energy Conversation (ENERCON), Pakistan Engineering Council (PEC) and other stakeholder formulated Energy Provision 2011 Building Code of Pakistan Implementation of said code will enhance energy use efficiency and its conservation in the buildings sector of Pakistan.

Pak PWD

Pak PWD is following the Building Energy Code of Pakistan in true letter and spirits in all buildings. Moreover. “Environment Impact study” is also carried out for the projects undertaken by the Pak PWD.

Will the Minister for Water and Power be pleased to state the names, locations, estimated cost, estimated capacity, present status of work and expected date of completion of the ongoing alternative energy projects in the country? 26 Khawaja Muhammad Asif: A total of 79 alternative energy power projects are being developed in the country. Will the Minister for Water and Power be pleased to refer to the Senate starred question No. 25 replied on 19th July, 2016 and state:

(a) whether it is a fact that grid station for provision of electricity to the Karachi Bar Association Cooperative Housing Society, Gulistan-e-Johar, Karachi is going to be completed by the end of 2017; and 32 (b) whether it is also a fact that the allottees of the said housing society have constructed their houses and are residing there with their families, if so, the details of arrangements made by the Government for provision of electricity to them till the completion of that grid station and provision of permanent connections?

Khawaja Muhammad Asif: (a) As informed by K-Electric, the work on the project is already in progress and it is expected that grid station will be completed by the end on 2017.

(b) K-Electric has informed that they are not aware of any such arrangements by the residents of that society and the Government.

Will the Minister for Petroleum and Natural Resources be pleased to state whether it is a fact that the use of RLNG during shutdown / load management of natural gas has only been allowed to the industries situated in Punjab?

Mr. Shahid Khaqan Abbasi: No. RLNG is provided to all customers who have opted for provision of RLNG as per the OGRA’s determined tariff.

Khawaja Muhammad Asif: (a) The name, designation and dates of appointment of the officials working in WAPDA Rent House, Nathiagali is as under:—

The staff is being provided the following allowances sanctioned by the Authority admissible at par with other WAPDA formations:

As per WAPDA policy, only the employees working on development projects in hilly areas are entitled for Hill Allowance / Hard Area Allowance. The 37 Rest House staff is not entitled for said allowance as WAPDA Rest House, Nathiagali is in urban area.

The officer of BPS-20 and above only are entitled for Orderly Allowance and no BPS-20 is employed in WAPDA Rest House, Nathiagali.

The House Rent Allowance is being paid to the staff of WAPDA Rest House, Nathiagali at par with other Federal Government employees.

Instead of Technical Allowance, the following allowances are being paid to the staff of WAPDA Rest House, Nathiagali:

(a) the names of Constitutional bodies and the quota reserved for them in allotment of plots by the Federal Government Employees Housing Foundation at present;

(b) whether it is a fact that the said quota has not been increased for the last many years, if so, the reasons thereof; and

(c) whether there is any proposal under consideration of the Government to increase that quota?

(b) In housing scheme phase-VI (Barakahu) of the Housing Foundation launched in 2009 there was 2% quota reserved for constitutional bodies and the said quota has been increased from 2% to 3% by the Executive Committee in its 133rd meeting. The quota has been increased on the recommendation of the Senate Standing Committee on Housing & Works.

(c) No proposal for further increase in the quota is under consideration.

Will the Minister for Water and Power be pleased to state the details of new wind power projects completed by the present Government in the country indicating also the date of completion and quantum of electricity being produced / to be produced by each of the same?

Khawaja Muhammad Asif: The following five (05) wind power projects with a cumulative capacity of 258-7 MW have been completed and made operational during the tenure of the present Government: 39

Eleven (11) wind power projects with a cumulative capacity of 577.5 MW have achieved financial closing and are at different stages of construction. 40 *Question No. 90. Senator Nuzhat Sadiq: (Notice received on 05-08-2016 at 10:30 a.m.)

Will the Minister for Water and Power be pleased to state the steps being taken by the Government for conservation and efficient use of electricity in the country?

Khawaja Muhammad Asif: There is vast potential of energy conservation and efficient use of electricity in the country. National Energy Conservation Centre (ENERCON), under the Administrative Control of Ministry of Water & Power, is the focal federal agency mandated for initializing and coordinating energy conservation activities in various sectors of economy.

In view of the increased importance attached to the subject of energy efficiency and conservation and also to give a proper mandate to carry out these activities, the National Energy Efficiency and Conservation Act 2016 has been recently passed by the Parliament. This Act shall provide a legal basis to enforce necessary measures for efficient use and conservation of energy in the country, in coordination with the relevant provincial departments.

In addition, following measures have been taken by the Ministry of Water and Power in this regard:

a. Efficient and economical generation of electricity

The Government is following the policy of running the most efficient and economical plants on full time basis for generating electricity; the costlier ones are only operated at the time of peak demands. This has resulted in fuel savings and lower cost of generation, the benefits of which have been passed on to the consumers.

b. Guidelines for rationale use of electricity

Guidelines with regard to rationale usage of electricity have been formulated and circulated by the Ministry of Water & Power for implementation in the offices of the Federal Government as well as Provincial Governments. All these offices have been advised, to appoint Energy Conservation Officers (ECOs) for implementation of guidelines for rational use of electricity in respective offices. These ECOs have also been tasked to compile data of energy consuming 41 appliances at their respective offices / buildings enabling ENERCON to develop projects focusing on efficient appliances replacement program. c. Energy Efficiency Standards and Labeling Scheme

Energy Efficiency Standard & Labeling (EES&L) programs have been successfully implemented in many countries, bringing significant impact in terms of availability of higher quality energy efficient products leading to reduction in energy consumption and monetary savings to the consumers. M/o Water & Power has recently launched (July 2016) Pakistan’s first Energy Labeling Scheme in close coordination with Ministry of Science & Technology, donor agencies and manufacturers of different electrical appliances. As a result of this drive, approximately 100,000 energy efficient fans (60-63 Watts) with 3-Star Pakistan Energy Label will enter the market this year. d. Fiscal Incentives for Promotion of Energy Efficient Products

The proposal prepared by the Ministry for exemption of duties on import of LED Bulbs/Lights has been approved in the Finance Act 2016. In order to provide a level playing field to the local LED Bulbs assembling companies and to compete with the local importers of LED bulbs, exemption/reduction of duties have also been made on imports of components used in LED bulbs in the Finance Act 2016. This measure will reduce the prices of LED lights and will encourage the consumers to buy this product which consumes less energy as compared to the conventional lights. e. Energy Efficient Public Buildings and Green Procurement Program

Green public procurement is a policy adopted by many countries. In Pakistan, such initiatives are being undertaken in order to ensure that all new buildings to be constructed in the public sector are energy efficient. For this purpose, necessary amendments are being proposed in the relevant provisions of PC-I and PC-II forms in consultation with Planning, Development & Reform Division keeping in view the national and international best practices relating to energy conservation. 42 f. Energy Conservation Building Code

Building Codes were developed, notified and launched by ENERCON, Pakistan Engineering Council (PEC) and Ministry of Housing & Works in 2014. Various capacity building initiatives are being regularly undertaken to ensure better understanding about the provisions of the code and to help in its smooth implementation.

g. Energy Audits of Industries and Buildings

Energy Audits of 26 Industries and Buildings are being launched during the current year, to be conducted by qualified consulting / energy auditing firms. This activity has been firmed up in coordination with the different Chambers of Commerce & Industry and is likely to go a long way in addressing the requirements of the facility to implement the energy conservation recommendations. A diverse range of industries have already experienced improved energy and production efficiency following energy audits conducted under ENERCON programs.

h. Awareness Sessions

Awareness sessions for energy conservation are being carried out on a regular basis in various chambers of commerce and industries across Pakistan and in different universities and schools. The Ministry also launched an effective campaign in the print and electronic media to highlight the importance of energy efficiency and conservation.

PRIVATE POWER AND INFRASTRUCTURE BOARD (PPIB):

At present, Private Power and Infrastructure Board (PPIB) is facilitating sixteen (16) hydropower projects having cumulative power generation capacity of 6339 MW for development in private sector which have commissioning dates spread between 2017 to 2021. The list of these projects is at Annex-I.

(b) Due to active efforts of the present government for completion of new power generation plants, load shedding is decreasing gradually and it is expected that by 2018 it will be controlled. 46 Annex-I

Mr. Shahid Khaqan Abbasi: (a) Yes, it is a fact that LNG is being imported to fill the gap between demand and supply of gas in the country. Total quantity of LNG imported from March 2015 to June 2016 is 117,316,664 MMBTU and the expenditures incurred on the same are USD 773,454,382.

(b) Estimated quantity of LNG to be imported up to 31st December 2016 is 76,800,000 MMBTU which will be imported mainly from Qatar under Sale and Purchase Agreement (SPA). However, 1/4th of estimated quantity is sourced from M/s Gunvor under a five year term tender agreement and their source will vary from cargo to cargo.

Khawaja Muhammad Asif: (a) Yes, it is a fact that Government has levied the Tariff Rationalization Surcharge (TRS) on electricity consumers in the country, excluding the domestic consumers using upto 300 units and Agriculture Tube-well at the rates as per schedule of Electricity Tariff for each Disco, since 10-06-2015.

(b) The surcharges has been levied in all DISCO’s to maintain a uniform tariff.

(c) It is not a fact that Govt. has collected Rs. 200 Billion under the head of Tariff Rationalization Surcharge (TRS) TRS is 71Billion Rupees.
