The Senate of Pakistan, Directory of Members is an attempt to bridge the gap between Members of the Senate and the people of Pakistan. The publication provides general information about each Senator and their contribution towards the Upper House. It also enlists the strides that have been made by them, while serving this country and its people. The Senate of Pakistan, Directory of Members, in addition to offering contact details and achievements of Senators, also provides information on membership of Committees of the Senate. Since these Committees deal with a wide range of issues of public and national signiicance, this comprehensive information bank will prove a valuable resource for journalists, political activists and members of civil society who take profound interest in the issues raised on this forum. Mian Raza Rabbani NI Chairman Senate 3 Message from the Secretary Publishing Directory of Members of Parliament is a well- established practice in many countries of the world since this is a tool to provide information to the people about their representatives and facilitate the public in approaching their elected representatives. It also helps in keeping record and data about the members who had served the Parliament in different terms. In Pakistan, however, there is no set practice. The Senate of Pakistan for some period published the Directory of Members but the same discontinued on suspension of the Constitution and Senate. Since renewal in March, 2015, the Senate of Pakistan has undertaken many reforms and initiatives that will mark the current term as a distinguished period in the history of Pakistan, especially in the Senate's attempts to build a connection between the people and their elected representatives. Revival of publishing of the Directory of Members is another step in this direction. Despite all precautions on our part, there will still be room for improvement. We would appreciate user feedback and suggestions to improve further editions that may be uploaded on the Senate website or printed. • Religious Minorities in Pakistan
Abdul Majid* RELIGIOUS MINORITIES IN PAKISTAN Abstract The Constitution describes Pakistan as an “Islamic State”. It is a predominately Muslim State but there are several non-Muslims groups living here as citizens. Pakistan’s Constitution stands for equality of all citizens irrespective of religion, caste, region, tribe language and gender. Islam the state religion of Pakistan stands for respect and toleration for all religions. This paper examines the population and constitutional position of religious minorities in Pakistan. It also provides a general picture of major religious communities the Hindus, the Christians and the Sikhs. The paper also explains the Ahmadya community was declared a minority in September 1947. Despite the handicap of small population, Pakistan’s religious minorities have freedom to practice their religion and pursue their cultural heritage. Key Words: All India Muslim League, PPP, 1973 constitution, Lahore resolution, Jammat-e-Islami, Makkah, Pakistan Hindus Welfare Association Introduction All resolutions of the All India Muslim League since 1940 made categorical commitments for granting religious and cultural freedom to all religious minorities. • Islamist Politics in South Asia After the Arab Spring: Parties and Their Proxies Working With—And Against—The State
RETHINKING POLITICAL ISLAM SERIES August 2015 Islamist politics in South Asia after the Arab Spring: Parties and their proxies working with—and against—the state WORKING PAPER Matthew J. Nelson, SOAS, University of London SUMMARY: Mainstream Islamist parties in Pakistan such as the Jama’at-e Islami and the Jamiat-e-Ulema-e-Islam have demonstrated a tendency to combine the gradualism of Brotherhood-style electoral politics with dawa (missionary) activities and, at times, support for proxy militancy. As a result, Pakistani Islamists wield significant ideological influence in Pakistan, even as their electoral success remains limited. About this Series: The Rethinking Political Islam series is an innovative effort to understand how the developments following the Arab uprisings have shaped—and in some cases altered—the strategies, agendas, and self-conceptions of Islamist movements throughout the Muslim world. The project engages scholars of political Islam through in-depth research and dialogue to provide a systematic, cross-country comparison of the trajectory of political Islam in 12 key countries: Egypt, Tunisia, Morocco, Kuwait, Saudi Arabia, Yemen, Syria, Jordan, Libya, Pakistan, as well as Malaysia and Indonesia. This is accomplished through three stages: A working paper for each country, produced by an author who has conducted on-the-ground research and engaged with the relevant Islamist actors. A reaction essay in which authors reflect on and respond to the other country cases. A final draft incorporating the insights gleaned from the months of dialogue and discussion. The Brookings Institution is a nonprofit organization devoted to independent research and policy solutions. Its mission is to conduct high-quality, independent research and, based on that research, to provide innovative, practical recommendations for policymakers and the public.

  • Defining Shariʿa the Politics of Islamic Judicial Review by Shoaib
Defining Shariʿa The Politics of Islamic Judicial Review By Shoaib A. Ghias A dissertation submitted in partial satisfaction of the Requirements for the degree of Doctor of Philosophy in Jurisprudence and Social Policy in the Graduate Division of the University of California, Berkeley Committee in Charge: Professor Malcolm M. Feeley, Chair Professor Martin M. Shapiro Professor Asad Q. Ahmed Summer 2015 Defining Shariʿa The Politics of Islamic Judicial Review © 2015 By Shoaib A. Ghias Abstract Defining Shariʿa: The Politics of Islamic Judicial Review by Shoaib A. Ghias Doctor of Philosophy in Jurisprudence and Social Policy University of California, Berkeley Professor Malcolm M. Feeley, Chair Since the Islamic resurgence of the 1970s, many Muslim postcolonial countries have established and empowered constitutional courts to declare laws conflicting with shariʿa as unconstitutional. The central question explored in this dissertation is whether and to what extent constitutional doctrine developed in shariʿa review is contingent on the ruling regime or represents lasting trends in interpretations of shariʿa. Using the case of Pakistan, this dissertation contends that the long-term discursive trends in shariʿa are determined in the religio-political space and only reflected in state law through the interaction of shariʿa politics, regime politics, and judicial politics. The research is based on materials gathered during fieldwork in Pakistan and datasets of Federal Shariat Court and Supreme Court cases and judges. In particular, the dissertation offers a political-institutional framework to study shariʿa review in a British postcolonial court system through exploring the role of professional and scholar judges, the discretion of the chief justice, the system of judicial appointments and tenure, and the political structure of appeal that combine to make courts agents of the political regime.
