Barthé, Jr. (Doctorate of Philosophy in History) Becoming American in Creole New Orleans: Family, Community, Labor and Schooling, 1896-1949 Summary: The Louisiana Creole community in New Orleans went through profound changes in the first half of the 20th-century. This work examines Creole ethnic identity, focusing particularly on the transition from Creole to American. In "becoming American," Creoles adapted to a binary, racialized caste system prevalent in the Jim Crow American South (and transformed from a primarily Francophone/Creolophone community (where a tripartite although permissive caste system long existed) to a primarily Anglophone community (marked by stricter black-white binaries). These adaptations and transformations were facilitated through Creole participation in fraternal societies, the organized labor movement and public and parochial schools that provided English-only instruction. -

A Medley of Cultures: Louisiana History at the Cabildo Chapter 1 Introduction This book is the result of research conducted for an exhibition on Louisiana history prepared by the Louisiana State Museum and presented within the walls of the historic Spanish Cabildo, constructed in the 1790s. All the words written for the exhibition script would not fit on those walls, however, so these pages augment that text. The exhibition presents a chronological and thematic view of Louisiana history from early contact between American Indians and Europeans through the era of Reconstruction. One of the main themes is the long history of ethnic and racial diversity that shaped Louisiana. Thus, the exhibition—and this book—are heavily social and economic, rather than political, in their subject matter. They incorporate the findings of the "new" social history to examine the everyday lives of "common folk" rather than concentrate solely upon the historical markers of "great white men." In this work I chose a topical, rather than a chronological, approach to Louisiana's history. Each chapter focuses on a particular subject such as recreation and leisure, disease and death, ethnicity and race, or education. In addition, individual chapters look at three major events in Louisiana history: the Battle of New Orleans, the Civil War, and Reconstruction. Organization by topic allows the reader to peruse the entire work or look in depth only at subjects of special interest. For readers interested in learning even more about a particular topic, a list of additional readings follows each chapter. Before we journey into the social and economic past of Louisiana, let us look briefly at the state's political history. -
Legacies of Exclusion, Dehumanization, and Black Resistance in the Rhetoric of the Freedmen’S Bureau
ABSTRACT Title of Dissertation: RECKONING WITH FREEDOM: LEGACIES OF EXCLUSION, DEHUMANIZATION, AND BLACK RESISTANCE IN THE RHETORIC OF THE FREEDMEN’S BUREAU Jessica H. Lu, Doctor of Philosophy, 2018 Dissertation directed by: Professor Shawn J. Parry-Giles Department of Communication Charged with facilitating the transition of former slaves from bondage to freedom, the Bureau of Refugees, Freedmen, and Abandoned Lands (known colloquially as the Freedmen’s Bureau) played a crucial role in shaping the experiences of black and African Americans in the years following the Civil War. Many historians have explored the agency’s administrative policies and assessed its pragmatic effectiveness within the social, political, and economic milieu of the emancipation era. However, scholars have not adequately grappled with the lasting implications of its arguments and professed efforts to support freedmen. Therefore, this dissertation seeks to analyze and unpack the rhetorical textures of the Bureau’s early discourse and, in particular, its negotiation of freedom as an exclusionary, rather than inclusionary, idea. By closely examining a wealth of archival documents— including letters, memos, circular announcements, receipts, congressional proceedings, and newspaper articles—I interrogate how the Bureau extended antebellum freedom legacies to not merely explain but police the boundaries of American belonging and black inclusion. Ultimately, I contend that arguments by and about the Bureau contributed significantly to the reconstruction of a post-bellum racial order that affirmed the racist underpinnings of the social contract, further contributed to the dehumanization of former slaves, and prompted black people to resist the ongoing assault on their freedom. This project thus provides a compelling case study that underscores how rhetorical analysis can help us better understand the ways in which seemingly progressive ideas can be used to justify exercises of power and domination. -

Louisiana Creoles During the Civil War and Reconstruction Rodolphe Lucien Desdunes (1849-1928) Civil rights activist and Creole. Rob Shapiro George Fuller, a northern portraitist, painted The Quadroon in 1880. The painting, which hangs today in the Metropolitan Museum of Art in New York City, is of a mixed race woman, known at the time as a Quadroon or Creole. The work was produced from memory, the subject fictional. However, art scholars believe Fuller’s inspiration comes from his first trip to the South in 1849. During his travels, Fuller recorded in his journal, “Who is this girl with eyes large and black? The blood of the white and dark races is at enmity in her veins – the former predominated. About three-fourths white says one dealer. Three-fourths blessed, a fraction accursed. She is under thy feet, white man…Is she not your sister?...She impresses me with sadness! The pensive expressions of her finely formed mouth and her drooping eyes seemed to ask for sympathy…Now she looks up, now her eyes fall before the rude gaze of those who are but calculating her George Fuller, THE QUADROON, 1880. charms or serviceable Oil on canvas. Collection, The Metropolitan Museum of Art, New York. qualities…Oh, is beauty so cheap!”1 This enslaved Creole woman and the memory of her sale must have remained with Fuller, perhaps even haunting him, as she became the subject of his art 30 years after their encounter. The painting evokes the same sensations of fascination and sadness that occupied Fuller in 1849. The CCSRC is composed of nine total members, with one appointed by each Councilmember with a formal or informal background of the history and geography of New Orleans. Mayor LaToya Cantrell and the City Planning Commission appointed the remaining two members. The Commission was charged with several key responsibilities, which included conducting a thorough research and public engagement process to develop a comprehensive set of renaming recommendations for streets, parks, and places across the city. In the course of auditing the list of City streets beyond those initially identified by the New Orleans Public Library, the Commission consulted a panel of experts to provide an additional set of names, which was used to formulate the recommendations listed in this report. -
