Re: AB 161 (Ting) re: Solid waste – electronic proof of purchase - OPPOSE

Dear Chair Chau:

On behalf of the chambers of commerce that comprise the United Chamber Advocacy Network (UCAN) and their nearly 4800 combined members, I am writing to express our opposition to Assembly Bill 161 (Ting) which seeks to reduce solid waste by mandating electronic receipts in businesses and commercial establishments in .

The author draws a parallel between the prohibition of carry out bags and the requirement for every business in California to alter its transaction and accounting systems – at significant expense. There simply is no correlation between the two.

Many businesses have already transitioned from paper to paperless transaction and receipt systems – often because they find it less expensive, more efficient and or consistent with consumer preferences. This transition – due to market based forces that drive business efficiency and consumer preference – is far preferable than a costly, onerous and unnecessary mandate from the State Legislature.
