2 INTRODUCTION

• Crime Intelligence received unconfirmed information regarding possible disruptive actions in the Tshwane area relating to the nomination of the ANC Mayoral candidate.

• In view of this, sources were tasked and information was disseminated to operational divisions for operationalization.

• Dissatisfaction with the Tshwane mayoral nominee candidate then resulted in various acts of violent protest actions and looting of shops belonging to both South African and foreign nationals.

• Violent protests erupted from 20 June 2016 in inter alia Sunnyside (Arcadia), , , Garankuwa, Loate, , , , Mobopane, Rietgat, Hercules informal settlement and Winterveld. This violence continued until 26 June 2016. 3 AFFECTED AREAS

11 OPERATIONAL FOCUS AREAS

The operational areas were classified as follows:

• Monitoring of movement of public transport. • Securing school premises. • Monitoring community movement and day-to-day activities. • Securing government buildings including municipal properties to ensure that public administration continues without disruptions. • Securing shopping malls. • Securing ESKOM substations. • Securing the known targeted councillors houses. • Ensure that National roads are repaired and secured. • Continued normal economic activity. • Hoax SMS threats which affected normal daily activity.

12 INTERVENTION

• Following extensive SAPS deployments in affected areas with Visible Policing operations to stabilize these areas as well as intelligence operations against identified instigators, the situation was brought under control by 24 June 2016.

• These interventions were complimented by further interventions by community and political leaders.

• It needs to be mentioned that whilst the Tshwane unrest situation unfolded, the SAPS had to deal with numerous other protest actions country-wide. This required the SAPS to deploy in areas such as Gelvandale in the Eastern Cape to deal with gang related issues, Vuwani in Limpopo, Glebelands and KwaMashu hostels as well as in Nongoma in KwaZulu-Natal.

13 OTHER PROTEST ACTIONS

• During this period, SAPS resources were stretched to deal with other protests actions relating to:

– Political intolerance (including dissatisfaction with nominated ward councillors).

– Community protests actions relating to issues such as demands for water, electricity and employment.

– Illegal occupation of land and reaction to evictions.

– Instability at education institutions.

– Labour issues.

– Conflict in the transport sector.

1. Tembisa:

• On 2016-04-12 members of the Economic Freedom Fighters (EFF) were at the iSethoga Hostels in Tembisa to hold an election campaign rally. They were attacked by unknown residents of the hostel and severely assaulted with pangas, knobkierries and other weapons. Several members of the EFF were admitted to the Tembisa hospital with serious injuries. One of them was Mr Tsetsi Edward Mothibe, aged 56 years who sustained serious head injuries. Mr Mothibe passed away on 2016-06-06.

• No suspects have yet been identified or arrested.

• The investigation still continues.

2. Pretoria West:

• On 2016-06-19 at 16:15 the ANC Regional Executive Committee held a meeting regarding the nomination of the Mayoral Candidate for Tshwane at the Tshwabec Centre, Church and President Burgers Street, Pretoria West.

• An argument broke out between members of the ANC outside the meeting and Mr Simon Modime, an ANC member, was shot and died on the scene.

• On 2016-06-28 a suspect Mr Justice Niloane Mashola, a member of the ANC was arrested. The case is remanded to 2016-08-11 for further investigation.

• The post mortem and blood alcohol report is still being awaited.

3. Mamelodi East:

• On 2016-06-21 at 07:30 in extension 22 next to Lehong Street, Mamelodi East, the body of Mr Radingwna Phiri was found in the street with a gun shot wound to the chest.

• No suspects have yet been identified or arrested and the circumstances surrounding his death is still not clear, but it is suspected that his death could be linked to the looting of shops that took place during the day in the vicinity where his body was found.

4. Mamelodi East: • On 2016-06-22 at about 04:45 in extension 5 next to Game tavern, Mamelodi East, the body of Mr Thabiso Daniels was found with a gun shot wound to his back. According to a witness, the deceased was travelling in a vehicle which was stopped by two foreign nationals who confronted the deceased. One of the foreign nationals produced a firearm and shot at the deceased while he was running away.

• It is suspected that this incident is also linked to the looting of shops in the vicinity where the incident took place.

• No suspects have yet been identified or arrested and the investigation continues.

5. Mamelodi East:

• On 2016-06-22 at 21:00 at Hector Peterson Street, extension 6, Mamelodi East, the body of Mr Sello Paul Masupa was found with a gun shot wound to his chest.

• The investigation revealed that the deceased was part of a group of people who looted shops in the area and who was shot at by foreign nationals. It is also linked to the looting of shops in the vicinity where the incident took place.

• No suspects have yet been identified or arrested and the investigation continues.

6. Loate:

• On 2016-06-23 at 18:00 residents of Loate attacked the Central City Mall, at block CV, Loate.

• After the situation had been stabilised by the police, the body of Mr Emmanuel Makhado was found, next to the Nedbank ATM inside the mall, with a gun shot wound to the chest.

• On 2016-06-24 at 06:00 the body of Mr Bafana Mbatha was found with a gun shot wound to the chest in an alley next to the Central City Mall. It is suspected that both victims participated in the looting of shops in the Central City Mall and that they were shot at by unknown security guards.

• No witnesses could be traced and no suspects have yet been identified or arrested. The investigation continues. 27 CONCLUSION

• An immediate intervention was initiated through the JOINTS by deploying additional personnel and the situation was then stabilised and at the same time interventions by the community leaders and political leaders took place.

• The state authority was successfully reclaimed. Perpetrators were arrested immediately and looted items were returned to their lawful owners. Since then Tshwane remained stable even during the voting days.
