    UNIVERSITY OF SOUTHERN QUEENSLAND Economic Development in the Kimberley Region of Western Australia: A History and Dependency Theory Perspective A dissertation submitted by Les Sharpe For the award of Doctor of Philosophy 2004 Abstract The focus of the research undertaken for this dissertation is the economic development of the Kimberley region of Western Australia. The period studied is, approximately, the one hundred years from 1900–2000. The region has many of the characteristics of an underdeveloped area and of a low income economy. This research used dependency theory as a framework for examining the causes of underdevelopment in the Kimberley. The development that occurred in the region during the relevant period has been catalogued by the creation of a database. This has enabled the collected information to be examined and manipulated in many ways. The database has allowed the detail of development in the Kimberley to be studied with respect to time, place and type of activity. This made it possible to examine the five hypotheses proposed by A. G. Frank which he considered likely to lead to fruitful research. The detailed study of these hypotheses would not have been possible in the way described without the database. It was found that dependency theory does help to explain and understand the development experience of the Kimberley region of Western Australia during the twentieth century. This was the clear and positive result of this study. The extension to Frank’s core dependency theory, the five hypotheses, were not found to be applicable to the Kimberley region nor supported by the data.

Photo by Geoff Goodall Grumman was confident that a twin-engined 10 to 15 seat amphibian would be in demand for post-war feeder airlines, despite the numbers of smaller Goose and Widgeon amphibians available. Design work on the G-73 Mallard commenced in December 1944 and the first Mallard flew in April 1946. Powered by reliable 600hp P&W R-1340 radials, it quickly gained a reputation as an oustanding aircraft respected by pilots and owners. The Mallard’s rugged construction confirmed Grumman’s wartime nickname Iron Works, allowing many Mallards to be rebuilt following serious damage on water or land. Competition from cheaper military disposals aircraft resulted in production being terminated at 59 Mallards (c/ns J-1 to J-59), all having civil careers except two sold new to the Egyptian Air Force Royal Flight. Experienced Alaskan bush pilot Fred Frakes first promoted the concept of re-engining Mallards with PT-6 turbines and commenced his first conversion in 1967. After much development and redesign, FAA certification of the Frakes G-73T Turbo Mallard was achieved. Frakes Aviation established a specialist overhaul and re-engining operation at Cleburne, Texas where 12 more Turbo Mallards were converted.

The assessments cover the Brisbane, Honiara, Jakarta, Melbourne, Nauru, Port Moresby and Ujung Pandang FIRs. Additional risk values are provided for months post the November period. This paper relates to – Strategic Objectives: A: Safety – Enhance global civil aviation safety Global Plan Initiatives: GPI-2 Reduced vertical separation minima 1. INTRODUCTION 1.1. This paper provides details of the two airspace safety oversight assessments undertaken by the AAMA for the RVSM implementations in the Australian, Nauru, Papua New Guinea and Solomon Islands RVSM airspace to end of November 2011 and for the Indonesian airspace to end of September 2011. No full report was completed for October or November 2011 for Indonesia. The reports are detailed in Attachments 1 and 2. 2. DISCUSSION 2.1 The reports show that for the Australian, Nauru and Solomon Islands airspace, the target level of safety (TLS) was met. For the Indonesian airspace, the risk continued to exceeded the target. No assessment was completed for the Papua New Guinea airspace in November. 2.2 Since the completion of the assessments provided with this paper, the AAMA has completed further assessments for the month of December 2011 and January 2012 for the Australian, Nauru, Papua New Guinea and Solomon Islands airspace.
