Cairns Airport Pty Ltd is part of the North Queensland Airports (NQA) group. The consortium comprises of Cairns Mackay Investment Ltd (an entity advised by JP Morgan Asset Management), The Private Capital Group’s The Infrastructure Fund (TIF) managed by Hastings, Perron Investments and Auckland International Airport Limited (AIAL). Mackay Airport Pty Ltd (MAPL) which owns and manages Mackay Airport is also part of the North Queensland Airports group. Cairns Airport is one of Australia’s leading regional airports, providing air links to a range of domestic and international locations. NQA’s Managing Responsibly Policy reflects that Cairns Airport Pty Ltd strives to conduct safe, incident free operations by ensuring: Our management systems are best practice and properly implemented Our people fully understand and meet their responsibilities to enable safe operations System performance in enabling safe operations is recognised and there is zero tolerance of poor practice Sufficient equipment and skilled people are in place to enable safe operations The Aerodrome Operations Manual contains details of the airside operating procedures that must be adopted to ensure the safety and viability of Cairns Airport. The Aerodrome Operations Manual also satisfies Cairns Airport’s legal obligations under Civil Aviation Safety Regulations (CASR) Part 139, in particular CASR 139.09. The Aerodrome Safety and Compliance Manager should be consulted if there is difficulty in complying with any of these procedures so that the necessary document amendments can be made. We should always question why we do the things the way we do and we should always challenge ourselves to see if the intended result can be achieved in a more efficient or reliable way. To avoid unnecessary duplication, some procedures may make reference to other technical manuals and publications. All the referenced documents are readily available on the Cairns Airport’s intranet and each staff member is responsible for ensuring that they can access referenced documents. The procedures contained in this Manual are directions issued by the Head of Aviation, to those persons listed herein to undertake the functions as defined to ensure the safety of aircraft movements and persons using Cairns Airport.     QUEENSLAND AEROSPACE 10-Year Roadmap and Action Plan PROGRESS REPORT By 2028, the Queensland aerospace industry will be recognised as a leading centre in Australasia and South East Asia for aerospace innovation in training; niche manufacturing; maintenance, repair and overhaul (MRO); and unmanned aerial systems (UAS) applications for military and civil markets. Launch Completion 2018 2028 International border closures due to COVID-19 had a dramatic impact on the aerospace industry in Queensland, particularly the aviation sector. Despite this temporary industry downturn, the Queensland Government has continued to stimulate the aerospace industry through investment in infrastructure, technology and international promotion. I look forward to continuing to champion Queensland aerospace businesses, taking the industry to new heights. The Honourable Steven Miles MP DEPUTY PREMIER and MINISTER FOR STATE DEVELOPMENT Case study – Queensland Flight Test Range in Cloncurry The Queensland Government has invested $14.5 million to establish the foundation phase of a common-user flight test range with beyond visual line of sight capabilities at Cloncurry Airport. The Queensland Flight Test Range (QFTR) provides a critical missing element in the UAS ecosystem for industry and researchers to test and develop complex technologies. Operated by global defence technology company QinetiQ, the QFTR supports the Queensland Government’s goal of establishing the state as a UAS centre of excellence and a UAS leader in the Asia-Pacific region. Inaugural testing at QFTR was completed by Boeing Australia in late 2020. Director of Boeing Phantom Works International Emily Hughes said the company was proud to be the first user of the site and would take the opportunity to continue flight trials on key autonomous projects.

    UNIVERSITY OF SOUTHERN QUEENSLAND Economic Development in the Kimberley Region of Western Australia: A History and Dependency Theory Perspective A dissertation submitted by Les Sharpe For the award of Doctor of Philosophy 2004 Abstract The focus of the research undertaken for this dissertation is the economic development of the Kimberley region of Western Australia. The period studied is, approximately, the one hundred years from 1900–2000. The region has many of the characteristics of an underdeveloped area and of a low income economy. This research used dependency theory as a framework for examining the causes of underdevelopment in the Kimberley. The development that occurred in the region during the relevant period has been catalogued by the creation of a database. This has enabled the collected information to be examined and manipulated in many ways. The database has allowed the detail of development in the Kimberley to be studied with respect to time, place and type of activity. This made it possible to examine the five hypotheses proposed by A. G. Frank which he considered likely to lead to fruitful research. The detailed study of these hypotheses would not have been possible in the way described without the database. It was found that dependency theory does help to explain and understand the development experience of the Kimberley region of Western Australia during the twentieth century. This was the clear and positive result of this study. The extension to Frank’s core dependency theory, the five hypotheses, were not found to be applicable to the Kimberley region nor supported by the data.

INTRODUCTION Queensland Airports Limited (QAL) owns Gold Coast Airport Pty Ltd, Mount Isa Airport Pty Ltd and Townsville Airport Pty Ltd, the airport lessee companies for the respective airports. QAL owns Aviation Ground Handling Pty Ltd (AGH) which has ground handling contracts for airlines at Gold Coast, Sunshine Coast, Gladstone, Rockhampton, Mackay and Townsville Airports and Worland Aviation Pty Ltd, an aircraft maintenance, repair and overhaul company based in the Northern Australian Aerospace Centre of Excellence at Townsville Airport. QAL specialises in providing services and facilities at regional airports in Australia and is a 100% Australian owned company. The majority of its shares are held by fund managers on behalf of Australian investors such as superannuation funds. 2. PRODUCTIVITY COMMISSION INQUIRY RESPONSE QAL makes this submission to the Productivity Commission Inquiry as an investor/operator whose airports have experienced little or no formal pricing or quality of service regulation over the last decade. We feel our experience demonstrates that this light handed regulatory environment has been instrumental in generating significant community and shareholder benefits.
