QUÉBEC MINING 2019 QUÉBEC MINING 2019 Institutional Support and Regulations - Investments - Battery Metals Innovation and Industry 4.0 - Gold - Iron - Services and Support Dear Reader, Global Business Reports is delighted to be back in Québec, a world-class mining jurisdiction with unique institutional support. The following pages investigate the latest developments across the value chain, from the organizations and institutions that provide the sector with financial and regulatory stability and transparency, to the junior explorers, large producers and service-sector companies operating on the ground. GBR’s research team travelled through Montréal, Québec City, Val-d’Or and Rouyn-Noranda for three months, conducting face-to-face interviews with key decision makers, to provide an up-to-date first-hand analysis from the figures who will shape the industry in the years ahead. Since the end of the super cycle in 2012, Québec’s mining industry has weathered a storm that has offered sparse opportunities for wealth creation and in recent years, new industries such as cryptocurrencies, blockchain and cannabis have compounded the challenge of sourcing investment from a finite pool. Yet there are plenty of reasons to be optimistic, as a diverse variety of new metals related to renewable energy, such as vanadium, lithium, cobalt and niobium, have caught the attention of a market looking towards a new, more sustainable energy future. Nemaska Lithium and BlackRock Metals have been able to raise billions of dollars to develop their projects in this field. Meanwhile, a Chinese steel market looking to curb pollution has stimulated demand for high-grade iron ore from the Labrador Trough. Nevertheless, the backbone of Québec’s mining industry remains gold production from the Abitibi Greenstone Belt and James Bay. As Eldorado Gold continues construction of its Lamaque mine and Osisko Mining advances development at its Windfall deposit, a host of juniors look for the next discovery of significance, spurred on by the federal government’s decision to renew the mineral exploration tax credit (METC) until 2024. An emphasis on innovation has become crucial, as mining companies look to reduce costs and optimize efficiency. As the industry 4.0 movement gathers pace, a burgeoning Montréal tech community is collaborating with its international counterparts to develop solutions that are transforming processing technology, allowing companies to identify new deposits, and enhancing mine safety in jurisdictions across the globe. ‘La Belle Province’ is leading the drive for sustainable mining and is soon to be home to the world’s first all-electric open-pit mine. SOC refers to any site that an individual and/or their family had observed and felt concerned about from an environ- mental health perspective. Seventy-two head-of-household participated; 42 identified at least one SOC in their interview. A total of 90 SOC were identified corresponding to 73 environmental concerns, and 66 unique SOC; some were identified by more than one person. Under this agreement, work is governed by a new relationship based on cooperation and mutual respect between Hydro-Québec, its subsidiary Société d’énergie de la Baie James (SEBJ) and the Cree. In addition, the Cree play an active role in project design and in the implementation of mitigation and enhancement measures: Cree companies, workers and tallymen have worked on the project.     January 8th, 2021 Message from Leadership • Unfortunately, the Cree Nation is facing a jump in COVID-19 cases. It is not the time for blame or accusations, but it must be known that the cases originated with social gatherings contrary to restrictions and advisories in Eeyou Istchee and in the municipality of Chibougamau. • The Cree leadership knows how hard it is to remain vigilant after months of such strict measures and it will be even harder as the vaccination campaign gains momentum and people feel that they do not need to be as careful. The recent jump in cases is evidence that we cannot let our guard down. • The Cree leadership is confident that the Contact Tracing team at the Public Health Department of the Cree Board of Health and Social Services of James Bay is the best in the province and will succeed in containing the current cases by early next week. 11 cases have been identified with more to be tested, but due to the excellent work of the Cree Health Board these people were already in isolation and do not pose a risk to the community. The Cree Health Board has been very proactive ensuring that people are isolating even if there is a small chance that they could have come in contact with the 11 confirmed cases and will continue to test these people with a view to confirming that cases are now contained. It is anticipated that we will be able to announce this on January 12th, 2021. January 8th, 2021 Travelling With the “Lockdown” measures that were announced by the Government of Quebec closing all non-essential services outside Eeyou Istchee this week, there is NO reason for people to be traveling outside of a Cree community for non-essential purposes.

    NEWS RELEASE Eeyou Mobility prepares for launch of new cellular service in Eeyou Istchee and James Bay region of Quebec National roaming and spectrum for Cree-controlled service provider enabled by Rogers OUJE-BOUGOUMOU, QUEBEC, March 17, 2021 - Eeyou Mobility, a new high-quality mobile wireless service being deployed throughout the Eeyou Istchee and James Bay region of northern Quebec, announced today the pre-launch of its regionally owned cellular network. The founding shareholders, Eeyou Companee, Eeyou Communications Network (ECN) and SSi Canada (SSi), will help provide strong local wireless coverage in nine Cree communities* and five Jamésien municipalities**, with planning underway for highway and access road coverage to improve traveller safety and security across the region. Beta users in Ouje-Bougoumou are the first to experience calling, texting and internet browsing on the new Cree-controlled service provider.     Cree Nation Leadership COVID-19 Briefing Public Statement December 29, 2020 Message from Leadership • Unfortunately, cases of COVID-19 continue to rise since the beginning of Christmas holidays. Fortunately, the strict control over the access to the communities of Eeyou Istchee has prevented COVID-19 from entering our communities. • COVID-19 continues to rise in Quebec and neighboring regions but fortunately there is a significant decrease in traffic with the people of Eeyou Istchee staying home and with the restrictions on businesses other than essential businesses in other regions of Quebec there is little reason for community members to travel outside the community. • The Cree Nation grieves and mourns with the Cree Nation of Nemaska who have recently lost Chief Matthew Wapachee to COVID-19. The family and community of Nemaska will need the prayers and support of everyone as they try and say goodbye during these very difficult times to a leader who served his people. Tragically, Chief Wapachee is the 5th Eenou who has lost their life to COVID-19 after contracting the virus outside of Eeyou Istchee. • The best thing we can do to protect ourselves and our communities during these times is to stay close to home and stay close to our loved ones. It is located entirely on Category III land under the jurisdiction of the James Bay and Northern Quebec Agreement, and is managed by the Eeyou Istchee regional government. The Project primarily involves the construction, operation, restoration and decommissioning of an open-pit and underground spodumene mine, a waste rock and tailings pile, an ore processing plant, and administrative and maintenance buildings. The mine would have an average ore production rate of 3 000 tonnes per day over a life of 26 years. The Project is subject to an environmental assessment by the Canadian Environmental Assessment Agency (the Agency) under the Canadian Environmental Assessment Act, 2012, as it constitutes a designated activity under subsection 16(a) of the Regulations Designating Physical Activities: “the construction, operation, decommissioning and abandonment of a new metal mine, other than a rare earth element mine or gold mine, with an ore production capacity of 3 000 t/d or more.” The Project also underwent a provincial environmental and social impact assessment by the Government of Quebec under Section 22 of the James Bay and Northern Quebec Agreement. No federal-provincial cooperation agreement exists for Projects subject to the provincial process. However, to improve the application of the two environmental assessment processes, the Agency maintained cooperative ties with the Government of Quebec throughout the environmental assessment.
