December 1, 1943 INTRODUCTION From its very beginning as an established Corps in 1898 the Hospital Corps of the United States Navy has been devoted to humanitarian service. It has administered first aid and nursing care to the sick and injured of the Navy and Marine Corps during three of the Nation’s wars, and through the many years of intervening peace. For more than a century prior to its organization by act of Congress* the pioneers of the Hospital Corps—the Hospital Mates, the Hospital Stewards, the Surgeon’s Stewards, the Apothecaries, the Nurses and the Bay men—served faithfully and energetically in the Medical Department of the Navy. On numerous occasions of the past members of the Hospital Corps have been assigned to civilian areas for first-aid and relief work in times of disaster. -

Fort Sam Houston and San Antonio Joint Medical Command were alerted on 19 December to activate their contingency plans for support and prepare to receive large numbers of casualties. BAMC received 43 casualties during the conflict and, fortunately, all injuries were diagnosed as minor. All of FSH played a major role in ensuring soldiers in combat support readiness roles were prepared to respond in whatever capacity necessary. (“Panama: FSH Responds to Major Crisis,” News Leader, 5 Jan 1990) A new “tool” traveled with the 41st Combat Support Hospital during a week of training at Camp Bullis. The new tool was a computer program that became part of the Theater Army Medical Management Informa- tion System (TAMMIS). Phase I Final Rule and Technical Development Document of Uniform National Discharge Standards (UNDS) Distillation and Reverse Osmosis Brine: Nature of Discharge April 1999 NATURE OF DISCHARGE REPORT Distillation and Reverse Osmosis Brine 1.0 INTRODUCTION The National Defense Authorization Act of 1996 amended Section 312 of the Federal Water Pollution Control Act (also known as the Clean Water Act (CWA)) to require that the Secretary of Defense and the Administrator of the Environmental Protection Agency (EPA) develop uniform national discharge standards (UNDS) for vessels of the Armed Forces for “...discharges, other than sewage, incidental to normal operation of a vessel of the Armed Forces, ...” [Section 312(n)(1)]. UNDS is being developed in three phases. The first phase (which this report supports), will determine which discharges will be required to be controlled by marine pollution control devices (MPCDs)—either equipment or management practices. The second phase will develop MPCD performance standards. The final phase will determine the design, construction, installation, and use of MPCDs. A nature of discharge (NOD) report has been prepared for each of the discharges that has been identified as a candidate for regulation under UNDS. The NOD reports were developed based on information obtained from the technical community within the Navy and other branches of the Armed Forces with vessels potentially subject to UNDS, from information available in existing technical reports and documentation, and, when required, from data obtained from discharge samples that were collected under the UNDS program. -

Philip Wilcocks CB DSC DL – OnBoarding Officers Super NED Joining the Royal Navy in 1971, Philip Wilcocks graduated from the University of Wales in 1976 and assumed his first command of the minesweeper HMS STUBBINGTON in 1978. Qualifying as a Principal Warfare Officer in 1981, he served in the frigate HMS AMBUSCADE as Operations Officer, which included the Falklands conflict in 1982. Following his promotion to Commander, he assumed command of the destroyer HMS GLOUCESTER in 1990. The ‘Fighting G’ fought in Operations Desert Shield and Desert Storm when his ship destroyed 7 enemy warships and a Silkworm missile targeted against the battleship USS MISSOURI. He was subsequently awarded the Distinguished Service Cross for gallantry and sustained leadership under fire. In 1998, he assumed command of HMS LIVERPOOL as Captain 3rd Destroyer Squadron. While Director of Naval Operations, in 2000 he was the Crisis Director for UK Operations in support of the UN in Sierra Leone. In 2001, he formed and then commanded the Royal Navy’s largest training organisation the Maritime Warfare School responsible for a budget of £120M and a capital build programme of £30M. On promotion to Rear Admiral in 2004, he became Deputy Commander of Joint Operations at the UK’s Permanent Joint HQ; as well as operations in Iraq and Afghanistan, he was the Crisis Director for the UK response to the 2005 Tsunami disaster. In this appointment he had oversight of an annual budget of £540M and a £1.5Bn PFI contract. Following a short tour as Flag Officer Scotland, Northern England and Northern Ireland and Flag Officer Reserves, he became Chief of Staff to Commander-in-Chief, Fleet assuming responsibility for generating current and future UK maritime capabilities. -

CALL THE HANDS NHSA DIGITAL NEWSLETTER Issue No.16 February 2018 From the President Welcome to our first edition of Call the Hands for 2018. Since December, the wreck of HMAS AE1 has been discovered, STS Young Endeavour celebrated 30 years of service and Society members have been involved in several interesting activities. In the week prior to Christmas the discovery of HMAS AE1, excited the nation and ended the Navy’s longest mystery. AE1 was lost off the island of Rabaul on 14 September 1914 with all 35 crew members. The wreck site will remain ‘close held’ by Find AE1 Expedition member organisations until appropriate measures are taken to protect the site. Expedition leader, retired Rear Admiral Peter Briggs who has worked much of his life to find HMAS AE1 and his colleagues are saluted for this historic achievement. On 16 January the Commanding Officer HMAS Hobart, Captain John Stavridis and Supply Officer, Lieutenant Commander Mark Lee visited the Boatshed to acquaint themselves with an important HMAS Hobart heritage item, the Captain’s table from HMAS Hobart (I). The Society has held the table in trust since Hobart (II) decommissioned in May 2000. Descendants of HMAS Patricia Cam crew members and the community marked the 76th anniversary of her loss with a series of events in Darwin, Gosford, Sydney and Canberra from 20 to 22 January. Patricia Cam sank on 22 January 1943 after being bombed by a Japanese float plane. Society members participated in the Gosford (plaque unveiling where she was built) and Canberra last post ceremony at the Australian War Memorial.
