B. PURPOSE OF THE POST: Why the post exists and what it has to achieve To undertake Special Branch enquiries in pursuit of the disruption of terrorist activity affecting the railway sector and UK interests as a whole, collecting and recording intelligence and evidence. To provide a full range of Special Branch support to frontline British Transport Police (BTP) officers and staff, including being a local point of contact for enquiries concerning and domestic extremism (CT/DE) and delivering associated briefings.

C. DIMENSIONS OF THE POST The key statistics associated with the post Financial – Direct or Non-Direct  Ensure that any departmental spending (overtime, travel, accommodation) is communicated to and pre- authorised by the budget holder. Staff Responsibilities – Direct or Non-Direct  As a local point of contact / when performing on call duties the post holder will be responsible for delivering a first fix to queries, providing advice and guidance as appropriate. PRINCIPAL ACCOUNTABILITIES: What the job is accountable for and required to deliver  Provide investigative expertise in support Suspicious Activity, Unusual Behaviour (SAUB) reports and counter terrorism, domestic extremism (CT/DE) cases.  As part of the investigative team, investigate Special Branch enquiries and operations involving the use of intelligence, reactive and proactive policing tactics, including search and arrest operations.  Demonstrate thorough knowledge and expertise in the application of the Regulation of Investigatory Powers Act 2000 (RIPA), Criminal Procedure and Investigations Act 1996 (CPIA) and Data Protection Act 1998 (DPA).  Prepare prosecution files in respect of offenders processed by BTP Special Branch, managing the criminal justice process through to court.  Ensure that the Detective Sergeant, Investigations, is kept informed of investigative progress.

 Ensure that all information and intelligence gathered during the course of Special Branch enquiries and investigations is recorded, disseminated and communicated effectively to the BTP Special Branch Fixed Intelligence Management Unit (FIMU).  Undertake appropriate risk assessments in relation to the activity of the Investigation Unit and that identified risks are appropriately addressed.  Deliver briefings to Specialist and Divisional management teams as well as frontline resources.  Build strong relationships with internal partners and railway sector stakeholders to mitigate risk and threat; ensuring issues arising are resolved through effective liaison and joint working.  Perform any other duties commensurate with the post as directed by the Detective Sergeant, Investigations, including providing out of hours on-call cover, cover for live time out of hours deployments and attendance on internal and external courses.

G. REQUIREMENTS: The skills, knowledge, experience, qualifications and training required to perform the job. Essential Criteria: Qualifications and Training:  Accredited PIP Level 2 investigator  TIER 2 interviewer  Able to attain DV STRAP clearance.

Experience:

 Previous experience undertaking investigations into serious and complex crime.

Skills:  Excellent communication and interpersonal skills  Have good organisational skills whilst working within a pressurised environment to ensure deadlines are met.  Strong attention to detail.  A high level of integrity and confidentiality, with the ability to handle sensitive information/intelligence appropriately. The role will require Vetting to both SC and DV status. Knowledge:  Evidence of interpretation and application of relevant legislation (RIPA, CPIA and DPA).

Desired Criteria: Skills:  Tier 3 Advanced interviewer / Specialist Interviewer Experience:  To have worked within a Counter Terrorism policing environment  To have experience of Intelligence and covert policing  Operational investigative experience in a variety of roles  To be able to provide evidence of partnership working Knowledge:  Knowledge of CTU/CTIU/Special Branch structures and practices
