POST TITLE/ RANK: Special Branch Detective - Head of Special Branch

DIRECTORATE: Protective Services

RESPONSIBLE TO: DCI Intelligence

RESPONSIBLE FOR: Delivery of Counter Terrorism Covert Intelligence

LOCATION: Defford To supervise investigations and to develop intelligence JOB PURPOSE: through research, interpretation and analysis in relation to the threat and risk posed by Counter Terrorism and Domestic Extremism matters across Force areas.

The post holder will have supervisory responsibility for following specialisms together with generic SB work.

• Source Handling (SB DSU) • Prevent • Intelligence receipt, assessment and development (FIMU/Intelligence development). • Protect and Prepare • Contest Plan Delivery • Support of regional and National CTP operations

MAIN RESPONSIBILITIES: 1. To be responsible for the strategic and dynamic leadership of Special Branch Officers & Staff, developing and motivating them to drive performance in line with organisational priorities.

2. To assume daily functional responsibility for the unit, including management of their work, and advice as required on issues regarding recruitment, selection, development and the monitoring of performance standards

3. To a quality assure the creation of products that conduit between sensitive and non-sensitive intelligence.

4. Supervise and lead the evaluation and development of new information and intelligence, maximising all investigative and evidential opportunities, prioritising in line the threat and risk posed by individuals and extremist networks.

5. To provide leadership during CT / DE operations through intelligence gathering and development activity.

6. To allocate and supervise enquiries, investigations and operations, working with partners to maximise investigative and evidential opportunities and effectively manage risk.

7. To provide advice and guidance to staff in other business areas on CT/DE, ensuring Police meet partnership and legislative responsibilities.

8. Proactively handle CHIS as a controller in line with National Standard Operating procedures and National guidelines. Working in partnership with security service partners.

9. Provide written and verbal briefings to Chief Officers and Partners up to Top Secret level

10. Manage the security, storage, access and retention of sensitive information up to Top Secret on behalf of the Chief Officers within the STRAP environment as the Alliance STRAPSO.

11. To undertake any other duties commensurate with the rank that may from time to time be determined.

The Post holder will be required to: Special Conditions:

• Undertake and pass MI5 Assessment Centre and all other specialist training provided for the relevant specialism. • Undertake continuous professional development and attend training courses where required. • Participate in ‘on-call’ duties where required.

Special Branch has a sensitive role in preventing crime and disorder arising from political and religious extremism and single issue protest. All members of Special Branch need to exercise discretion in publicly expressing views or opinions which could bring into question the impartiality of the department. This includes the use of social media. The post is full time working Monday to Friday but due to the nature of the role an acceptance of flexible working is required, this may involve weekend working, extended hours and extended working out of Force.

Knowledge:

• Understanding of the threat posed by extremism and the changing landscape of global terrorism. • A sound knowledge of Terrorism powers, legislation and application. • A sound knowledge of the intelligence model and intelligence led policing. Knowledge of MOPI policy, disclosure and information sharing principles. • Understanding of RIPA and general awareness of legislation around CHIS management. • Force policies appropriate to the role such as threats to life, wanted nominals, OCGM, IOM. • Previous experience within a policing intelligence environment with recent usage of intelligence systems. • Management of risk and compromise of intelligence. • Knowledge of intelligence systems and process • Knowledge of covert policing techniques • Knowledge of intelligence and investigation • Demonstrate an understanding of the current threats to .

Key Skills: • Proven supervision and leadership skills • Excellent written and oral communications skills. • Need to demonstrate an understanding of the referral process (CHIS.) • Planning and organising including the ability to work to tight deadlines. • The ability to negotiate with and influence others. • IT literate demonstrating experience of Windows based applications including Microsoft Office packages, with good keyboard skills evidencing the ability to learn and utilise new packages. • Strong Investigative skills with an ability to engage, personally and through partnerships, with the community. • The potential to undertake sensitive high profile enquiries with limited supervision and therefore exhibit high standards of integrity and professionalism
