1.1 INTRODUCTION

Our college is located in rural, hilly and tribal belt of of . Shahapur is a census town and is the largest taluka in Thane district, that is surrounded by Western Ghats of Sahyadri. It is located at lattitude 19.4554720 N and longitude 73.33125390 E. It has an average elevation of 46 metres.

Dnyanvardhini Trust was founded in the year 1984 to fill in the vacuum in the field of education in Shahapur Taluka. There was no degree college in the hilly, rural and tribal belt extending from Igatpuri to and . Some socially awakened people from this taluka came together under the leadership of Late Sonubhau Baswant and Late Naginbhai Vasa together with Vyapari Mandal, Shahapur and ultimately Dnyanvardhini Trust was founded.

Late V.C. Godbole, generously donated the land of 6.5 acres and the college was actually established. In the beginning, this college was housed in G.V. Khade Vidyalaya, Shahapur. The college is now situated in a calm and quiet campus best suited for the purpose of education. The college is surrounded by greenery from all the sides.

Permanently affiliated to the University of Mumbai, there are various boards of studies for various courses and disciplines at the University level. The committees and sub-committees are appointed to frame syllabi of the various classes.

B. Com. in Accounting and Finance is introduced in 2016-17. All the professional and PG courses have CBCS pattern of exam. At P.G level, there are four semesters with external and Internal pattern of 60:40.

Faculties appointed are fully qualified and meet the qualification criteria prescribed by the UGC, the University of Mumbai and the Govt of Maharashtra.

The college is permanently affiliated to Mumbai University. The college has obtained UGC Recognition i.e. 2(f) and 12-B status.

College has rich library with 47000 Text and reference books. There is a separate section for the competition Exam books. Besides Text and Reference books we have Audio and Video CDs, journals and news papers, maps, online e-journals and periodicals.

Vision

To make our college an ideal platform for providing higher education, thereby retaining its leading position in Shahapur Taluka and aspire to reach for the leading position in the field of higher education in Thane district of Maharashtra over a period of time.

Institutional Weakness

No student representation at state or national level in sports because The University of Mumbai does not provide full-time Physical Director. 1.3 CRITERIA WISE SUMMARY Curricular Aspects

Our college has been permanently affiliated to the University of Mumbai. In University every department has a board of study. The chairman of BOS appoints various committees and sub-committees to frame the syllabus of the various classes. The college does not have any choice in it. The college implements the designed syllabus in the college. Generally, the syllabus is changed after every three or five years. The syllabus may contain some internal options. Some of our Associate professors participate in framing and designing the syllabus. They attend the meetings of syllabus committee and offer their valuable guidance. Most of our professors are appointed as paper-setters, examiners, moderators and revaluates. The University of Mumbai has introduced online assessment of question-papers of all subjects. Most of our professors participate in the online assessment drive of the University. Our college has a CAP centre. Our professors as well as professors from the neighbouring colleges also participate in the online Assessment drive.

The professors who are appointed as Paper-setters attend the meetings and set various question-papers for various subjects in the university. They are also invited to the control-room to entertain the queries if any in the concerned question-paper.

Our professors in the beginning of the term prepare the teaching plans of the concerned course and

They see to it that the syllabus is duly finished. They also discuss the question-paper pattern. They prepare the question bank in the concerned subject and give it to the students for the further self study.

CBCS:

In the last two years we have introduced B.Com with account and finance. University of Mumbai has introduced CBSGS system for all the class (UG and PG).

At M.A. Part II Elective courses system is introduced. In the Semester III there are five papers with internal options. In Semester V there are only three papers. They are based on ability enhancement. Under project based paper the students have to submit a dissertation on some aspect in the text.

Teaching-learning and Evaluation

Our college is situated in rural, hilly and tribal belt of Thane district of Maharashtra. According to the recommendations made by the Peer Team that visited our college for reaccreditation purpose, our teachers have been provided with laptops with the intention of ICT based teaching-learning. We have also installed LCD projectors in every class. The Teachers make good use of it and teach the students with various slides, pictures, CDs etc. which make teaching learning process more colourful and enjoyable. All the teachers are highly qualified according to the UGC norms. There is no backlog. Every year “Know your College” programme is conducted to give information about the various departments and activities run by the college. They are encouraged to participate in various sports, cultural, social, academic, curricular, co-curricular and extra- curricular and extensive activities. Students are deputed to participate in inter-collegiate as well as at the University level events. The expenditure is borne by the college. Every year we celebrate “Sports Week and Cultural Week” for the students. They participate in these activities and show a variety of skills in them. That gives them enjoyment and helps for their all-round personality development. It also offers them an opportunity to show their leadership skills.

All examinations are conducted on behalf of the University of Mumbai. The University sends the question paper online. F.Y. / S.Y. results are declared by the college in 45 days. T.Y. results are declared by the University. Our T.Y. results are always better than the University results.

Research, Innovations and Extension

The college encourages research culture. It organizes conferences, seminars and workshops for teachers and students. The college also encourages the faculty and students to participate in conferences, seminars and workshops organized in other colleges and universities from time to time. Some of our faculties have successfully completed minor research projects with the financial assistance by University of Mumbai.

The college participates in community service activities by collaborating with local or regional NGOs for

The college has adopted Palaspada for various welfare activities such as Health and hygiene, awareness, community learning, Swatchha Bharat Abhiyan, Educational development, AIDS awareness, awareness about sexual harassment, gender issues through NSS and other departments. The student volunteers use street plays effectively to create awareness among the people of the adopted village. Some of our faculties have won awards and recognitions for their extension cultural, educational activities from various recognised organizations.

The college has developed MOUs and linkages for faculty exchange. Four of our teachers are recognised as research guides (Dr. Vishnu Fulzele, Dr. Anilkumar Singh, Dr. S.R. Gore, Dr. K.G. Nimbalkar and Dr. S.G. Sagar). Several students have registered under these research guides. They are also invited as Referees and Experts for M.Phil and Ph.D. Viva. Under the able guidance of Dr. Anilkumar Singh Head, Department of Hindi, it is the only centre of this kind in tribal and backward area of Thane district.

Infrastructure and Learning Resources

The college provides facility for teaching and learning with 16 classrooms and a seminar hall. There are well- equipped Computer and Electronic laboratories. There are 75 computers with Internet Connectivity. All teachers are provided with twenty-two laptops with which they teach students. All the classrooms are equipped with LCD projectors. The whole college has become a digital classroom. We have a CCTV system with 45 cameras, 3 Reprographic machines, 02 digital cameras, 05 internet connections. There are facilities of Central Library, Departmental libraries, Girl’s common room and Boys’ Common room. The college has facility for sports, games and cultural ACTIVITIES. There are outdoor facilities for Kabaddi, Kho-kho, Cricket, Weight lifting, long jump, High jump, Shot put, Discus Throw, Javelin Throw on the spacious playground which is being developed step by step. There are separate gymnasiums for Boys and girls with trained instructors. Various programmes and activities are organised through cultural committee including the important days of National and International importance.

The central library is fully atomised with a Barcode system and access of books, journals, periodicals and e-resources through OPAC systems. Besides the library books and journals e-books and e-journals are also available through INFLIBNET/N-LIST. There is a collection of some rare books along with special reports, CDs, DVDs and audio cassettes.

IT facilities are constantly updated. Every year LMC/CDC and purchase committee meetings are conducted and budgetary provisions are made for maintenance and to upkeep the available facilities in the college campus. The college and the Management Committee take efforts for creation and upgradation of infrastructural facilities to support teaching learning and other activities.

Student Support and Progression

The college forms the Students’ Council year as per Maharashtra University Act, 1994. The meetings of the Students’ Council are frequently conducted according to the requirement while organising various programmes. As the 1994 Act was dissolved the council existed up to 2014-15. The students are given representation on the academic and administrative committees. The college also conducts various capabilities and skill development programmes on Yoga, career counselling, anchoring, personality development,

The college has an informal alumni association which play an important role in college development. An Alumni meet is conducted every year by the Alumni Association. Some Alumni contributes to the cultural Activities. They motivate and inspire the students to participate in various activities. Some prizes are sponsored by Alumni and Sportsperson.

The college has committees like Grievances and Redressal, prevention of Sexual Harassment, Anti- Ragging and discipline. The college has also NSS, NCC, Sports and Cultural Committee. Most of the students get scholarship from the government. Some students get Hindustan Petroleum Scholarship, Meritorious and financially weaker students are given admission in One Rupee. Some students are given financial assistance for examination fee and other fees.

Governance, Leadership and Management

Our college is run by Dnyanvardhini Trust. The motto of our institute is “Tam Soma Jyotirgamaya” means “Let the Light end the darkness by knowledge”. The college was started with the vision of imparting educations to the socially economically deprived students in the tribal belt of Shahapur Taluka. The college offers UG programmes like B.A., B.Com., B. Sc.IT, B.Com. with Banking and Insurance and B. Com. with Accounting and Finance and P.G in Marathi, Hindi, English, Economics and History. Several co-curricular and extra- curricular activities are conducted for all round personality development of students.

The Executive Committee looks after the day-to-day functioning of the college. The Principal with support of Vice- Principal and HOD’s takes decision to create environment of organizational participatory democracy.

The college has internal and external audit mechanism. All the donations are collected by the management which is provided to the college for development.

Institutional Values and Best Practices

The college organises various gender equity promotion programme. The college has taken various measures for the safety and security of the students. A regular employee is assigned a duty on the main gate of the college to safeguard the entry of the girl students and to maintain discipline of parking. The college has installed 44 CCTV cameras in the campus. The college has an Anti-ragging cell and Women-Development Cell. WDC organises various programmes for the orientation of the girl student on self-defence, various laws for safety of women, laws regarding domestic violence and role of women in the family.

The college also organises various activities with local community in its development. The college organises various activities like celebration of various days and death anniversaries of great National Heroes to inculcate human values and professional ethics among the students.

The college takes initiatives to create eco-friendly and Green campus. The college has taken steps for rain-water harvesting and waste management. The two best practices of the college during last five years are –

The college imparts education in three faculties at the under graduate level and Masters in Arts.

The college runs B.A. course. There are five special subjects viz Marathi, English, Hindi, History and Economics.

In Commerce faculty has B.Com.(Bachelor of Commerce) degree with three specializations.

B.Com.(General). B.Com. With Banking and Insurance (B.B.I.) B.Com. (Accounting and Finance) (B.A.F.)

The institution has B.Sc.(I.T.) - Bachelor of Science [Information Technology] in science faculty.

The college follows the syllabi prescribed by University of Mumbai in all the courses.

University of Mumbai introduced CBSGS (Choice Based Semester Grading System) at degree level, which introduced various changes and challenges in revised syllabi as well as in Examination (Credit Pattern System) from Academic year 2011 – 2012 with 60:40 pattern.

University Of Mumbai, introduced 75: 25 credit CBCS (Choice Based Credit System) pattern (75 marks for External Examination:25 marks for internal) from Academic year 2015 – 2016.

The University Of Mumbai introduced CBCS (Choice Based Credit System) from Academic year 2016 – 2017, with 100 marks for External Examination. (Only the paper ‘Foundation Course’ has 75 (External Examination) marks and 25 (internal marks). This changed is introduced to F.Y. from 2016-2017, for S.Y. from 2017-2018 and for T.Y. from current year (2018-2019) by the University.

As per our institutional practices, all the members from teaching staff prepare and submit ‘the Teaching Plans’ and ‘the Calendar of co-curricular activities of department, at the beginning of every academic year. Same teaching plans are followed in the respective classrooms. The teaching plan helps the teacher to plan the curricula delivery in time as well as it helps in participative and experiential teaching and learning method. The Information and Communication Technology (ICT) plays pivotal in curricula delivery in our institution.

The college in association with concerned departments prepares the academic calendar which consists of curricular, co-curricular and extracurricular activities for effective implementation and delivery of curricula in each academic year.Departmental meetings play important role in planning the curricula delivery. In the departmental meeting there is discussion about the syllabi, work distribution and assessment work. In Departmental meetings head and colleagues informally discuss about teaching at the end of every term.

The Internal Quality Assurance Cell monitors the overall curricula delivery process through the collection of offline feedback / online feedback from students.

Our college has a Virtual Learning Centre, which ran various programmes to train students for various competitive examinations. Unfortunately due to some technical issues, ISRO has stopped the broad-casting of these programmes. But we do have a formal mechanism to guide our students for competitive examination from the very beginning.

The college prepares academic calendar and teaching plans with the help of all departments, at the beginning of the academic year. The academic calendar makes the teaching staff aware about the schedule of the working days, internal and external examination, sports activities, cultural activities. It also makes the teachers conscious to plan the various curricular and co-curricular programmes for the students’ personality development.

As per the syllabus and guidelines of University of Mumbai, from 2016-2017 the college introduced 100 marks evaluation systems in the examinations instead of 75:25 marks evaluation methods in the courses, except two papers. Two papers of Foundation Course – I (First Year) and Foundation Course – II (Second Year) have different examination pattern. For these papers written examination is, of 75 marks, and project- writing is of 25 marks.

Our teaching staff concentrates on the syllabus completion and to organize various activities throughout the year. The academic calendar helps to stick to the schedule accordingly and support the activities throughout the year. The academic calendar and teaching-plans are the strength of our college.

The syllabi of University are more relevant to contemporary issues and needs of various values. When the 10+2+3 pattern was accepted in education field, the University of Mumbai framed a paper for the first and second year (for all faculties) called ‘Foundation Course’ to reinforce human value based challenges. These two papers create awareness among students about Environment and sustainability, Gender and Human values. The syllabi of every language departments always show a search for the values and conflicts of values through Literary issues as well as language issues. The syllabi of the department of Economics are not only concerned to wealth, development and growth but to social equality and social justice also. The syllabi of the department of History are full of conflicts with issues of human values and identities.

The College facilitates the students to attain their all-round development by providing them a supportive and vibrant educational atmosphere. Innovative teaching methods, enriched collection in the library, transparent assessment, supportive learning activities such as seminars, group discussion, advanced coaching and remedial coaching help to achieve the intended learning outcomes. Academic performance and continuous evaluation help in identifying the slow and advanced learners. There are different measures to cater to their needs. They are as follows:

Remedial Coaching for the slow learners. Boosting their confidence. Distribution of study materials. Some departments conduct tutorials and tests on regular basis. Students’ performance in such tests/tutorials is communicated to them. This helps each student to work on weaknesses. At the departmental level, the faculty counsels the students showing poor performance.

Subjects Identification: The programme is implemented in those subjects that are considered difficult for an average student. The following subjects are recommended by the IQAC for remedial coaching on the basis of the students’ performance in the examination of respective subjects.

2.3 Teaching- Learning Process 2.3.1 Student centric methods, such as experiential learning, participative learning and problem solving methodologies are used for enhancing learning experiences

After the directions of the IQAC, several departments have taken initiation in using student-centric methods in the teaching-learning process.

Department of History follows the method of ‘learning while seeing.’ The historical and excavation sites are visited by the students so they can understand the historical importance of the places and people. The students are asked to share their experiences about their visit in the classroom. It gives the students the experiencing of observing human history.

In the Department of Commerce, a method of experiential learning is used to learn the transaction in the bank by visiting the bank and taking part in the actual bank transactions and industrial visits to impart them the actual knowledge in entrepreneurship.

The Department of Economics: The Department of Economics, to make the learning experience more colorful, organizes industrial visits, workshops, guest lectures and state, national and international level seminars for students.

The Department of English: Teachers in the Department of English use the experiential learning method for third-year students of B. A. in English. Performance aspects of English drama, which is a part of their syllabi (paper IX), are learned by conducting appreciating stage performances and adopting some short story for a screen play. Every year the department organizes on English Grammar and Art of writing which forms an inseparable part of Paper no VI T. Y. B.A. Various expertise lectures are organized just to make our students aware of probable questions in the examination. The Department also organises excursions to give the students kinaesthetic experience of learning.

The Department of Hindi: Department of Hindi organises activities like library visit, excursions, and celebration of the birth anniversaries of great authors in Hindi language, various competitions workshops. The department also conducts lectures to enrich their learning experience

The Department of IT: Department of IT conducts the various industrial visits, techno-exhibitions and provide hands on training for students to make compatible with the changing trends in IT.

The Department of Marathi: The Department of Marathi runs Marathi Vangmaya Mandal and organises various activities like Celebration of Rajbhasha Din and guidance lectures for students.

2.3.2 Teachers use ICT enabled tools for effective teaching-learning process.

In order to make the teaching-learning process more student-centric and colourful, the institution emphasises and implements the use of ICT based pedagogical tools in teaching learning process.

The College has provided Laptops to all faculties which are used to make the teaching-learning process more vibrant and student-centric. Our faculties use tools like PowerPoint Presentation to enhance the topic they teach. Sometimes, screening of films or plays is arranged by them to sensitize the students towards social, political and cross-cutting issues. For instance, on January 3, 2019, Women Development Cell screened a Marathi social play called “Mulgi Zali Ho” (A Daughter is born) and held a discussion on the same. Our faculties of the Department of English recommend audiobook sites like Libri Vox to the students. Since these audiobooks are in public domain, they can be freely downloaded for educational purpose. The faculties of English make the students listen poems using Libri Vox recordings to strengthen their listening skill and pronunciation.

Most of the departments have departmental blogs that are maintained and updated from time to time. Students may procure study material from the same. To make the Student-teacher relationship healthier and establish a dialogue with the students most of the departments have Whatsapp group of students which stretch student-teacher relationships beyond Roll Call and establish an emotional bond with them.

The institution provides Wi-Fi facility to the students on the campus so that they can access different educational sites and update their knowledge and imbibe new skills. For smooth access they are provided with a login ID and password.

The institution has subscribed to N-List via Inflibnet through which students can access scores of e-books and e-journals. Our students and faculties enrich their knowledge and pedagogical skills by referring to the same.

The central library offers Web OPAC facility to the stake holders so that they can remotely search books available in the library. As our students come from humble rustic and tribal background the use of ICT in teaching learning process really assist them to get well equipped with skills and knowledge.

2.5 Evaluation Process and Reforms 2.5.1 Mechanism of internal assessment is transparent and robust in terms of frequency and mode

Response:

The evaluation mechanism followed by the College to a large extent is in conformity with that of the affiliating university, i.e. Mumbai University. Mumbai University introduced Choice Based Credit System (CBCS). Continuous Internal Evaluation system has been a part of the evaluation mechanism. As part of CBCS, the university has introduced 10 compulsory credit points for all courses. The time table for internal examinations of courses are prepared by the exam department, displayed on the notice board. The CBCS also follows semester system. The Continuous Internal Evaluation system is framed by the Mumbai University. Teachers evaluate a student’s performance in a course through their interaction throughout the semester including one or more of the following mechanisms with written tests, class presentations/seminars, viva, home assignments, research project work. This essentially enables the teacher to get a positive feedback on a student's overall understanding and enhances the teaching-learning process. The remaining marks are awarded through the External Semester Examination.

The pattern and schedule of the continuous internal assessment is announced by the Examination Department at the beginning of the course as per university guidelines. While marks are given in all examinations, they are converted into grades. The semester end grade sheets have only grades and final grade sheets and transcripts have grade point average. For all the elective courses, the departments set the question papers and assess the answer scripts as well as conduct practical examinations. The College has purchased two high speed copier machines for the specific purpose of printing question papers. The entry of internal marks is made online. Hall tickets for all exams are received online; printouts are taken,

The College also furnishes photocopies of answer sheets to candidates on demand. Other reforms include Internal Squad, reports on study tours, field visits, excursion etc. The university appoints external examiner for internal exam to make the whole process transparent.

2.5.2 Mechanism to deal with internal/external examination related grievances is transparent, time- bound and efficient

Response:

The internal evaluation is carried out as per guidelines of the University of Mumbai at two levels: Postgraduate and Undergraduate. Following the examination pattern prescribed by the Mumbai university, all the postgraduate departments conduct Continuous Internal Evaluation for 40% marks for every paper in each semester. This system of evaluation includes a variety of test-types such as class tests, presentations, assignments, projects, viva, etc. Teachers inform the students about the pattern of the internal examinations well in advance. The schedule of these internal examinations varies from department to department and is spread out across the semester and, on an average, over a period of 4 months 4 internal examinations are conducted. The examination notices are displayed well in advance and sufficient time is given to the students for preparation. The complete guidelines and rules regarding examinations are provided in the College Prospectus and displayed on the notice board. The continuous internal evaluation conducted by the postgraduate departments provides an excellent opportunity to the students to not only showcase their learning but also to develop their skills such as academic writing, research methodology, public speaking and so on. It also enhances their participation in classroom activities and improves the overall teaching-learning process. After the internal evaluation, their performance is discussed with the students and necessary suggestions are given for further improvement.

For undergraduate students, internal assessment comprises term end examinations and practical’s or assignments. Practical’s are conducted regularly and according to a well-planned and properly communicated schedule. All prescribed practicals are conducted and the students are given sufficient training in carrying them out. Thus, students are prepared to perform well in the practical examinations. Term-end examinations are held at the end of the first term. Term-wise syllabus as prescribed by the affiliating university, is completed in each term. The internal examinations are conducted following the same model as the final examinations. The college internal assessment simultaneously across all streams to maintain uniformity and transparency. The institution has got the research centre in Hindi which as per

The program outcomes are measured over a period of time through the performance of the students in the role they play in the various activities they get involved in. Students of the College are involved in curricular, co- curricular and extracurricular activities through their departments, NSS, NCC, and different committees. Students organize a variety of programs in their departments in the course of the year including exhibitions, fresher’s day, cultural day, competitions, farewell function, etc. In addition to this student participate on behalf of their departments in the programs organized by the College. Departments also engage in social outreach activities. On these occasions students display their discernment, social skills, communication skills, creative skills, leadership skills, spirit of team work, readiness to take responsibility, be accountable, etc.

The performance of the students in the internal and external examinations, in the practical’s and assignments, participation in class activities, role in departmental activities are some of the means by which program specific outcomes are measured. Students are also encouraged to take part in competitions, seminars and conferences, research competitions, etc. Their performance within and outside the College in the various academic events provides another index of their learning-levels.

Course outcomes are measured through the performance of the students in the class, practical’s, internal evaluations, and external evaluations. Students are measured continuously based on their regularity, their receptiveness, participation in class discussions, their answers to questions asked by the teacher and the overall quality of their conduct. Their performance in the internal examinations provides the initial indication of their learning outcome. Teachers provide critical inputs to the students on the basis of this performance. Thus, they are helped to improve their performance in the external examinations. Attainment of outcomes are reflected in the examination results, placement, higher education, and social and political contribution.

Our Institution fosters in research culture among the staff members and Students. Some of our teachers have successfully completed their minor research projects with the financial aid from the University of Mumbai. Every year our teachers publish their papers in reputed ISSN journals and also publish their articles in books with ISBN. Our Institution encourages and provides financial support to the Staff Members to some extent.

The institution has five Teachers recognized research guides viz Dr. Vishnu H. Fulzele, Dr. Anil kumar Singh, Dr. S.R. Gore ,Dr. K.G. Nimbalkar and Dr. S.G. Sagar,.

14 students are presently pursuing their doctorate under them and 06 research scholars have been rewarded Ph.D . They are also invited as External Referees for M.Phil. and Ph.D. Viva Voce.

Under the guidance of Dr. Anilkumar Singh, HOD, Hindi Department, the college runs a research Centre in Hindi. It is the only Centre of this kind in the tribal and remote area of Thane District.

Library is lifeline of Research Work. There are 46000 books in our College library which may be used by Researchers. The college library has a separate section of books on competitive exams for general readers who wish to prepare for the same. There are Audios and Videos CDs, journals and newspapers, maps, online e-journals and periodicals in the library. There are two spacious adjoining study-sections for boys

In addition to central college library, every department has its own departmental Libraries that have proved conducive to students.

Our institution already runs the various programmes such as M.A., B.Com with Banking and Insurance, B.Com in Accounting and Finance, and, B.Sc. (I.T.). Our college conducts an awareness Program on ICT for Staff members from time to time. The Department of History and the Department of Economics Conduct certificate courses in Research Methodology for Students to create Research aptitude. These departments receive financial and administrative support from our college. Department of Economics conducted a National Seminar for Students on the subject of “Challenges to Agriculture, Industry and Service Sector in Indian Economy”. Many students from various states participated in the same and presented their papers. The college organized an International conference on “HUMAN CONCERNS AND ISSUES IN LITERATURE, SOCIAL SCIENCES, COMMERCE, SCIENCE AND TECHNOLOGY in 8th April, 2017. 3.4 Extension Activities 3.4.1 Extension activities are carried out in the neighborhood community, sensitizing students to social issues, for their holistic development, and impact thereof during the last five years.

Social responsibility is reinforced by the NSS Unit of our college in adopted village area. For the purpose of Promoting and Creating awareness of education in adopted village, The NSS volunteers distributed educational materials in ZP School such as note-books, Pens’ pencils and compass boxes theyperformed some street plays to create awareness among the resident of the Palaspada about hygiene, cleaning in daily life. For creating Sports awareness the NSS volunteers levelled the playground of the ZP school in the adopted village. The NSS Unit conducted various programmes to create awareness about AIDS during AIDS AWARNESS WEEK among the people through Poster Exhibition, Essay Competition, Poetry Recitation, Street plays etc. In Collaboration with Lions Club, Shahapur, Eye Cataract Camp was organized at Shahapur, where our 55 NSS volunteers offered health supporting services to the patients. The volunteers helped in registering the names of patients, checking the patients, distribution of medicines and spectacles etc. Health is Wealth of the Life so creating a Health Awareness among Students.The N.S.S. Volunteers participated in the Health Check-up camp held in Sub-District Rural Hospital. College celebrates Yoga Day on 21st June every year. . The Mega Blood Donation Camp is organised at Shahapur every year, to Creating awareness of importance of Blood Donation. Every year NCC Cadets and NSS Volunteers organise Tree Plantation programme with the purpose of creating Environment awareness. The members of the management, Principal, Teachers, Students, participate in it on the large scale. We are using SOUL 2.0.0.14 Automation software since 2004 from INFLIBNET Centre, Gandhinagar. All data entry of old books is completed and newly purchased books and subscribed periodicals are entered in regularly. All books are Barcoded through SOUL software. Internet facility provided to the readers in free of cost in the library. Printing facility also provided to the students up to 2-5 pages in free of cost. New arrivals displayed regularly through SOUL 2.0 generated reports. We are provided ID card cum Barcoded Library Borrower Ticket to the readers. Library orientation Programme is conducted at the beginning of the first term for knowing and using Library facilities and services manually and online. All books are issued and returned via library software. In the library OPAC and Web-OPAC both are used from all students and staff. Web OPAC is accessed online. Internet facility :

The college has four leased lines of BSNL internet connections having speed of near about 8 mbps. 20 computers are linked to one connection in the computer lab whereas four library computers, two computers in exam room and eight office computers are connected to internet.

Recently the speed of internet has been upgraded from 8 mbps to 100 mbps. Earlier there was BSNL connection, now the same is complemented by a service provider namely Joister Infoseve Pvt. Ltd.

The Mechanism for Implementation

Day to day maintenance and care is being taken by the administrative office, in consultation with the principal. Local Managing Committee / College Development Committee monitor overall functioning of facilities and services. The absolute and essential requirements of minor expenses of maintenance or replacement or construction are immediately sanctioned in the meetings. The requirements of large expenses are sent to the executive committee for prior approval and funding. Following activities are undertaken on regular basis:-

College premises are utilized continuously for the whole day. As we have Commerce, Arts and B.Sc.-IT classes conducted in the morning. In the afternoon self-financing courses i.e. B.Com. with Banking and Insurance, B. Com. in Accounting and Finance, Masters in the subjects of History, Economics, Marathi, Hindi and English classes are conducted. Besides, college premises are also utilized for YCMO University, Nashik centre for counseling after college hours and holidays, that include the social elements that are deprived of their educational rights due to certain conditions/limitations.

During vacations and holidays, our college ground is utilized by outside agencies i.e. Telure Cricket Club and other NGOs.

Outsiders pursuing higher studies and competitive exams like M.P.S.C. / U.P.S.C., SET/NET, Examinations are allowed to make extensive use of our library facilities on all the working days.

Thus, the institute makes optimal use of all the available resources throughout the year.

General measures for optimal utilization

Departments and office staff take care of resources made available to them. Institution takes care for proper use of infrastructure facilities. The staff from IT Dept. looks after ICT facilities. For major problems, the college has AMC with the local service provider. The supporting staff having technical and mechanical skills looks after the day to day maintenance of infrastructure. Fire extinguishers are placed at appropriate places, and they are refilled from time to time. An external electrician takes care of electric fitting and wiring whenever needed. For drinking water supply, the college has installed water purifiers and coolers which are maintained by the supporting staff.

Non – financial means of contribution:

The College promotes participative management. Ideas pertaining to academic goals, organizational progression and better campus life are collected from all stakeholders to promote efficient functioning of the College. Call for Papers:

Scholarly written original articles/research papers were invited across the discipline within stipulated time. Simultaneously, the editorial and post editorial works were carried out.

Execution:

The conference was held on April 8, 2017 at 9:00am with registration. It was followed by inaugural ceremony and ended with key note address. The participants were directed to various venues to make subject wise paper presentation. The session continued and valedictory function was organized in the hall of the college. At the end, the participants were provided certificates and copies of conference proceedings.

Outcome:

It included top to toe position including parent body to Class IV employees. Creating a fraternity zeal, it facilitated a collaborative atmosphere. It proved conducive to decentralization and participative management resulting in the participation of 650+ teachers and students across the disciplines. It served as an inspiration to other tribal institutions

6.2 Strategy Development and Deployment 6.2.1 The institutional Strategic / Perspective plan is effectively deployed

Examination is an integral part of any academic system. It indicates performance of the students. As per the existing guidelines of the maternal university, examination in credit and grading system has become a continuous evaluation process that includes internal and external evaluation as well.

With the changing time, the university has heralded revolutionary changes in the exam system right from the delivery of question papers to onscreen evaluation to reduce the chances of malpractices.

To meet these challenges, the institution had to set up an ultra-modern examination hall with necessary amenities. Being a part of our strategic plan much earlier than the decision of the maternal university, the institution favored to provide special infrastructural facilities for examination where exam related work viz. paper setting, printing, assessment, moderation and results could be conducted smoothly.

STRATEGY

Our institution truly believes in democratic values. Hence the institution has decentralized and participative management. The outcome of this approach of the institute was realized in the creation of ultra-modern Examination Hall.

Since it was a gigantic activity including parent body and administration, a strategy was unanimously decided. It included:

1. Approval from Parent Body

Normally all the major decisions are taken by the parent body i.e. Dnyanvardhini Sanstha. The Principal formally put this proposal in the monthly meeting of the executive council which was sanctioned and the principal was instructed to act upon.

2. Collaboration with external agency

Creating an ultra-modern exam hall included many technical operations. Hence, the concerned agencies were formally contacted and MOU was duly executed.

3. Budgetary provision

4. Action Plan

After studying the guidelines from the university and as per the strategic plan of the institution, a meeting of the parent body was held on 14th July 2015 in which the following action plan was unanimously decided:

1.Allotment of space 2.Civil work and appointment of contractor 3.Furniture work and appointment of furniture agency 4.Purchase and installation of reprographic instruments 5.Installation of CCTV surveillance system 6.Internet and telephone facilities

5. Execution

After an extensive survey, room number ten on the first floor of the college building was allotted to examination hall. The room was to be modified as per the requisition. Accordingly, quotation from leading civil firms and furniture agencies were invited. So also, quotations for reprographic instruments, surveillance cameras were invited. BSNL office was contacted to provide telephone and internet facility.

The parent body decided the most appropriate quotations in their meet and accordingly concerned firms were allotted the work.

The well-furnished exam hall came into being in a month.

Outcome:

1.All operations related to examination are exclusively carried out here. 2.It is in accordance with the strategic plan of the institution. 3.The institution meets the guidelines of the maternal university. 4.Transparency has been brought in.

6.2.2 The functioning of the institutional bodies is effective and efficient as visible from policies, administrative setup, appointment and service rules, procedures, etc.

The decision-making procedures are made at appropriate levels in the organizational hierarchy. Statutory bodies such as IQAC Cell, Anti-ragging Cell etc., as per the university/ government guidelines are also included in the organizational structure of the institution. A committee comprising of faculty members and administrative staff are involved in the planning and implementation, academic audit and evaluation.

There are different bodies that give academic and administrative leadership to the institution. An optimum level of decentralization through the departmental system and participative decision-making process are in practice.

Service Rules:

The institution follows the service rules prescribed by the UGC, Government of Maharashtra and University of Mumbai. The teaching and administrative staff have the benefits of PF, DCPS, Casual Leaves, Earned Leaves, Sick Leaves and Maternity leaves etc.

Recruitment:

Recruitment takes place in accordance with the norms of the UGC, Government of Maharashtra and the University of Mumbai. A body comprising of Chairperson of Governing Body, Joint Director or the Nominee of the Joint Director of the Higher Education Department of Government of Maharashtra, Nominee of Vice-Chancellor of the University of Mumbai, Nominee of Special Cell, Principal, HoD and subject experts nominated by the University of Mumbai decide the worthiness of the faculty member on the basis of his/her performance in the interview.

Similarly, recruitment of administrative staff takes place in accordance with the rules framed by Government of Maharashtra time to time.

Promotional policies:

Promotional policies for teaching staff are implemented as per the provisions of UGC Regulations, 2010 and 2018.

Promotional policies for administrative staff are implemented as per the Standard Code, 1984, amended in 2016/ Civil Services Code of Government of Maharashtra.

Grievance Redressal Mechanism:

The members of the faculty, administrative staff or supporting staff can voice their grievances related to:

matters affecting themselves as individuals and matters affecting their personal dealings or relationship with other staff members of the college or students.

If other remedies within the faculty, staff, department or other similar area have been exhausted, the member of the staff may raise the matter with the Head of the department or similar authority.

If the staff member is dissatisfied with the result of approach as mentioned above or if the grievance directly concerns the Head of the department, the staff member may directly approach the Principal for the redressal of his/her grievance.

If the Principal feels that the grievance is trivial or invalid, he/she takes no action upon it.

If he/she feels otherwise, considering the nature of grievance, he shall inform the appropriate grievance committee and takes the action accordingly.

The management of Dnyanvardhini Sanstha and the college has several welfare measures for well-being of teaching and administrative staff. The welfare measures for teaching and administrative staff are as follows:

The institution encourages and motivates staff to undertake higher education and training. The institute sponsors National / International conferences for paper presentations and workshops. The staff has the facility of meals at subsidized rates. Gymnasium and Sports Ground is made available to the teaching and administrative staff for recreational purposes. Temporary advance against salary is made available to the needy employees. Group Insurance is provided to Non-Teaching Staff for their safety and security. Uniforms and Washing allowance are provided to class-IV employees. Financial assistance for medical treatment (serious illness), marriage of the ward of class-IV employees etc. is provided by the college. 6.3.5 Institutions Performance Appraisal System for teaching and non-teaching staff

In our institution, there is a system regarding the performance-based appraisal system of teaching as well as administrative staff. The institution follows an effective designed staff appraisal system taking into consideration various aspects having the impact on the overall development of college and students in particular.

Teacher’s performance is evaluated on the basis of their contribution to college development and research. Timely completion of syllabi and the results is also taken into consideration in the performance appraisal. The participation in co-curricular and extra-curricular activities is also given a weightage during the appraisal. Besides, the additional responsibility shared by the teacher and his/her contribution in various departments of college is given due consideration.

The performance Appraisal form also comprises of multiple activities concerned to academic achievements and over all performances. It includes number of Conferences, Seminars and Workshops attended/participated by concerned staff member and papers presented by them.

Moreover, for administrative staff institution has developed self-appraisal form that is to be filled up by the concerned administrative staff member and submitted to the office superintendent on yearly basis.

The accounts of the College are audited regularly. The college undergoes two types of audit as under:

Internal Audit: Our Institution has an effective mechanism for auditing the accounts. The accounts of the college are audited by chartered accountant regularly as per the Government rules. H. M. Navdhare and Associates, Chartered Accountants, Thane has been appointed for carrying out internal audit. After examination of books of accounts of the institution there are no major objections pointed out during the period for last five years. Minor objections, if any, are immediately rectified during the audit process itself. The auditor certifies the financial statements of the Institution and accordingly issues auditor’s report. Internal audit is completed till Accounting Year 2017-18.

Also, help is sought from CA M. V. Navdhare, who is our teaching faculty member, in the matter of recording complex transactions in order to avoid errors in the financial accounting.

External Audit: Various government departments verify usually the funds received and disbursed by the college. In this respect, following are the External Auditors:

1.EBC Audit 2.Scholarship Audit 3.Audit by Finance Department of State Government 4.Audit by Auditor General, Nagpur.

Assessment Audit: Government department of Higher Education, Maharashtra through Joint Director of Higher Education, Konkan Region, Panvel completes regularly the assessment of salary and non-salary expenditure and fixes the grant of the College by verifying the records of expenditure incurred.

The last audit for FY 2016-17 was done on 20/11/2017 by the Government approved auditors i.e. Senior Auditor and Joint Director of Higher Education, Panvel and there were no major audit objections.

6.4.3 Institutional strategies for mobilisation of funds and the optimal utilisation of resources

Response:

For any institution or college, resources are of utmost importance. Resources are required for maintenance, sustenance as well as the growth of the organization. The main source of funds for college is through aids which it receives from Government for salary as well as non-salary expenses. Besides, UGC also gives grants to college under various schemes as proposed by the college. These funds are then utilized for the purposes for which they are sanctioned.

The Institution has well set mechanism to monitor efficiently the available resources. The college obtains proposals from the concerned departments as and when required. After estimating the projected income for an academic year, the Principal sends it for approval to the Governing body. Once it is approved by the governing body, the principal himself is allocated with some fund and also allocates budget to each department as required. After the allocation, the departments can avail the financial resources within the given limit.

Purchases which are in the nature of day to day expenditure are made with the approval of the Principal and Accountant.

Any major expenditure is undertaken with the approval of governing body. Tenders / quotations from various vendors are called for major expenditures.

The amounts withdrawn from the banks follow a systematic mechanism of obtaining the approval at various levels.

1.Academic review through periodical meetings :

The IQAC has established vision in the college. Periodical meetings, in the presence of IQAC coordinator, are conducted with departments, examination committee, Head of the Departments, the Principal, LMC/CDC to discuss the issues related to teaching-learning processes, use of ICT, curriculum development, new teaching methods, Remedial Coaching, Additional facilities for advanced learners etc. These issues are also discussed with the students and their opinion is duly sought. Through this system of review the IQAC observed that, for continuous development of teaching-learning, there is a need of enrichment of ICT infrastructure. Hence it emphasized on increasing the base of ICT infrastructure.

7.1 Institutional Values and Social Responsibilities 7.1.1 Measures initiated by the Institution for the promotion of gender equity during the last five years.

Since Indian Society is patriarchal in nature, Ideal state apperaties like universities and colleges come up with measures to sensitize society with gender issues and safty for women. Co-education,formation of Women Development Cell, Vishakha Guidelines are some of them.

1. Safety and Security

1.The college explicitly and exhaustively follows safety norms in all aspects. The entire campus is covered under sufficient lighting arrangements 2.Responsible faculty members can easily monitor the roads and the corridors of all the buildings, classrooms and laboratories are sufficiently lighted. 3.Entire premises are covered under CCTV surveillance. 4.Transport facilities are easily provided in case of emergency 5.The discipline committee headed by seasoned faculty continuously monitors the security practices on the campus . The complaints related to violation of discipline are reported to the authorities. Fortunately there are no complaints in the last five years. 6.Various programmes are organized under Women Development Cell for promotion of gender equity

2. Counselling

At the beginning of the academic year counselling is made to all the students through Orientation Program ”Know Your College”

For effective mentoring and welfare of the students, students are attached to a faculty mentor. The mentoring system is adopted to improve the rapport between the faculty and students. The main objective is to counsel the students for academic and personal issues.

Parents of the students are timely informed wherever the necessity arises.

The college endeavours to look after the all round personality development of students through Co- Curricular and extra - Curricular activities and counselling.

The Institute offers career guidance to the students in addition to classroom teaching.

In order to manage solid waste we have pits in the college premises. Dustbins are kept in offices, classrooms, HOD rooms and on the ground. Garbages are collected from those dustbins and put it into the pits.

Liquid Waste Management

Drinking water facility is arranged in every building of the campus .wastage of drinking water is managed by proper way for gardening. Proper drainage system is arranged for all the building of the campus.

Biomedical Waste Management

The college has sanitary napkin vending machine and the sanitary napkin consist of natural material like cotton that stands condusine to the environment and health and hygiene of the female students and staff. Since there is no Science faculty in our college,there are no issues related to bio-chemical waste.

E-waste Management

1. We have a room in which E-waste is stored. E-waste material is properly checked, repaired and re- used. Non repairable material/parts are sold to scrap – vendors (Bhangarwala).

2. Other E-waste materials are properly disposed off.

3. The condemned batteries and damaged computers are disposed through outside agencies. The old computers are donated to needy schools.

Waste Recycling System

Solid waste is composed and converted into organic manure and the same is utilized for the nourishment of the trees planted on and around the campus.

The institution imparts co-education that nurtures a healthy relationship among the students. It transcends beyond the walls of gender, race, caste etc. discrimination

The institution has signed an MoU with Gandhi Research Foundation and regularly conducts examinations/ tests on the teachings of Mahatma Gandhi. It is an attempt to transform youth into creative and constructive forces.

The institution undertakes undergraduate and graduate courses in all three languages. It aims at conserving mother tongue, national language and global language which facilitates the linguistic harmonious balance.

The institution celebrates the International Yoga Day to foster a positive attitude towards health. It is an occasion that brings all students of different castes, ethnicities and so on to practice yoga.

The day in the institution begins with National Anthem to instill a nationalistic fervor among the students.

The institution celebrates national days like Independence Day and Republic Day on which national flag hoisting is observed which is followed by vibrant presentations of students on the theme of national integration. Every year the college celebrates International Women’s Day on 8th March in the college to champion the cause of women. Women’s Development Cell is established in the college for the empowerment of women and to prevent harassment to women employees and female students. Various programmes are organized for women’s empowerment, awareness about women’s laws for the protection and empowerment of women. The health check-up programme for women is organized from time to time. Even ‘Men’s Day’ is also celebrated in the college with the intention of establishing gender equality.

1. Title of the Practice: Admission at One rupee for economically backward students

2. Objectives of the Practice:

1. To impart education to weaker society students.

3. The Context:

Shahapur Taluka is a rural and Tribal taluka. Most of the students come from poor families. Most of the students get Government scholarships. The students who do not get any scholarship apply for the One Rupee Admission. A committee verifies his/her economic condition and the needy student is given admission in One Rupee only. The college has introduced this scheme with the intension to continue the education of needy students.

4. The Practice: Every year some students are given admission in One Rupee only. Poor and needy students apply to the college for the admission in One Rupee scheme. The management and principal verify the financial condition of the students and then they take decision over those students.

7.3 Institutional Distinctiveness 7.3.1 Portray the performance of the Institution in one area distinctive to its priority and thrust within 1000 words

Response:

When something is the best it can be, or reaches the highest point, it is can be called exemplary and worth imitating. The National Cadet Corps of S.B.College is exemplary in that sense. It is responsive, learning and continuously evolving origination that is guided by certain values, which it looks to instill all ranks of NCC. It nurtures a sense of patriotic commitment by encouraging contribution to national development, like organizing Tree Plantation Programs in and around the college on 14th November 2017. By organizing regular Blood Donation Camp within the college premises, it is sensitive to the socially disadvantaged citizens. It organised the recent one on 28th February 2018. Coordination of the NCC in Anti Drug campaign points out the necessity of a healthy lifestyle and inculcates habits of selfrestraint and self awareness on 29th June 2017. The NCC’s Environment Awareness programs shows commitmenttowards the development of the community. It celebrated the World Environment Day on 30th January 2018.

The NCC cadets have traffic control duties throughout the year, especially during the Ganesh Visrjan festival, and uphold the tenets of the Indian Constitution by a just and impartial exercise of authority. NCC is also known for its annual participation in the Independence Day Parade and The Republic Day Parade, thus instilling a sense of understanding of our National values in the hearts of the youth of India. The NCC of S.B. College is the 1 Maharashtra Battalion under Group B which is under the Maharashtra Directorate under DGNCC (Delhi) It admits 54 cadets annually of which 33 are girls and 67 are boys, and one Associated NCC officer. The Rigorous classes teach the cadets the values of honesty, truthfulness, selfsacrifice, perseverance and hard work and also inculcate respect for knowledge, wisdom and the power of ideas.

It conducts the B Certificate Exam after 2nd Year and the C Certificate Exam after the 3rd year with Grades of Alpha (A), Bravo (B) and Charlie(C). Passing them provides a relaxation of 10 (B certificate) and 15 (C Certificate) also propels the candidate to direct SSB Interview of the Indian Army. Besides these many cadets from SB College NCC get selected annually in the Ek Bharat Shresht Bharat Camp, Inter group competition, Thal Sena Camp, PM Rally which are extremely honorable, noble and prestigious achievements. The motto of NCC is “Unity and Discipline”, and SB College NCC under watchful eyes of

Additional Information :

A spacious building has been constructed step by step, in the course of time with the help of generous donors, organisations, NGOs and through the financial assistance of University Grants Commission, New Delhi and government agencies. Apart from the spacious class room facility for boys and girls, the college has Central library, Departmental cabins with library facility, Research Centre in Hindi, well developed IT and Electronic laboratory, Examination Control Room, OSM Centre, Spacious Playground, Gymnasium with advanced equipments, well furnished seminar hall, Women’s Hostel, Canteen and adequate water facility. All the teachers are highly qualified with Ph.D., M.Phil., SET / NET.

In addition to the curricular and educational activities college organises a number of co-curricular and extra-curricular activities for all round development of students. The college has circles like Commerce Association, Itihas Abhyas Mandal, Arthashastra Mandal, Marathi Vangmaya Mandal, Hindi Sahitya Mandal, English Literacy Association. Students’ Forum, N.S.S., N.C.C., Women’s Development Cell for a quality education.

The college is benefited from funding schemes for constructing new class-rooms, weather sheds, library building and books, equipments like laptops, projectors, screens, T.V, Women’ Hostel etc. Women’ Hostel is a very ambitious project for which University Grants Commission granted Rs. 80,00,000 and the total cost of the project is 1,80,00,000/- with 24 well-furnished rooms, that can accommodate 72 girl students.

Through ‘Students’ Welfare Fund needy and economically backward students are given financial assistance for Admission Fee, Examination Fee, ST/Railway Pass.

The college has introduced various job-oriented courses like B.Sc.in Information Technology, B.Com. with Banking and Insurance, B.Com. with Accounts and Finance to make our students compatible for market on Self-Finance basis.

The college has also initiated P.G. Centre with the intention to impart higher education after their graduation. M.A. Courses are available in Arts stream in subjects like Marathi, Hindi, English, History and Economics.

Every student who is admitted in the college gets life coverage of Rs. 50,000/- under the Group Insurance at only Rs. 20 as per existing rules of Mumbai University, per year.

Concluding Remarks :

Sonubhau Baswant College of Arts and Commerce, Shahapur, is run by Dnyanvardhini Sanstha in Shahapur, a rural, hilly and tribal belt of Thane District of Maharashtra. It has been imparting higher education to the needy, backward students for last 33 years. Thousands of students have graduated and post-graduated from this college. The NCC unit faciliates the students to imbibe values like patrotism and national integration.The NSS unit of our college has adopted Palaspada village in which various programmes like cleaning the area, teaching simple health rules, distribution of educational material to the pupils of ZP school are organized. The college also organizes various competitions to give scope to their inbuilt creative faculties. The college also organizes a sport meet every year to show their sport talent. The students are sent outside the college to participate in sports, cultural activities, and educational activities at the cost of the college.

The college deputes the teaching faculty to participate in national, international seminars, conferences and workshops and present and publish their papers. The college also motivates them to publish their books. Most of our faculties have published their research papers and books on various themes. The faculties are also pursued to undertake the research work. Through the project work and dissertations the research culture among the students is also cultivated. Some students have passed Net/Set examinations after post-graduating from the college. Some students have successfully completed their Ph. Ds.
