WAR AND DIPLOMACY Porfirio Sanz Camañes* Abstract Anglo-Spanish relations, deeply shaken during the governments of Philip II of Spain and Queen Elizabeth I of England, found new ways to understanding from their irreconcilable positions in the generational takeover in the courts of both countries. The foreign policy deployed by Philip II, based on the defense of catholicism and the preservation of an extraordinary territorial heritage, had left important military fronts open on the turbulent European scene. Spain’s largest-scale military intervention in Flanders and the defense of its rights to the throne in Portugal, whose kingdom was annexed to the Spanish monarchy in 1580, ended up arousing London’s fears before the appearance of a new empire whose dimensions in geography, politics and economics in fact supposed, according to some protestant chronicles of the era, a threat to peace and stability in the world. Peace with England, signed in London in 1604 and ratified in Valladolid the following year, serves to redefine an important period in English-Spanish relations and opened a new Era. Key words : Diplomacy , War , North Sea , Spain , England , The treaty of London , XVII CentUry The peace treaties of Vervins, London and the truce of Antwerp, those which determined the period of Pax Hispanica established in the course of a decade, marked the pulse in the international relations which began to take shape. The Spanish monarchy, thanks to its skillful maneuvers and its network of diplomats, had managed to make all of those agreements profitable. We should perhaps not interpret these years as simply those of a monarchy financially exhausted and politically conformist that accepts playing a secondary role in a Europe involved in permanent changes. As it can be demonstrated by analyzing the years running from 1620 to 1650, the years of truce and peace made it possible to reorganize finances and recover the war impetus lost following so many years of conflicts. 1 Philip IV’s monarchy would * Professor in Modern History of the University of Castilla-La Mancha, Facultad de Letras, Avda. In the early 17 th century, when attempts were being made between both countries to achieve an agreement which would enable peace to be reached, the expression “Peace With England and War With the Whole World” ,1 made its way around the gossip corners of the court in London, satisfying the English clientele with the aim of forgetting four decades of falling-out between both countries. First, it was necessary to bury the past which could be summarized in the certainly unfavorable acceptation towards Spain: “Spain rather pain” . The comment, uttered by sir Thomas Chaloner, the English ambassador to Spain in the first years of the 1560s, clearly reflected the trouble encountered by the diplomat in his work in Spain. His long experience acquired in the embassies in France, Scotland, Flanders and Germany was not enough to attend to one of the most important courts in Europe and delve into the ins and outs of Spanish politics. As pointed out by Chaloner, whose suspicions in the religious sphere had kept him isolated from the circles of power in the Madrid court, the progressive introduction of anglicanism in England and the development of the rebellion in the Netherlands beginning in the mid-1560s started to make English-Spanish relations grow tense. The apparent game of balance kept up until then in the North Sea offered serious symptoms of instability. England, seeking new allies which it would not take long to find among countries or provinces whose proximity to Spain had become complicated: France, the Netherlands and the Ottoman Empire. The statements by English ambassador Chaloner, the third to tread Spanish soil in the decade from 1559 to 1569, were the best proof of said instability. 2 The mutual distrust and the network of informers or spies deployed in each country in the years of the Counter Reformation darkened the political climate experienced following the England of Mary I. Rumors about overthrows, conspiracies and plots began to become a part of the vocabulary used between both courts, especially when there were sufficient reasons for the fulfillment of said predictions. The suspicious plots to dethrone Elizabeth I and Spain’s support of the Irish catholics were arguments used by London in facing up to England’s secret collaboration in the Netherlands, which led to IV y Cromwell”, in P. A doua parte a tezei va viza comportamentul României în momentele deciziilor esenţiale pentru supravieţuirea sau mărirea unui stat, cele privind acceptarea sau neacceptarea conflictului militar, din puctul de vedere al disputei teoretice legate de acţiunile de balansare şi de aliniere. A treia secţiune va încerca, bazându-se pe principiile analizei strategice şi ale analizei diplomatice să înţeleagă rolul României într-un cadru al hegemoniei de pace, determinat de plasarea în blocul estic între 1945 şi 1989-1991. În urmă cu 143 de ani, Înaltul Decret nr. 380 din 17 martie 1867 a consfinţit înfiinţarea „Depozitului General al Războiului”, cu statut de direcţie a Ministerului de Război, care avea în compunere Secţia Lucrări istorice. Această structură indispensabilă, cu atribuţii privind clasarea și conservarea arhivelor militare, studierea documentelor de arhivă, elaborarea de lucrări referitoare la istoria Armatei României, coordonarea activităţii bibliotecilor militare și studierea organizării armatelor străine a constituit nucleul unei instituţii cu responsabilităţi și sarcini specifice în gestionarea tradiţiilor militare, care se regăsește în structura tuturor armatelor statelor membre NATO.     Marcin M. Wiszowaty* Uniwersytet Gdański RETURN OF THE KINGS. INSTITUTIONALIZATION OF THE ROYAL FAMILIES IN THE REPUBLICS OF ROMANIA AND MONTENEGRO IN THE 21ST CENTURY 1. In my latest book I took note of the phenomenon which I defined as a “re- publican paradigm in the research on the political systems of modern states”. This trend is very often encountered in the process of analyzing political systems. On one hand, it consist in omitting or marginalizing all characteristic elements of the monarchy, which do not have their republican equivalent, and on the other hand it focuses on democratic aspects of political system, ignoring its monarchic or republican character. This trend mainly results from a commonly-accepted as- sumption, that the so-called constitutional monarchy is only a stage on its way to the inevitable transformation of a political system from the absolute monarchy into the pure republic, which makes it only a transitional form. It brings about the fact that in case of monarchic states, the only subject of political system analysis is usually the monarch himself, as the last remnant of the past monarchy, whereas the other institutions of the monarchic system are ignored in the belief that they constitute insignificant relics, or even that they have already turned fully into the “republican” character.1 One of the consequences of the above-mentioned inter- pretation is a gradual replacement of a traditional categorization into “republics” or “monarchies” by classifying the states as “democratic” or “undemocratic”. As a result, the two categories will encompass both monarchies and republics, ulti- mately reducing the fundamental differences between political systems.

The dissertation focuses on two central texts that are indicative of two distinct historical moments of the Protestant Reformation in England. Thomas More's Utopia was first published in Latin at Louvain in 1516, roughly one year before the publication of Martin Luther's Ninety-Five Theses signaled the commencement of the Reformation on the Continent and roughly a decade before the Henrician Reformation in England. As a humanist text, Utopia contains themes pertinent to internal Church reform, while simultaneously warning polemicists and ecclesiastics to leave off their paltry squabbles over non-essential religious matters, lest the unity of the Church catholic be imperiled. More's engagement with the Holy Land is influenced by contemporary researches into the languages of that region, most notably the search for the original and perfect language spoken before the episode at Babel. As the confusion of tongues at Babel functions etiologically to account for the origin of all ideological conflict, it was thought that the rediscovery of the prima lingua might resolve all conflict.

ABSTRACT The research presented in this thesis addresses the significance of Romanian WWI sites as places of remembrance and heritage, by exploring the case of Maramureș against the standards of national and international heritage standards. The work provided the first ever survey of WWI sites on the Eastern Front, showing that the Prislop Pass conflictual landscape holds undeniable national and international heritage value both in terms of physical preservation and in terms of mapping on the memorial-historical record. The war sites demonstrate heritage and remembrance value by meeting heritage criteria on account of their preservation state, rarity, authenticity, research potential, the embedded war knowledge and their historical-memorial functions. The results of the research established that the war sites not only satisfy heritage legal requirements at various scales but are also endangered.

Petroleum – Gas University of Ploiești, Romania [email protected] Abstract: According to the Law for the Organization of Local Public Administration of 1929, August 3rd, rural communes were large administrative units, with a minimum of 10,000 inhabitants. They consisted of one or more villages that were considered sectors of the commune. Both the commune and its sectors had legal personality. Villages were considered small or large depending on the number of their inhabitants, the threshold of this division being the number of 600 inhabitants. All the villages of the commune, as well as the commune itself, were headed by elected mayors. Keywords: administrative law, rural commune, village 1. Introduction The Law for the Organization of the Local Public Administration of 1929 was promulgated on July 29th 1929 and it was published in the “Official Gazette” of Romania, no. 170, of August 3rd 1929. This law was voted by the Assembly of Deputies on July 22nd, with 271 votes in favour and 7 votes against, and by the Senate on July 25th, with 159 votes in favour and 4 votes against. The position of President of the Chamber of Deputies was held at that time by Ștefan Ciceo Pop, and that of President of the Senate by Traian Bratu. On behalf of King Mihai I, a minor at that time, there signed Prince Nicolae, Patriarch Miron Cristea and Gheorghe Buzdugan, President of the High Court of Cassation and Justice.
