(Diana-Mihaela PĂUNOIU) ........................................................................................................................... 262 RETRIEVING MATERIAL AND SPIRITUAL CULTURE CONSIDERATIONS ON THE LATE PERIOD OF THE BRONZE AGE IN THE SOUTH-WESTERN OF ROMANIA Simona LAZĂR∗ Abstract: The first chronological stage is dominated by the presence of the incised and incrusted ceramics of Gârla Mare type, of which development may encompass a large segment from the Middle Bronze period. The innovations that appear during the Late Bronze period in almost all the sites, intensively researched, appear in the tendency of replacing the incised ornament with the plastic, grooved decoration. Thus, the cultural aspects of the Late Bronze – the end of the Gârla Mare culture, the cultural group Bistreţ-Işalniţa, the group Govora (the last manifestations of the Verbicioara culture) – are followed, almost uniformly in this region, by the groups with grooved ceramics. Keywords: archaeology, Late Bronze period, Oltenia, Gârla Mare, Bistreţ-Işalniţa. In Oltenia, we can distinguish, in the Late Bronze, two cultural aspects (zones): one in the centre and especially in the north of this territory, in the hilly sub- Carpathian region, characterized by discoveries belonging particularly to the group with Govora type ceramics (the last manifestations of the Verbicioara) and other along the Danube and Câmpia Olteniei, where the grooved ceramics appears starting with the last phase of the Gârla Mare culture and becomes more frequent in what

    FIGHTING CORRUPTION WITH CON TRICKS: ROMANIA’S ASSAULT ON THE RULE OF LAW David Clark FIGHTING CORRUPTION WITH CON TRICKS FIGHTING CORRUPTION WITH CON TRICKS: ROMANIA’S ASSAULT ON THE RULE OF LAW 2 FIGHTING CORRUPTION WITH CON TRICKS Executive Summary Democracy in Europe is facing its greatest challenge since the fall of the Berlin Wall. The threat comes not only from the rise of political movements that openly reject liberal democratic values, including the governing parties of Hungary and Poland, but also from the risk of creeping authoritarianism caused by a gradual decline in standards of governance and the weakening of important democratic underpinnings, such as the rule of law. Romania is a country of particular concern. Although it has earned international praise for its recent efforts to stamp out corruption, a detailed examination of Romania’s anti-corruption activities shows that they often provide convenient cover for acts of political score settling and serious human rights violations. The methods used show a considerable degree of continuity with the practices and attitudes of the communist era. The strong correlation between those targeted for prosecution and the interests of those in power is indicative of politicised justice. Cases have often been accompanied by campaigns of public vilification designed to maximise their political impact. Far from being above politics, Romania’s National Anti-corruption Directorate (DNA) is an active participant in its partisan struggles. Although the rule of law requires the justice system to work independently of government, there is clear evidence of collusion between prosecutors and the executive in Romania.

ARTICLES THE MEMORY OF THE COMMUNIST SECURITY APPARATUS AND ITS STUDY IN ROMANIA AFTER 1989 Abstract This article discusses the institutional attempts to deal with the archival legacy of the Romanian communist security police, Securitate (1945–1989), during the democratic transition in post-communist Romania. The first part draws a short outline of Securitate’s history and activities as one of the main power instruments of the communist dictatorship. The second part of the article shows the development of political attitudes towards institutional attempts to deal with the communist past in the post-communist Romania. This paper describes the reluctant attitude of the ruling circles in the 1990s towards the opening of the Securitate archives and the lustration attempts. The formation of the National Council for the Study of Securitate Archives (Consiliul Național pentru Studierea Arhivelor Securității, CNSAS, legally established 1999) hardly changed the general situation: the archives of the Securitate were transferred to CNSAS with significant delays, and the 2008 ruling of the constitutional court limited its lustration competences. The establishment of the Institute for the Investigation of Communist Crimes and the Memory of the Romanian Exile (Institutul de Investigare a Crimelor Comunismului şi Memoria Exilului Românesc, IICCMER, established 2005) and formation in 2006 of the Presidential Commission for the Analysis of the Communist Dictatorship Institute of National Remembrance 2/2020 286 in Romania led by renowned political scientist Vladimir Tismăneanu together with the research and legal activities of CNSAS contributed to a broader evaluation of the communist regime (although its impact seems to be limited).

    ADVISORY COMMITTEE ON THE FRAMEWORK CONVENTION FOR THE PROTECTION OF NATIONAL MINORITIES ACFC/OP/IV(2017)005 Fourth Opinion on Romania - adopted on 22 June 2017 Published on 16 February 2018 Summary The authorities in Romania promote respect and understanding in society and representatives of most national minorities report an overall embracing attitude prevailing between the majority and the minorities. The authorities have made efforts to promote minority cultures and education, and particular steps which have been taken to facilitate representation of national minorities in parliament are widely recognised and appreciated. The Law on Education remains the main legislative basis for teaching in and of national minority languages. A consolidated and coherent legal framework related to the protection of minority rights is lacking and the draft Law on the Status of National Minorities, proposed in parliament in 2006, has still not been adopted. Existing legislation regulating different aspects of national minority protection is disjointed, piecemeal, full of grey zones and open to contradictory interpretation. A coherent policy to guarantee access to minority rights is still lacking and respect of rights of persons belonging to national minorities varies according to local conditions and the goodwill of the municipal or regional authorities. Persistence of negative attitudes and prejudice against the Roma and anti-Hungarian sentiment is of considerable concern. Despite the resolute stance of the National Council for Combating Discrimination, court rulings and statements from the authorities, racist incidents continue to be reported. The revised Strategy for the Inclusion of Romanian Citizens Belonging to the Roma Minority – 2012-2020, adopted in 2015, sets targets in the key areas of education, employment, health and housing and addresses also promotion and protection of Roma culture and participation in public and political life.

Chapel Hill 2019 Approved by: Jessica Wolfe Patrick O’Neill Mary Floyd-Wilson Reid Barbour Megan Matchinske ©2019 Jerrod Nathan Rosenbaum ALL RIGHTS RESERVED ii ABSTRACT Jerrod Rosenbaum: Beyond the Bosphorus: The Holy Land in English Reformation Literature, 1516-1596 (Under the direction of Jessica Wolfe) This dissertation examines the concept of the Holy Land, for purposes of Reformation polemics and apologetics, in sixteenth-century English Literature. The dissertation focuses on two central texts that are indicative of two distinct historical moments of the Protestant Reformation in England. Thomas More's Utopia was first published in Latin at Louvain in 1516, roughly one year before the publication of Martin Luther's Ninety-Five Theses signaled the commencement of the Reformation on the Continent and roughly a decade before the Henrician Reformation in England. As a humanist text, Utopia contains themes pertinent to internal Church reform, while simultaneously warning polemicists and ecclesiastics to leave off their paltry squabbles over non-essential religious matters, lest the unity of the Church catholic be imperiled. More's engagement with the Holy Land is influenced by contemporary researches into the languages of that region, most notably the search for the original and perfect language spoken before the episode at Babel. As the confusion of tongues at Babel functions etiologically to account for the origin of all ideological conflict, it was thought that the rediscovery of the prima lingua might resolve all conflict.

The Framework Convention for the Protection of National Minorities, which entered into force on 1 February 1998, was ratified by Romania on 11 May 1995. 2. The Government's Programme for 1998-2000, which was accepted by the Romanian Parliament by Decision No. 6 of 15 April 1998 expressing its confidence in the Government, also contains a number of provisions on the Romanian State's policy on the protection of national minorities.
