In 1989 while in Berlin for training, Freddie and I witnessed the abandoning of the guard towers along the Berlin Wall by the East Germans. We didn’t realize it then, but we were witnessing the beginning of the end of the Cold War.

RESEARCH STUDIES SERIES A HISTORY OF THE CIVIL RESERVE AIR FLEET By Theodore Joseph Crackel Air Force History & Museums Program Washington, D.C., 1998 ii PREFACE This is the second in a series of research studies—historical works that were not published for various reasons. Yet, the material contained therein was deemed to be of enduring value to Air Force members and scholars. These works were minimally edited and printed in a limited edition to reach a small audience that may find them useful. We invite readers to provide feedback to the Air Force History and Museums Program. Dr. Theodore Joseph Crackel, completed this history in 1993, under contract to the Military Airlift Command History Office. Contract management was under the purview of the Center for Air Force History (now the Air Force History Support Office). MAC historian Dr. John Leland researched and wrote Chapter IX, "CRAF in Operation Desert Shield." Rooted in the late 1930s, the CRAF story revolved about two points: the military requirements and the economics of civil air transportation. Subsequently, the CRAF concept crept along for more than fifty years with little to show for the effort, except for a series of agreements and planning documents. The tortured route of defining and redefining of the concept forms the nucleus of the this history. Unremarkable as it appears, the process of coordination with other governmental agencies, the Congress, aviation organizations, and individual airlines was both necessary and unavoidable; there are lessons to be learned from this experience. Although this story appears terribly short on action, it is worth studying to understand how, when, and why the concept failed and finally succeeded.

Palmby was commissioned through the Reserve Officer Corps, Parks College in 1979. Top graduate of his Undergraduate Pilot Training class, he remained in the T-38 at Columbus AFB, and later at Randolph AFB, as an instructor pilot and flight evaluator. His first operational flying tour was in the C-5 at Dover AFB, Delaware. In addition to upgrading to instructor pilot and flight evaluator, he served as squadron chief of plans and assistant executive officer to the wing commander. While flying the C-5, Major Palmby participated extensively in Operations Desert Shield, Desert Storm, and Restore Hope. Before he left the C-5 for Intermediate Service School, Major Palmby became AMC's most junior Chief of C-5 Standardization and Evaluation. A senior pilot with over 2900 flying hours, he was the 1981 recipient of the ATC Commander's Trophy and a distinguished graduate from both Squadron Officer School and Naval Command and Staff College.

Gourdin Department of Supply Chain and Information Management, Received 27 January 2019 College of Charleston, Charleston, South Carolina, USA Revised 4 April 2019 9 June 2019 11 June 2019 Accepted 23 June 2019 Abstract Purpose – The purpose of this paper is to examine an issue of critical importance to America’s national security. The Civil Reserve Air Fleet (CRAF) is a public/private partnership between US air carriers and the Department of Defense (DOD) for the provision of contingency airlift services to the military in times of national need. Formed in 1951, the CRAF has only been activated twice, but it has continued to be a source of emergency air transportation should the nation require resources beyond those available from the US Air Force. Sweeping changes occurring in global trade, commercial aviation, national defense policy and foreign relations suggest that changes will be needed to maintain the CRAF as a strategic defense transportation resource. Design/methodology/approach – This paper examines the long-standing national policy of relying on commercial interests to provide contingency transportation to the DOD in wartime. The CRAF will be singled out for closer examination in light of environmental changes occurring in the airline industry, international trade and global threats to the nation. The purpose of this analysis is to then assess the partnership’s ability to remain relevant in an uncertain future.
