WEST BANK AND GAZA 2020 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY The Palestinian Authority basic law provides for an elected president and legislative council. There have been no national elections in the West Bank and Gaza since 2006. President Mahmoud Abbas has remained in office despite the expiration of his four-year term in 2009. The Palestinian Legislative Council has not functioned since 2007, and in 2018 the Palestinian Authority dissolved the Constitutional Court. In September 2019 and again in September, President Abbas called for the Palestinian Authority to organize elections for the Palestinian Legislative Council within six months, but elections had not taken place as of the end of the year. The Palestinian Authority head of government is Prime Minister Mohammad Shtayyeh. President Abbas is also chairman of the Palestine Liberation Organization and general commander of the Fatah movement. Six Palestinian Authority security forces agencies operate in parts of the West Bank. Several are under Palestinian Authority Ministry of Interior operational control and follow the prime minister’s guidance. The Palestinian Civil Police have primary responsibility for civil and community policing. The National Security Force conducts gendarmerie-style security operations in circumstances that exceed the capabilities of the civil police. The Military Intelligence Agency handles intelligence and criminal matters involving Palestinian Authority security forces personnel, including accusations of abuse and corruption. The General Intelligence Service is responsible for external intelligence gathering and operations. The Preventive Security Organization is responsible for internal intelligence gathering and investigations related to internal security cases, including political dissent. The Presidential Guard protects facilities and provides dignitary protection. -

Arab Media and Society (Issue 17, Winter 2013) Palestine’s Occupied Fourth Estate: An inside look at the work lives of Palestinian print journalists Miriam Berger Abstract While for decades local Palestinian media remained a marginalized and often purely politicized subject, in recent years a series of studies has more critically analyzed the causes and consequences of its seeming diversity but structural underdevelopment.1 However, despite these advances, the specific conditions facing Palestinian journalists in local print media have largely remained underreported. In this study, I address this research gap from a unique perspective: as viewed from the newsroom itself. I present the untold stories of the everyday work life of Palestinian journalists working at the three local Jerusalem- and Ramallah-based newspapers— al-Quds, al-Ayyam, and al-Hayat al-Jadida—from 1994 until January 2012. I discuss the difficult working conditions journalists face within these news organizations, and situate these experiences within the context of Israeli and Palestinian Authority policies and practices that have obstructed the political, economic, and social autonomy of the local press. I first provide a brief background on Palestinian print media, and then I focus on several key areas of concern for the journalists: Israeli and Palestinian violence, the economics of printing in Palestine, the phenomenon of self-censorship, the Palestinian Journalists Syndicate, and internal newspaper organization. This study covers the nearly two decades since the signing of the Oslo Peace Accords between Israel and the Palestinian Liberation Organization (PLO) which put in place the now stalled process of ending the Israeli military occupation of Palestine (used here to refer to the West Bank, East Jerusalem, and Gaza Strip). -

On September 13, 1993, Israel and the Palestine Liberation Organization (PLO) signed a Declaration of Principles (DOP), providing for Palestinian empowerment and some territorial control. On October 26, 1994, Israeli Prime Minister Yitzhak Rabin and King Hussein of Jordan signed a peace treaty. Israel and the Palestinians signed an Interim Self-Rule in the West Bank or Oslo II accord on September 28, 1995, which led to the formation of the Palestinian Authority (PA) to govern the West Bank and Gaza. The Palestinians and Israelis signed additional incremental accords in 1997, 1998, and 1999. Israeli-Syrian negotiations were intermittent and difficult, and were postponed indefinitely in 2000. On May 24, 2000, Israel unilaterally withdrew from south Lebanon after unsuccessful negotiations. From July 11 to 24, 2000, President Clinton held a summit with Israeli and Palestinian leaders at Camp David on final status issues, but they did not produce an accord. A Palestinian uprising or intifadah began that September. On February 6, 2001, Ariel Sharon was elected Prime Minister of Israel, and rejected steps taken at Camp David and afterwards. THE ORIGINS OF HAMAS: MILITANT LEGACY OR ISRAELI TOOL? JEAN-PIERRE FILIU Since its creation in 1987, Hamas has been at the forefront of armed resistance in the occupied Palestinian territories. While the move- ment itself claims an unbroken militancy in Palestine dating back to 1935, others credit post-1967 maneuvers of Israeli Intelligence for its establishment. This article, in assessing these opposing nar- ratives and offering its own interpretation, delves into the historical foundations of Hamas starting with the establishment in 1946 of the Gaza branch of the Muslim Brotherhood (the mother organization) and ending with its emergence as a distinct entity at the outbreak of the !rst intifada. Particular emphasis is given to the Brotherhood’s pre-1987 record of militancy in the Strip, and on the complicated and intertwining relationship between the Brotherhood and Fatah. HAMAS,1 FOUNDED IN the Gaza Strip in December 1987, has been the sub- ject of numerous studies, articles, and analyses,2 particularly since its victory in the Palestinian legislative elections of January 2006 and its takeover of Gaza in June 2007. Yet despite this, little academic atten- tion has been paid to the historical foundations of the movement, which grew out of the Muslim Brotherhood’s Gaza branch established in 1946. Meanwhile, two contradictory interpretations of the movement’s origins are in wide circulation. The !rst portrays Hamas as heir to a militant lineage, rigorously inde- pendent of all Arab regimes, including Egypt, and harking back to ‘Izz al-Din al-Qassam,3 a Syrian cleric killed in 1935 while !ghting the British in Palestine. -

Occupied Palestinian Territory (Including East Jerusalem)
Reporting period: 29 March - 4 April 2016 Weekly Highlights For the first week in almost six months there have been no Palestinian nor Israeli fatalities recorded. 88 Palestinians, including 18 children, were injured by Israeli forces across the oPt. The majority of injuries (76 per cent) were recorded during demonstrations marking ‘Land Day’ on 30 March, including six injured next to the perimeter fence in the Gaza Strip, followed by search and arrest operations. The latter included raids in Azzun ‘Atma (Qalqiliya) and Ya’bad (Jenin) involving property damage and the confiscation of two vehicles, and a forced entry into a school in Ras Al Amud in East Jerusalem. On 30 occasions, Israeli forces opened fire in the Access Restricted Area (ARA) at land and sea in Gaza, injuring two Palestinians as far as 350 meters from the fence. Additionally, Israeli naval forces shelled a fishing boat west of Rafah city, destroying it completely. Israeli forces continued to ban the passage of Palestinian males between 15 and 25 years old through two checkpoints controlling access to the H2 area of Hebron city. This comes in addition to other severe restrictions on Palestinian access to this area in place since October 2015. During the reporting period, Israeli forces removed the restrictions imposed last week on Beit Fajjar village (Bethlehem), which prevented most residents from exiting and entering the village. This came following a Palestinian attack on Israeli soldiers near Salfit, during which the suspected perpetrators were killed. Israeli forces also opened the western entrance to Hebron city, which connects to road 35 and to the commercial checkpoint of Tarqumiya. -

Entitled “Commitments and Actions for Culture in Sustainable Cities”, the event focused on knowledge-sharing, peer-learning and networking, illustrating the role of culture in local sustainable development with specific examples and enabling further cooperation at local, regional and global level. Gathering over 500 participants, this biennial Summit can be seen as the world’s largest gathering of cities for culture, involving local governments, international organisations, national governments, non-governmental organisations, artists, academics and other stakeholders that are committed to the effective implementation of policies and programmes on culture and sustainability. The second Culture Summit of UCLG responded to the growing importance given to the nexus of culture, cities and sustainable development by international organisations and frameworks. Recent milestones include the UN 2030 Agenda for Sustainable Development (adopted in September 2015), the New Urban Agenda (adopted by the Habitat III Conference in Quito, October 2016) and the Statement of the 2nd World Assembly of Local and Regional Governments (also adopted in Quito, October 2016). -
