Britain's first ever Special Event Radio licence was granted to Greenbelt Festival Radio in 1983, a short-term radio station at the Greenbelt arts festival. The station was pioneered and led by Peter Laverock. This was the precursor of the Restricted Service Licence stations we now have, and the first ever legal radio station run by enthusiasts rather than professionals. From noon on Friday 26th August to noon on Tuesday 30th August a dedicated team presented programmes on 963 AM including Christian music, speakers and poets. There was news from the festival and requests from listeners across the site. The studio was a small caravan in the backstage area, with a minimum amount of technical equipment. Guests included a brief interview with Cliff Richard after his mainstage concert. (info from www.wayneclarke.org/radio/radio-revolutionaries) In 1991 the SER licence was replaced by the Restricted Service Licence (RSL), which was issued by the Radio Authority instead of the Home Office (now issued by Ofcom). RSL licenses are granted for such things as coverage of special events and other special projects (e.g. training). Licensees are limited to a small coverage area and a usual maximum of 28 consecutive days. There are some exceptions to the consecutive days rule when covering a series of events such as those for sport (Radio Rovers on 1404 kHz and Radio Thruxton on 1602 kHz are current examples where they operate only when an event is being held). Low Power AM (LPAM) licences are issued throughout the UK, except within an area enclosed by the M25 London orbital motorway, and allow for freely-radiating transmission on the AM waveband at a usual maximum radiated power of up to 1 watt. The first experimental licence was issued in 1997 and since 1999 have been used for many establishments including military bases, universities and hospitals with fixed boundaries. Community Radio (CR) stations typically cover a small geographical area with a coverage radius of up to 5 km and run on a not-for-profit basis. The idea for this new level of radio broadcasting was piloted by the regulator at the time, the Radio Authority in 2002 with the licensing of 15 so-called Access Radio stations for a trial period of one year to test the feasibility of such stations. The licences were extended in 2003 for a further year, and in 2004 a consultation was issued by the Authority's successor, Ofcom, on the creation of Community Radio. They can cater for whole communities or for different areas of interest – such as a particular ethnic group, age group or interest group. Community Radio stations reflect a diverse mix of cultures and interests. For example, you can listen to stations which cater for urban or experimental music, while others are aimed at younger people, religious communities or the Armed Forces and their families. The Broadcasting Commission of Ireland (BCI) is the body that authorises stations to operate in the Republic for short periods, with temporary licenses allowing them to be on air for up to thirty days in a given twelve month period. These licenses may be used by stations providing a service to coincide with local, cultural and sporting events or festivals. One such recent example of this kind of temporary licenced station (BCI TEMP) is Zenith Classic Rock on 1584 kHz.
