■Living Q & A: Can I still work as a chef if the restaurant changes from Indian to another cuisine? 外国人暮らしのQ&A「インド料理のコックとして働いているレストランが他の国の料理に変わってもそのまま働けるか?」

I have the status of residence of Skilled Labor, and I am working as a chef at an Indian curry restau- rant. If the restaurant changes ownership, and the menu changes from Indian to, say, Italian, or some other cuisine, will I still be able to work as a chef at the same restaurant?

In order to undertake work as a chef in Japan, a foreign national must have the status of residence (zairyū shikaku / 在留 資格) of Skilled Labor (ginō / 技能). One of the requirements for this particular status of residence (under the Ministerial Order to Provide for Criteria Pursuant to Article 7, paragraph (1), item (ii) of the Immigration Control and Refugee Recogni- tion Act [出入国管理及び難民認定法第七条第一項第二号の基準を定める省令]) stipulates that a foreign national employed as a chef be engaged "in the duties of preparing cuisine or producing foodstuffs that require skills which were devised overseas and that are foreign to Japan" and "with at least 10 years' experience using the skills" (5 years' experience in the case of Thai cuisine under the Agreement between Japan and the Kingdom of Thailand for an Economic Partnership [経済上の連携に関する日本国とタイ 王国との間の協定附属書]). As it seems you have been granted the status of residence of Skilled Labor on the basis of having more than 10 years' practical experience preparing Indian cuisine, if the restaurant where you are employed were to change its menu from Indian to another cuisine, in order to work there as a chef, you would need to have the required amount of practical experience in preparation of the new cuisine. If you do not have 10 years' practical experience in preparation of the new cuisine (5 years' practical experience for Thai cuisine), you will not be able to work as a chef at that restaurant. In that case, you will need to think about finding new employment at another Indian restaurant as authorized by your current status of residence. In addition, if you have been residing in Japan continuously for more than 10 years, you can also submit an Application for Permanent Residence (eijū kyoka shinsei / 永住許可申請). If your application is approved and you are granted the status of residence of Permanent Resident (eijūsha / 永住者), you will no longer have any restrictions on your employment. Tsuruma (not Tsurumai) Park is a much-loved spot to enjoy not only the cherry blossoms in spring but a wide variety of flora in any season. This issue we begin a brief look at Tsuruma Park and some of the numerous architectural features, monuments and other discoveries to be made as you explore the grand old park.

Opening in 1909, Tsuruma Park was the first public park to be established by the City of Nagoya. The park is particularly known for its cherry blossoms, roses, and irises, and is beloved by residents as a place for rest, sports, and recreation. The fusion of Japanese and Western landscaping and features such as the Fountain Tower and Sogakudo Bandstand hint at the park's history. In July 2009, almost all of the park was designated a National Registered Monument (Place of Scenic Beauty). ■Notice Concerning Novel Coronavirus Vaccinations 新型コロナウイルスワクチンの接種についてのお知らせ The City of Nagoya will carry out vaccinations in order to reduce as much as possible the number of fatal and critical COVID-19 cases, and prevent the spread of COVID-19. About the Novel Coronavirus Vaccination (1) Cost of vaccination: Free (2) Eligibility: Those registered as residents of Nagoya City at the time the vaccination is to be administered, and who wish to receive the vaccination *Exceptions may be made for persons currently in long-term hospitalization, confinement to a facility, or other unavoidable circumstances to receive the vaccination in another municipality. ■What happens when a patient is diagnosed with COVID-19? 新型コロナウイルス感染症患者が発生した場合の対応 When a patient (kansensha / 感染者) is diagnosed as being infected with COVID-19, staff at the health center (Hoken sentā / 保健セ ンター) in each ward investigate the patient's movements during the 14 days prior to the onset of infection in an effort to determine the source of infection. If a contact reports any symptoms indicating possible infection, a PCR test is promptly carried out, and, if the result is positive (yōsei / 陽性), the patient is admitted to hospital. If a monitored contact does not develop symptoms within 14 days, the monitoring ends.

■COVID-19 Contact-Confirming Application (COCOA) 新型コロナウイルス接触確認アプリ(COCOA) The Ministry of Health, Labour and Welfare has released a smartphone app that enables users to receive notifications about the possibility that one has come into contact with someone infected with the novel coronavirus. The app uses the short-range communication function (Bluetooth) on smartphones (upon user approval) to receive notifications about the possibility of contact with a person who has tested positive for the novel coronavirus, while ensuring the user's anonymity. Users can receive support, such as testing from a public health center, sooner, having been notified that they might have come into contact with someone who has tested positive for COVID-19 infection. The more users, the more effective it will be in preventing the spread of infection.
