ACTION ISSN 0820 5723 A BULLETIN FROM THE NATIONAL ACTION COMMITTEE ON THE STATUS OF WOMEN October 20, 1988 Federal ELECTION #2 RADIO AND TELEVISION PUBLIC SERVICE ANNOUNCEMENTS The CBC has refused its permission to air the NAC WOMEN VOTE! public service announcements for both radio and television, although the private broadcasters have given approval. We have issued a press release, are investigating launching a complaint with the CRTC. In the meantime, the PSA's have gone out to the private broadcasters, and a list is enclosed of the stations to which they have been sent. If you haven't seen them on T.V. or heard them on radio, contact your local station managers and request that the PSA's be used. WOMEN VOTE: DAY - SATURDAY NOVEMBER 5 NAC regional representatives and member groups are organizing activities across the country for our national day of action during the federal election campaign. Enclosed is a list of confirmed activities' to date, and contact numbers in each province for activities that are still in the planning stages. We hope you will use this day of action to discuss the issues for w~men in this election and to encourage women to vote. MEDIA STRATEGIES During this election it is very important to have a women's perspective on the issues in radio, TV and newspaper coverage. There are a number of things we can do to get our point of view across in the media: - Monitor local newspapers, radio and television coverage of the election issues, and he read7 to respond with letters to the editors and call in to phone-in shows. - Write articles for the op ed or feature pages on Women Vote Day in your region. - Publicize Women Vote Day activities and speak on the issues on radio and television programs. THE NAC WOMEN’S POLL While we are a little skeptical of the new polling "science" of elections, we have noted that polls consistently show there is a gender gap in this election both on the issues and on women's choice of parties. We are planning a NAC Women's Poll. Watch for further details. CBC REFUSES TO AIR NAC's "WCMEN VOTE!' PSA October 18, 1988. For Immediate Release The National Action Committee on the Status of Women (NAC) today learned that the CBC bas refused approval for NAC's non-partisan Charitable and Educational Trust to air a Public Service Announcement, WCMEN VOTE! which the Telecasters Committee of Canada has approved in both French and English for private broadcasters. NAC's Trust produced a 30-second PSA for radio and television in both official languages as part of NAC's public awareness campaign during the federal election. The campaign and the PSA are based on the theme WOMEN VOTE!, which simply urges women to vote in this election, and to be aware of the election issues affecting them, such as free trade, reproductive rights, child care, and violence against women and children. NAC requested and received guidelines from the CBC and the private broadcasters and produced their PSA in accordance with these guidelines. In a letter to the NAC, the CBC said, "messages from groups or organizations which directly or indirectly advocate a point of view on an election issue are unacceptable. During the current Federal General election campaiEn only messages from registered political parties are accepted for broadcast on CBC facilities." Lynn Kay, NAC's President, disputed this position. "The PSA from out Charitable and Educational Trust did not advocate any point of view on the issues, nom did it endorse any political party.", she said. "Its only message is that women should get out and vote on election day. Does the CBC truly believe that encouraging citizens to vote is "unacceptable"? "This is particularly distressing coming on Person's Day, the 59th anniversary of the day Canadian women won the right to hold public office and bave a voice in the political proceSs. It is surely a responsibility of broadcasters to air announcements which bave as their objective the exercise by Canadians of their most basic civic duty - the right to vote. How can the CBC say it is strengthening the political fabric of Canada if it declines to run announcements of this kind?" Glycogen synthase kinase–3 (GSK-3) is a widely expressed and highly conserved serine/threonine protein kinase encoded by 2 genes, GSK3A and GSK3B. GSK-3 is thought to be involved in tissue repair and fibrogen- esis, but its role in these processes is currently unknown. To investigate the function of GSK-3β in fibroblasts, we generated mice harboring a fibroblast-specific deletion of Gsk3b and evaluated their wound-healing and fibrogenic responses. We have shown that Gsk3b-conditional-KO mice (Gsk3b-CKO mice) exhibited accelerated wound closure, increased fibrogenesis, and excessive scarring compared with control mice. In addition, Gsk3b- CKO mice showed elevated collagen production, decreased cell apoptosis, elevated levels of profibrotic α-SMA, and increased myofibroblast formation during wound healing. In cultured Gsk3b-CKO fibroblasts, adhesion, spreading, migration, and contraction were enhanced. Both Gsk3b-CKO mice and fibroblasts showed elevated expression and production of endothelin-1 (ET-1) compared with control mice and cells. Antagonizing ET-1 reversed the phenotype of Gsk3b-CKO fibroblasts and mice. Thus, GSK-3β appears to control the progression of wound healing and fibrosis by modulating ET-1 levels.

Licence renewals 1. The Commission renews the broadcasting licences for the radio programming undertakings set out below from 1 June 2010 to 31 August 2016. The licences will be subject to the conditions of licence set out in the appropriate appendices to this decision. 2. The Commission received interventions supporting CTV Limited’s applications as well as a comment from the Association québécoise de l’industrie du disque, du spectacle et de la vidéo (ADISQ) with respect to the applications by Radio Beauce inc., 9183-9084 Québec inc., Radio Mégantic ltée, 9022-6242 Québec inc., Cogeco Diffusion inc., Réseau des Appalaches (FM) ltée and Groupe Radio Antenne 6 inc. 3. In its comment, ADISQ deplored the fact that the Commission did not conduct any compliance evaluation of the musical programming of these stations throughout the licensees’ last licence term. With regard to Canadian content development contributions, ADISQ noted that it could unfortunately not obtain all the information that would have enabled it to assess the stations’ compliance with all of their requirements throughout the last licence term. 4. The Commission did not receive any intervention in connection with the other applications. As part of this process, the Commission considered the interventions and replies received with respect to each of the applications.     Broadcasting Notice of Consultation CRTC 2013-325 PDF version Ottawa, 5 July 2013 Notice of applications received Various locations Renewal of the broadcasting licences for certain religious and commercial radio stations – Licensees in apparent repeated non-compliance Deadline for submission of interventions/comments/answers: 9 August 2013 [Submit an intervention/comment/answer or view related documents] The Commission announces that it has received applications to renew the broadcasting licences for certain religious and commercial radio programming undertakings, which expire 31 August 2013. The licensees propose to operate their undertakings under the same terms and conditions as those set out in the current licences, with the exception of Canadian talent development (CTD) requirements, which have been replaced by the Canadian content development (CCD) requirements set out in section 15 of the Radio Regulations, 1986 (the Regulations). In addition, the licensees will be required to adhere to the conditions set out in Conditions of licence for commercial AM and FM radio stations, Broadcasting Regulatory Policy CRTC 2009-62, 11 February 2009. In each case, the Commission has examined the licensee’s compliance with requirements regarding CTD, CCD and the filing of annual returns, as set out by condition of licence and in section 9(2) of the Regulations. In certain cases, the Commission monitored logger tapes and music lists to determine the licensee’s compliance with requirements regarding the broadcast of Canadian musical selections and French-language vocal music, where applicable. In the list below, stations identified with an asterisk (*) have been monitored by the Commission. The monitoring report has been placed on each licensee’s public examination file.

    THE FOUNDATION ASSISTING CANADIAN TALENT ON RECORDINGS. 2006 - 2007 ANNUAL REPORT The Foundation Assisting Canadian Talent on Recordings. factor, The Foundation Assisting Canadian Talent on Recordings, was founded in 1982 by chum Limited, Moffat Communications and Rogers Broadcasting Limited; in conjunction with the Canadian Independent Record Producers Association (cirpa) and the Canadian Music Publishers Association (cmpa). Standard Broadcasting merged its Canadian Talent Library (ctl) development fund with factor’s in 1985. As a private non-profit organization, factor is dedicated to providing assistance toward the growth and development of the Canadian independent recording industry. The foundation administers the voluntary contributions from sponsoring radio broadcasters as well as two components of the Department of Canadian Heritage’s Canada Music Fund which support the Canadian music industry. factor has been managing federal funds since the inception of the Sound Recording Development Program in 1986 (now known as the Canada Music Fund). Support is provided through various programs which all aid in the development of the industry. The funds assist Canadian recording artists and songwriters in having their material produced, their videos created and support for domestic and international touring and showcasing opportunities as well as providing support for Canadian record labels, distributors, recording studios, video production companies, producers, engineers, directors– all those facets of the infrastructure which must be in place in order for artists and Canadian labels to progress into the international arena. factor started out with an annual budget of $200,000 and is currently providing in excess of $14 million annually to support the Canadian music industry. Canada has an abundance of talent competing nationally and internationally and The Department of Canadian Heritage and factor’s private radio broadcaster sponsors can be very proud that through their generous contributions, they have made a difference in the careers of so many success stories.
