UPI transactions surpass 2-billion mark in October on festive boost National Payments Corporation of India data shows that Unified Payments Interface registered 2.07 bn transactions, almost 82% higher than 1.14 bn transactions reported in October month last year. Transactions amounted to ₹3.86 tn in first 15 days of Oct. UPI was introduced by NPCI, a subsidiary of RBI, in 2016. 2. RBI announces co-lending scheme for banks, NBFCs To improve the credit flow to the underserved sections, RBI issued guidelines under the co-origination model so that non-banking finance companies (NBFCs) and banks can jointly lend. It is a joint lending process in which risks & rewards are shared. NBFCs to retain at least 20% share of individual loans on books. 6. SBI partners with Paytm to launch contactless credit card State Bank of India partnered with payments platform Paytm to launch 2 models of credit cards – Paytm SBI Card& Paytm SBI Card Select. The (Maha) Dalit Factor in Bihar’s Politics Shreyas Sardesai* Until the 2010 election for the Bihar Assembly, elections in the state were largely analysed in terms of a six caste categories – Upper castes, Yadavs, other OBCs, Pasis, other Dalits and Muslims. Since 2007 however, Bihar politics has witnessed new developments and the caste dimension of elections cannot be fully understood without taking into account two additional caste categories, namely EBCs or Extremely Backward Classes, and Mahadalits. This chapter seeks to analyse the emergence of latter and its implications. In August 2007, the Nitish Kumar led JDU-BJP government set up the Bihar State Mahadalit Commission to “identify the castes within Scheduled Castes who lagged behind in the development process” and to “study [their] educational and social status and suggest measures for [their] upliftment”. In April 2008, 18 Dalit castes were brought under the Mahadalit category to begin with. These are Bantar, Bauri, Bhogta, Bhuiya, Chaupal, Dabgar, Dom/Dhangad, Ghasi, Halalkhor, Hari/Mehtar/Bhangi, Kanjar, Kurariar, Lalbegi, Musahar, Nat, Pan/Swasi, Rajwar and Turi. Three months later Dhobi and Pasi castes were also added to the Mahadalit category based on the Commission’s recommendation and then Chamars were also included in the Mahadalit category by the state government in November 2009 on the grounds that they too were lagging in literacy and economic status and were victims of untouchability at the hands of other Mahadalit castes1. "We have urged the Union health ministry to direct the Food Safety and Standards Authority of India (FSSAI) to include khaini in the list of food products. As per FSSAI guidelines, all food products containing tobacco and nicotine can be banned", he said. Although the overall consumption of tobacco in Bihar has gone down in the past one decade, there has been little decrease in the proportion of those addicted to khaini. This is a cause of concern and needs intervention, he said. According to the Global Adult Tobacco Survey, conducted by the World Health Organisation, in 2016-17 those consuming khaini stood at around 20 per cent of the total population.

Soon after the announcement of Vijayawada as the capital by Chief Minister N. Chandrababu Naidu on the floor of the Assembly on Thursday, scores of students gathered in large numbers at the Raj Vihar Centre and staged a rasta roko. The protesters held up the vehicular traffic for an hour. They demanded that Kurnool be made the capital, considering its status as the capital of the Andhra State in 1953. The protesters dispersed after police took the key leaders in custody. Later, a group of students climbed up the advertisement hoardings near Budhawarpet and threatened to jump in protest against the government for not considering Kurnool for location of capital. Though the YSR Congress and other organisations called for a bandh, little impact was seen in the city. The educational institutions, which observed a bandh on Wednesday, functioned as usual. However, student organisations which took part in the protest along with Private Schools Association on Wednesday continued the stir. Banks, offices and business establishment functioned as usual. Rayalaseema Joint Action Committee convener Bojja Dasaratha Rami Reddey said that the Chief Minister proved that he was the one who acted against the interests of his own people in order to please Coastal Andhra.
