  • Police Violence Against Afro-Descendants in the United States
Cover Art Concept This IACHR report concludes that the United States has systematically failed to adopt preventive measures and to train its police forces to perform their duties in an appropriate fashion. This has led to the frequent use of force based on racial bias and prejudice and tends to result in unjustified killings of African Americans. This systematic failure is represented on the cover of the report by a tombstone in the bullseye of a shooting range target, which evokes the path of police violence from training through to these tragic outcomes. The target is surrounded by hands: hands in the air trying to stop the bullet, hands asking for help because of the danger that police officers represent in certain situations, and hands expressing suffering and pain over the unjustified loss of human lives. NOTE THE MUNICIPAL PARDON POWER Hayato Watanabe* At the state and federal levels, the pardon power can be used to restore the dignity and legal rights lost by a criminal conviction. Unfortunately, those facing similar consequences from municipal convictions may not have access to a pardon. Although clemency is exceedingly rare at any level of govern- ment, municipal defendants face a unique structural problem that deprives them of the possibility of a pardon. Specifically, many cities have simply failed to create a local clemency power. This Note argues that the authority to grant pardons for municipal offenses is part of the toolbox of powers provided to cities through the doctrine of home rule. Accordingly, cities do not have to wait for the permission of their parent states to create a local clemency power.

The directory is available online at www.ewgateway.org. The website also contains additional local government resources and publications. This bi-state reference guide contains contact information for key municipal and county elected officials and personnel for the eight counties in the St. Louis metropolitan area as well as state elected officials, fire/ambulance districts, school districts and resource organizations. We’ve recently made several improvements. We have merged the fire and ambulance listings and we have begun to list the organization(s) that provides fire services at the end of each municipal entry, making it easier to cross-reference with the fire/ambulance sections. We are also now providing email addresses for mayors/village presidents, city managers/administrators and city clerks. We strive to keep the directory as current as possible, and your ongoing input helps us to ensure the accuracy of the information provided. Throughout the directory you will find a convenient PODupdate e-mail link at the bottom of each page that you can use to provide updates and corrections or please feel free to give us a call.
