2018 Public Officials Directory 2018 Public Officials Directory East-West Gateway Council of Governments Gateway Tower One S. The directory is available online at www.ewgateway.org. The website also contains additional local government resources and publications. This bi-state reference guide contains contact information for key municipal and county elected officials and personnel for the eight counties in the St. Louis metropolitan area as well as state elected officials, fire/ambulance districts, school districts and resource organizations. We’ve recently made several improvements. We have merged the fire and ambulance listings and we have begun to list the organization(s) that provides fire services at the end of each municipal entry, making it easier to cross-reference with the fire/ambulance sections. We are also now providing email addresses for mayors/village presidents, city managers/administrators and city clerks. We strive to keep the directory as current as possible, and your ongoing input helps us to ensure the accuracy of the information provided. Throughout the directory you will find a convenient PODupdate e-mail link at the bottom of each page that you can use to provide updates and corrections or please feel free to give us a call. The POD is easy to navigate. Once you have opened the POD file, you can browse through its’ 200 pages or you can open bookmarks (if it did not open automatically) to find a table of contents from which you can easily select the specific section in which you are interested. Use the search/find function on your computer to locate specific cities, specific people, meeting times or other details for which you may be looking. Any changes/corrections that we receive, during the year, will be noted with an indication of the date the change was made. The POD is organized by state (Missouri and Illinois). The state sections include information for each county and city in that county. We have also included a listing of cities by county in the introduction to assist you in finding the jurisdiction for which you may be looking. Fire/ambulance and school district information is also listed by county. At the end of each state section, are the contacts for all state and federal legislative officials serving the region. Finally, we have included a listing of key regional, policy and resource organizations. We hope you will find the directory helpful and informative and welcome any suggestions or comments. Sincerely, Roz Rodgers Manager of Community Engagement and Local Government Services EWGCOG 2018 - Public Officials Directory * * * * * INTENTIONALLY BLANK * * * * * EAST-WEST GATEWAY COUNCIL OF GOVERNMENTS http://www.ewgateway.org/about-us/who-we-are/board-of-directors/ BOARD OF DIRECTORS Mark Kern, Chair Roy Mosley St. Clair County Board Chairman St. Clair County Steve Ehlmann, Vice Chair Robert Eastern III (05/03/19) County Executive, St. Charles County Mayor, City of East St. Louis Robert Elmore, 2nd Vice Chair Lewis Reed Chairman, Board of Commissioners, President, Board of Aldermen, City of St. Louis Monroe County Norman C. • Police Violence Against Afro-Descendants in the United States
Cover Art Concept This IACHR report concludes that the United States has systematically failed to adopt preventive measures and to train its police forces to perform their duties in an appropriate fashion. This has led to the frequent use of force based on racial bias and prejudice and tends to result in unjustified killings of African Americans. This systematic failure is represented on the cover of the report by a tombstone in the bullseye of a shooting range target, which evokes the path of police violence from training through to these tragic outcomes. The target is surrounded by hands: hands in the air trying to stop the bullet, hands asking for help because of the danger that police officers represent in certain situations, and hands expressing suffering and pain over the unjustified loss of human lives. Typical of such presentations, were the presence of non-law enforcement experts providing added value to the Humor 24 issues under discussion. On the second day, Director Toney Armstrong Contact Information 26 provided information on how his department in Memphis handled what was called the “Memphis Blue Flu.” The issues involving Marijuana Legalization Conference Dates 26 in Colorado and the state of Washington were handled by Chiefs Robert Sponsors 27 White and Kathleen O’Toole. They were followed by an Overall Legislation Committee report provided by Chief Tom Manger, Montgomery County, MD. A little later, a program under consideration with the LAPD called Ceasefire – Cure Violence was presented by Chief Charlie Beck and accompanied by a medical presenter. I would be remiss if I were to ignore the contributions of other law enforcement personnel that represented Philadelphia, Washington DC, Las Vegas, Missouri, Austin TX, and the US Attorney Office.
