Position Description Coordinates operational examination development activities related to psychometrics, psychometric aspects of major projects (e.g., practice analysis, standard setting, and NCLEX practice exams), and research projects concerning the performance of NCSBN examinations and possible improvements. At least intermediate programming skills in R and SAS with experience writing reusable code for operationalization of psychometric processes. Experience with developing interactive applications and visual displays of data using RShiny, HTML5/Javascript or other tools is preferred. Knowledge and understanding of XML or JSON is required and knowledge of QTI is preferred or willing to learn. Adhere to and support the values and cultural framework developed by the Examinations department. Essential Job Functions • Work closely with senior staff to conduct all aspects of operational work on psychometric tasks (e.g., data reconciliation, practice analysis, standard setting, DIF, IRT item calibration, scoring etc.) for large-scale testing programs. • Work collaboratively with colleagues, managers, and cross-functional teams to deliver high quality results on time as well as be a strong supporter of effective teamwork. • Demonstrate good writing skills to prepare technical reports and related documents as well as good presentation skills with varying degrees of psychometric knowledge. • Under the direction of senior staff, conduct research and propose solutions to current/future psychometric problems and program development. • Develop computer programs to automate evaluation and improve psychometric tools to support on-going operational work and new products. • Performs other duties as assigned. Qualifications Preferred (years of experience, education level etc.) • PhD in educational measurement and testing, psychometrics or related field with at least 3-5 years’ experience in large scale testing, experience in adaptive testing preferred. • Able to take direction from senior/lead psychometricians to achieve program goals and operational tasks with little oversight. • Familiarity with IRT models and adaptive testing. • Proficiency in R and SAS programming is necessary, experience with Python and a willingness to learn R/SAS during first year is acceptable. • Experience with data visualizations or dashboard development is necessary, experience with RShiny, HTML5, Javascript, Dremio, Yurbi, or PowerBI is preferred. • Experience with managing large datasets. • Strong attention to detail and a commitment to data integrity. • Excellent organizational skills and able to handle multiple projects simultaneously. • Excellent written and oral business communications skills. • Strong analytical, problem-solving, and decision-making skills. • Able to meet deadlines with project deliverables. • Travel Requirements: Less than 10% of total time including attendance at conferences and client meetings. The Coordinator of Student Placement & Proficiency Testing will provide student academic support by coordinating all aspects of new student placement and proficiency (PNP) operations for the University of Illinois at Urbana-Champaign (UIUC) campus, which includes communicating with incoming students and academic advisors. This requires interacting effectively with all Illinois undergraduate colleges, academic departments, and other campus units to establish fair course placement and academic credit policies and to implement PNP decisions that annually affect approximately 7,800 incoming undergraduate students. Essential Job Functions Major Duties and Responsibilities: Collaborate with college leadership and academic departments to craft placement and proficiency credit policy based on best practices in educational measurement. Manage a coordinated effort with college administration and academic departments to ensure placement and proficiency policies are appropriate across multiple degrees and credential programs, fulfilling the requirements of state legislation and the Illinois Student Code. Guide faculty and the campus in determining the appropriateness of external exams for PNP purposes and, if adopted, determining the appropriate score cutoffs. Guide faculty in the development of new or modification to existing placement or proficiency tests. Assist departments and campus units in comparing the content of high school courses to the content of Illinois courses for the purpose of determining cutoffs and course articulation equivalencies. Plan and conduct validation studies related to placement test cutoffs and proficiency credit awards to ensure that students are being accurately placed. Support the efforts of faculty, unit heads, deans, the Provost’s Office, and other administrative offices to formulate campus policies related to educational assessment. Ensure that UIUC test-based credit policies are in line with those of our peer institutions and that UIUC remains an attractive and competitive option for undergraduate education. Manage PNP operations by updating, tracking, and enforcing placement and proficiency policies? resolve issues? inform students and academic advisors of policies and changes. Respond to email, phone, and in-person queries from students, parents, advisors, departments, and others. Ensure that CITL webpages are accurate and current regarding placement and proficiency testing for prospective and current Illinois students. Stay abreast of developments related to standardized exams for secondary school students, college test- based credit policies, and state legislation pertaining to educational assessment? be able to identify and describe to stakeholders how these developments impact the campus. Serve on committees, as appropriate, regarding undergraduate academic progress and educational assessments. Update and manage the PNP system to ensure course recommendations and academic credit are appropriately articulated, including appropriate messaging to academic advisors. Ensure content and cutoff scores of the online placement exams are maintained in the learning management system that is used for test deliveries.
