NAVY NEWS WEEK 20-2 14 May 2018 Guyanese, Surinamese fishermen dock boats in fear of pirates IN the wake of the deadly piracy attacks on 20 fishermen in Suriname, some fisherfolk in the neighbouring country and their counterparts here have docked their boats temporarily out of fear of the high seas criminals. Members of the fishing community are contending that the “sea is unsafe.” Speaking with Surinamese Mark Lall, Secretary of Fisheries Collective Association related that all the boats that were at sea came in and are refusing to go out “Everything that is outside came in”. He continued, that while he understands the rationale behind the actions of the men it will have serious repercussions, since some 6500 persons are directly dependent on the industry for their livelihoods. “”We are going to notice the spin-off effects in the coming period. The fish processors will not have fish to process, the workers will have no work, the fish transporters will have no cargo, the buyers will have no products and the local market will not have fish” Lall told the media.The boat owners however are asking for a guarantee that the lives of their crew will be safe as well as their boats and other property protected before they return. To this end, Lall said a meeting was held with the Minister of Agriculture, Animal Husbandry and Fisheries (LVV) Lekhram Soerdjan, who pledged to look into the concerns raised by the men. He further said assistance will be provided to the next of kin for the missing men, according to Lall. -

Allan du Toit Canberra, October 1996 Ill Abstract This subthesis sets out to study the place of the aircraft carrier in Australia's post-war defence force. Few changes in naval warfare have been as all embracing as the role played by the aircraft carrier, which is, without doubt, the most impressive, and at the same time the most controversial, manifestation of sea power. From 1948 until 1983 the aircraft carrier formed a significant component of the Australian Defence Force and the place of an aircraft carrier in defence strategy and the force structure seemed relatively secure. Although cost, especially in comparison to, and in competition with, other major defence projects, was probably the major issue in the demise of the aircraft carrier and an organic fixed-wing naval air capability in the Australian Defence Force, cost alone can obscure the ftindamental reordering of Australia's defence posture and strategic thinking, which significantly contributed to the decision not to replace HMAS Melbourne. -

Those present at the birth of the Singapore Navy on that historic day on 5 May 1967 would have had high aspirations for the Navy when they saw the Navy Ensign raised for the very first time at Telok Ayer Basin. The challenges that lay ahead must have been daunting. But they took up the challenges and pressed on. In just 40 years, the Navy has grown from operating two wooden ships to be a modern balanced force. NAVY NEWS WEEK 6-2 5 February 2018 RAN frigate seizes $274m of heroin 29 January 2018 By: Staff Writer Crew members of HMAS Warramunga lay parcels of seized heroin on the flight deck of the Ship during an operation in the Western Indian Ocean. In a joint counter-narcotics operation, the Royal Australian Navy (RAN) and the New Zealand Defence Force (NZDF) seized 915 kilograms of heroin valued in excess of $274 million. A Royal New Zealand Air Force P-3K2 aircraft detected a suspicious vessel in the western Indian Ocean on 23 January 2018, which was boarded and investigated by the crew of RAN frigate HMAS Warramunga on 24 January. Over the past two months, Warramunga’s crew has seized and destroyed more than 11.5 tonnes of hashish and over a tonne of heroin, valued in excess of $900 million.* The seizures include: 27-29 December 2018: 8 tonnes of hashish, 69 kilograms of heroin, (three vessels interdicted over this period); 3 January 2018: hashish, 3.5 tonnes; 7 January 2018: heroin, 111 kilograms; and 24 January: heroin, 915 kilograms. Commander of Australian Defence Force personnel in the Middle East Rear Admiral Jaimie Hatcher said the latest operation highlighted the significant contribution both Australia and New Zealand make to maritime security in the region. “Warramunga has now interdicted six vessels carrying illegal narcotics since November," RADM Hatcher said. "This operation highlights the important role played by partner nations, as part of the Combined Maritime Forces (CMF), in increasing maritime security in the Middle East and western Indian Ocean." Commanding Officer of HMAS Warramunga, Commander Dugald Clelland said the operation was a team effort between close partners. -

Reflections on the New Indo-Pacific Maritime and Naval Environment
REFLECTIONS ON THE NEW INDO-PACIFIC MARITIME AND NAVAL ENVIRONMENT by J. A. BOUTILIER1 INTRODUCTION It is widely recognized that the centre of world economic gravity has shifted from the Atlantic to the Indo-Pacific region. For the purposes of this review, that region will be said to encompass the oil-producing states of the Arabian Gulf area, India and Pakistan, Australia and New Zealand, and the states of East Asia from Indonesia to Japan. While trans-Pacific and intra-Asian trade is booming and megaports are burgeoning throughout the region, dramatic changes are also occurring in the naval realm. Clearly, there is a complex and critical relationship between the growth of commercial shipping and the development of regional navies. Above and beyond that consideration, however, there are a number of fundamental realignments occurring in the roles that navies (and, to an increasing degree, coast guards) are expected to play, the threats they are expected to face and the areas in which they are expected to operate. These realignments are a reflection of tectonic shifts that have taken place since the end of the Cold War in the spatial relationships between the land and the sea; with mercantile activities moving toward the coast and navies moving toward the shore. Simultaneously, the trajectories of weapons and trade have blurred the traditional distinctions between the two domains. No ocean in the world is as geographically complex, jurisdictionally contentious, and potentially confrontational as the Pacific Ocean. Furthermore, it could be argued that no maritime region is more dynamic and important, locally and globally, than the Indo- Pacific region. -

Factsheet: Frigate 05 May 2007 INTRODUCTION In March 2000, MINDEF signed a contract with Direction des Constructions Navales (DCN) of France for the construction of six frigates for the Republic of Singapore Navy (RSN)¹. Under the technology transfer arrangement, DCN contracted to design and build the first ship while the remaining five would be built locally by Singapore Technologies (ST) Marine. The six new frigates will replace the long-serving RSN's Missile Gunboats, which have been in service for more than 25 years. FORMIDABLE-CLASS STEALTH FRIGATERSS Formidable, the first of the Formidable- Class frigates, was launched in France on 7 January 2004. She sailed from France and arrived in Singapore on 8 July 2005 and continued with its operationalisation process, which included system integration, trials and work-up training. After undergoing sea trials and operational training, RSS Formidable is now being formally commissioned for operational service in the RSN, marking a major milestone in the frigate programme. The remaining five frigates were launched in Singapore. The second, RSS Intrepid was launched in 2004 while the third, fourth and fifth ships, Steadfast, Tenacious and Stalwart were launched in 2005. The final ship RSS Supreme was launched in 2006 .To date, four frigates Formidable, Intrepid, Steadfast and Tenacious have been delivered to the RSN. The remaining two frigates, Stalwart and Supreme, are at various stages of construction and expected to be delivered soon. All six frigates are expected to be fully operational by 2009. SHIP'S CAPABILITIES The new frigates are highly versatile warships that are equipped with advanced combat systems and possess stealth capabilities. -
