Page 5 – Camrose County 2012 Annual Report – April 2013 PROPERTY ASSESSMENT OVERVIEW The Camrose County Assessment Department establishes and maintains property assessments for all properties within Camrose County for the purpose of distributing annual property taxes. We provide annual valuations for approximately 10,000 properties. Assessment is the process of valuing property for the purpose of fairly and equitably distributing a municipality’s total property tax among property owners in 2014 accordance with current provincial legislation. The provincial government mandates the assessment of non-regulated property for the purposes of levying a “value based” or “ad valorem” tax. In this system, the amount of property tax paid should directly depend on the “Market Value” of the property owned. • Residential and Commercial properties are assessed using the “Market Value” standard. Market value is defined as the price a property might reasonably sell for after adequate time and exposure to an open market when sold by a willing seller to a willing buyer. 2015 • Farmland is assessed according to its ability to produce agricultural commodities with the more productive land having higher assessments than the lower quality land. These rates are regulated by the provincial government. • Industrial, Oilfield and Linear properties are assessed according to their depreciated replacement cost which is determined using regulated manuals provided by the provincial government. 2017 The assessed values for a property are intended to reflect the value of a property one year prior to the current tax year. This means that the assessment of a property is the estimated market value as of July 1, 2012 for the 2013 tax year. 2016 Reinsertion of property ensures correct assessments The assessment process is conducted annually for the entire municipality. Physical onsite inspections will be carried out for approx 20 - 30% of all properties within the municipality each year. In order to prepare an estimate of value the Assessor needs to know about your property. Under the Municipal Government Act, an assessor may enter and inspect property and request any document to be produced to assist in preparing the assessment. Legislation states: • The assessor is required to give reasonable notice to the owner or occupier 2013 before an inspection, • The inspection must be at a reasonable time, • The sole purpose of the inspection or requesting a document must be for the preparation of an assessment of the property. • The assessor must be able to produce identification. During an on-site inspection, the assessor will first explain the purpose of the visit and request permission to carry out the inspection. The assessor will observe, record, and verify relevant physical details of the property. This could include both an interior and exterior inspection. When the owner / occupant is present a re-inspection may include a physical walk-thru of each building, otherwise a door knocker will be left and an external walk around will be done. It may also consist of taking measurements and pictures of buildings and other structures. Your assessment is only as accurate as the information provided to, or gathered by the Assessor when requested. Once received, Cargill will move on to the next phase of their project; the build. With ground set to break this May, construction is expected to be completed in time for the 2014-15 canola harvest. The new crush facility is projected to have the capacity to process 850,000 metric tonnes of canola per year and will serve Alberta canola farmers by providing a consistent and competitive point of delivery. This significant investment in Alberta will generate approximately 800,000 hours of employment throughout the construction phase. In addition, Cargill expects that more than 50 permanent full-time positions will be created. Minister of Agriculture and Rural Development, Verlyn Olson was present at the sod turning event held on the future site of the facility last October and said, “This project is a tremendous opportunity for Alberta’s agriculture sector, Cargill and the Camrose area. The addition of value-added operations, such as this processing plant, helps to further diversify our agriculture sector and enhance our competitiveness and ability to meet the demands of consumers in Alberta and in the global marketplace.” This is Cargill’s second major Canadian investment in canola crushing, and demonstrates their confidence in the continued growth and competitiveness of the canola industry in this country. The facility will have the capacity to process both conventional and specialty canola seed which will enable Cargill to significantly increase their contracting programs in the area and offer new marketing opportunities for Alberta farmers. Canola continues to be a very competitive crop for the Canadian grower and Camrose is an excellent location for value-added canola processing. In the 2012-13 growing season, canola acres in were over 21 million; Cargill sees that as an indication that the industry will continue to grow driven by competitive access to a large North American livestock industry for canola protein meal and continued strong demand for canola oil. Cargill is excited about this new opportunity and believes it positions Cargill, the Camrose area, and the Alberta Farmer for future growth in the canola business. They are also looking forward to growing their presence in Camrose and will be collaborating with its existing businesses, AgHorizons and Cargill Animal Nutrition, to support the community in the areas of corporate social responsibility. This new facility will allow for additional economic activity in Camrose and will add to the company’s footprint in the Province. In Alberta, Cargill currently operates 21 locations and employs over 2,700 people.
