ELVIS COSTELLO sure knows how to piss people off. Or at least make them scratch their heads. He did it viith short, mean-spirited concert performances early in his career. He did it by going country on "Almost Blue," and by dumping his longtime backing band the Attractions — first for the album "King of America," then for good in 1989. He's clearly not interested in staying in one place, and with his new release, "The Juliet Letters, Costello makes perhaps his biggest stretch of all. He composed and recorded the 20-song suite with the Brodsky Quartet, aBritish classical combo known for its diverse repertoire and unorthodox arrangements. Longtime fans of each other — they attended one another's respective shows for 10 years before finally meeting — they began working on "The Juliet Letters" in 1990, performing it live last summer and recording it during the fall. There's no question it's amarked changefrom Costello's angry young man oeuvre; the best label, if you need one, may be chamber pop — ahushed, percussionless sound that still has aunique kind of rhythmic drive. It's ahard album to be ambivalent towards, and the early reviews have been either raves (producer Hal Wilner called it "beautiful and moving") or biting trashes. One man who liked it — HITS' Detroit Lyin' Gary Graff — got ahold of Costello to get some explanation for this dramatic career twist and ended up learning how to play cello.
