In this context, we give instructions for proclaiming 2010 the Year of Cinema during which focus should be laid on looking into the ways and means to promote this sector in terms of creativity, funding, production and distribution . La jeunesse sera également à l’honneur à travers la Compétition des courts métrages tunisiens dont l’abondance traduit le renouvelle- ment des talents sous l’impulsion du Ministère de la Culture et de la Sauvegarde du Patrimoine, à l‘écoute d’une génération de cinéastes au regard audacieux autant qu’original. La Tunisie étant à la Présidence de l’Organisation de la femme arabe en la personne de Madame Leila Ben Ali, cette session rendra un hommage particulier à la femme arabe créatrice, Les JCC organisent à l’occasion une table ronde sur le rôle de la femme arabe dans le cinéma. Une sélection de courts-métrages portant sur le thème de femme concourront pour le prix de la Présidence de l’Organisation de la femme arabe. Un hommage sera rendu à une cinéaste arabe qui a dédié son art aux femmes qui luttent pour se réaliser. Outre la Compétition Officielle et Al’ telier des Projets qui offre des bourses de développement à cinq auteurs africains et arabes, nous organisons un « Producers Network » et un colloque international sur les cinémas africains et maghrébins face à la perception de leur public. Je forme des vœux pour que les JCC continuent d’œuvrer pour la promotion du cinéma arabe et africain et d’être le lieu privilégié des rencontres interafricaines, arabes et internationales, des échanges d’idées, d’images et d’amitié. It has been declared the National Year of Cinema by President Zine El Abidine Ben Ali and International Year of Youth by the UN General Assembly, on the initiative of theT unisian head of state. Carthage Film festival will endeavor to enact these two decisions by presenting the audience with an important number of films from different parts of the world, such asA frica, the Arab world, South America, North America and Europe and giving the floor to a jury of children who will award a prize to one of the films in theO fficial Competition as well as a group of high school students who will debate with the directors and actors. Youth will also be honored through theT unisian short-film Competition.T he abundance of short films bears witness to a renewal of talent thanks to the encouragement of the Ministry of Culture that supports this genera- tion of bold and innovative filmmakers. Tunisia being at the Presidency of the Arab Women’s Organisation in the person of Mrs Leila Ben Ali, this edition will pay a particular tribute to Arab women creators. A selection of short-films whose themes deal with women will compete for the award of the Presidency of the ArabWomen’s organisation. A special tribute will be paid to an Arab director who dedicated her art to women who struggle to realise themselves. Besides the Official Competition and the Projects’ Workshop that offers development grants to fiveA frican and Arab authors, we are organizing a“Producers’ Network” and an international symposium on African and Maghreb cinema and the perceptions of their audiences. I hope that Cathage Film festival will continue to work towards the promotion Arab and African cinema, and to be the privileged place for inter- African, Arab and international meetings, exchange of ideas, reflection and friendship. A l’occasion de cette session qui coïncide avec la célébration à la fois du cinéma et de la jeunesse, la question est plus que jamais d’actualité… Les JCC sont un festival d’aujourd’hui bien que proche du demi-siècle d’existence. Une tradition, avec ses figures, ses fidèles… Le prestige qu’il confère ne va pas sans imposer des responsabilités. Les JCC, plus que tout autre manifestation arabo-africaine dont elles sont la doyenne, sont appelées à réfléchir l’avenir… En pensant cette session nous avons essayé de défricher le terrain en prenant compte de nouvelles donnes qui, nous le pensons vont marquer le cinéma de nos pays lors des prochaines années.
