Afro Asian Journal of Social Sciences Volume 2, No. 2.2 Quarter II 2011 ISSN 2229 – 5313 THE FIRST REPUBLIC AND THE INTERFACE OF ETHNICITY AND RESOURCE ALLOCATION IN NIGERIA’S FIRST REPUBLIC Ekanade Olumide, Department of History and International Relations, Redeemer’s University, Nigeria Tinuola Ekanade, Doctoral Student, Department of Geography, University of Ibadan, Nigeria . ABSTRACT In 1960, Britain bequeathed to Nigeria an imperfect Federation, consisting of three uneven regions. This lopsided arrangement, paved the way for the domination of the federation by the biggest region- (Northern region) This paper adopts the instrumentalist view of federalism. It interrogates the impact of ethnicity on allocation of federal finance in Nigeria between 1960 and 1966. The paper explores the constitutional basis for revenue distribution and the process of subversion by the ruling party. It examines the various mechanisms employed by the North to appropriate federal patronage for its region at the expense of other regions in the period. The paper contends that the unequal access to and competition for scarce resources at the Centre made politics become a dangerous enterprise. The ruling elite (Northerners) seized this opportunity to institutionalize iniquitous fiscal policies which snowballed into political tribulations in the first republic. Till date the ethnic factor continues to play a pivotal role in the political economy of resource sharing in Nigeria. The paper concludes that Nigeria has not been able to manage the challenge of revenue allocation well because the ruling class has been sectional and corrupt. .Much more importantly the ability of the North through the instrumentality of the Central government to dominate its competitors engendered serious crisis in the Nigerian federation which eventually led to the political instability that engulfed the first republic and led to its demise in 1966.

Most Nigerian students learn English Language as a second Language (L2).They have acquired their mother tongues (L1) and are very proficient in them before entering the school. In most cases, many secondary school students do not have the opportunity to use English language at home. For such students, English Language learning and use is restricted to the classroom. Therefore, these students use their mother tongue more in the school environment, at home and for interpersonal relationships. These practices are negatively affecting the production of some sounds in English Language, which is the language of education, government, commerce and international communication.

Journal of Sustainable Development in Africa (Volume 13, No.8, 2011) ISSN: 1520-5509 Clarion University of Pennsylvania, Clarion, Pennsylvania PROBLEMS AND STRATEGIES FOR PRIVATE SECTOR DEVELOPMENT IN AKWA IBOM STATE, NIGERIA Godwin A. Akpan and Enoidem B. Usoro Department of Vocational Education, University of Uyo, Nigeria Anietie E. Akpan Department of Business Education, Akwa Ibom State College of Education, Afaha Nsit, Nigeria ABSTRACT Akwa Ibom State – Nigeria’s leading oil bearing state – is populated with over four million people, 72 per cent of whom live below the poverty line. The state which is the 7th poorest nationwide, and the poorest in the South-South region of the country is usually referred to as a civil service state due to the absence of industrial activities in the area. Most salary earners in the state are employed in the civil service. This study was carried out to determine the causes of the underdevelopment of entrepreneurship in the state, as well as strategies that can be employed to stimulate private sector activities. Two hundred indigenous entrepreneurs were included in the study which took a survey design. Data were collected with the use of a questionnaire. The findings of the study show that inadequate capital, lack of experience, non- cooperation among entrepreneurs, and inadequate governmental support were the major causes of the underdevelopment of the private sector in the state. It was recommended that a special business enhancement agency to fast-track private sector development in the state should be established by the government. Keywords: Economic development strategies, Infrastructural development, Private sector, Development, Indigenous entrepreneurs BACKGROUND OF THE STUDY Economic development policies in Nigeria up to 1986 favoured the expansion of the public sector more than the private sector.
