f.iiifiil Tobyhanna Artillery Range Formerly Used Defense Site, PA ~ ® U.S. ARMY CORPS OF ENGINEERS BUILDING STRONG® FACT SHEET as of 1 FEB 2021 AUTHORIZATION: Defense Environmental Restoration Program FORMER TOBYHANNA ARTILLERY RANGE SITE TYPE OF PROJECT: Formerly Used Defense Site CONGRESSIONAL INTEREST: Senators Casey and Toomey (PA) and Representative Cartwright (PA- 8). BACKGROUND: Tobyhanna State Park and adjacent State Game Lands #127 comprise approximately 25,000 acres of the former Tobyhanna Artillery Range, which was an active military installation from 1912 until its transfer to the Commonwealth of Pennsylvania in 1949. The property served as artillery training ranges during World War I and World War II. Ordnance fired at the site includes 37-mm, 75-mm, and 155-mm conventional munitions. The former artillery ranges are adjacent to the Tobyhanna Army Depot, an active military installation. USACE teamed with the Pennsylvania Department of Environmental Protection to perform a Remedial Investigation/ Feasibility Study (RI/FS). The RI identified the nature and extent of Munitions and Explosives of Concern (MEC) and Munitions Constituents (MC). During the RI/FS process, the site was divided into 16 munitions response sites (MRSs). The MRS’s were designated as low, low to moderate, and high risk based on the explosive safety risk from unexploded ordnance (UXO). The selected remedy for the nine (9) MRSs categorized as high risk is Removal of UXO to Detection Depth with follow-on Land Use Controls. The selected remedy for the seven (7) MRSs categorized as low or low to moderate is Land Use Controls. No MC issues were identified in any of the 16 MRS’s. The Tobyhanna Decision Document (Record of Decision) was signed by the Department of Army in September 2010. Since 2011, USACE has completed over $40 million of munitions remediation work. To date site-wide, over 7,000 high risk acres have been cleared of ~ 7,000 UXO and MPPEH (munitions potentially posing explosive hazard) items and over 1 million pounds (lbs) of munitions documented as safe (MDAS) have been safely disposed of to date. STATUS: During fiscal year 2020 (FY20) the remediation work performed cleared 886 acres in PA State Game Lands 127; 20 UXO and 122 MPPEH were uncovered and ~ 40 thousand lbs of MDAS was securely disposed of. Clearance was completed for two MRSs in FY20, and for each MRS a Final Remedial Action Report will be generated in FY21. Future work at the site will include in-house construction support for dam renovations of Tobyhanna Lake in the PA State Park, and once the lake is drawn down for renovations, additional munitions clearance will occur in the lakebed to remove any munitions posing a potential explosive risk to the public at the Park.
