This report is the culmination of a two and one-half month review of preparations in Russia for the Phase 1A missions (Soyuz TM-21, Mir 18 Main Expedition, and STS-71). Once again the Task Force received tremendous support from many individuals and organizations at NASA. The same applied to our site visits in Russia where we were met with an openness and candor which served to reinforce our confidence in the ultimate success of the upcoming missions. Over the next two months, the Task Force will be focusing its efforts in two areas. The first are the preparations for STS-71, including the status of the Orbiter Docking System and the analysis of data produced by the STS-63 mission. The second area is the NASA and NASA contractor presence in Russia, including the interaction of Phase 1 and Phase 2 personnel, NASA and contractor functions, and the transition from Phase 1 to Phase 2. Cumulated Bibliography of Biographies of Ocean Scientists Deborah Day, Scripps Institution of Oceanography Archives Revised December 3, 2001. Preface This bibliography attempts to list all substantial autobiographies, biographies, festschrifts and obituaries of prominent oceanographers, marine biologists, fisheries scientists, and other scientists who worked in the marine environment published in journals and books after 1922, the publication date of Herdman’s Founders of Oceanography. The bibliography does not include newspaper obituaries, government documents, or citations to brief entries in general biographical sources. Items are listed alphabetically by author, and then chronologically by date of publication under a legend that includes the full name of the individual, his/her date of birth in European style(day, month in roman numeral, year), followed by his/her place of birth, then his date of death and place of death. Entries are in author-editor style following the Chicago Manual of Style (Chicago and London: University of Chicago Press, 14th ed., 1993). Citations are annotated to list the language if it is not obvious from the text. Annotations will also indicate if the citation includes a list of the scientist’s papers, if there is a relationship between the author of the citation and the scientist, or if the citation is written for a particular audience. This bibliography of biographies of scientists of the sea is based on Jacqueline Carpine-Lancre’s bibliography of biographies first published annually beginning with issue 4 of the History of Oceanography Newsletter (September 1992). It was supplemented by a bibliography maintained by Eric L. Mills and citations in the biographical files of the Archives of the Scripps Institution of Oceanography, UCSD. -

In the course of an assessment of Civilian Space Stations, the Office of Technology Assessment (OTA) has undertaken a study of the presence of Soviets in space and their Salyut space stations, in order to provide Congress with an informed view of Soviet capabilities and intentions. The major element in this technical memorandum was a workshop held at OTA in December 1982: it was the first occasion when a significant number of experts in this area of Soviet space activities had met for extended unclassified discussion. As a result of the workshop, OTA prepared this technical memorandum, “Salyut: Soviet Steps Toward Permanent Human Presence in Space. ” It has been reviewed extensively by workshop participants and others familiar with Soviet space activities. Also in December 1982, OTA wrote to the U. S. S. R.’s Ambassador to the United States Anatoliy Dobrynin, requesting any information concerning present and future Soviet space activities that the Soviet Union judged could be of value to the OTA assess- ment of civilian space stations. -

The Ethics of Animal Research – Teacher Notes The previous lesson showed the extensive use of animals in the early days of space research and even today to further our understanding of the space environment. This raises important questions about the ethics of using animals in research. The use of animals in scientific experimentation has always been, and will always be a controversial subject. It is however an unavoidable fact that without animal research we would know far less about biology, diseases and medical conditions that affect humans and other animals. While researchers agree that animals should only be used when there is no known alternative and they should be treated with humane respect to avoid suffering, the scientific community continue to agree that the historical use of animals in research has allowed the development of medical treatment, surgical techniques, vaccines and the advancement of science in other areas. As we know animals were used extensively to serve as surrogates for human beings in the early days of spaceflight to learn vital information about the environment. In recent times, although animals continue to be used in space research, valid arguments about animal suffering have led to great improvements in their treatment. It is estimated that between 50 and 100 million animals are used in research experiments every year. Animals used in testing come from a variety of sources. While many animals, particularly worms and rats, may be purpose bred for testing other animals are still caught in the wild. Opponents to animal testing argue that it is cruel and unnecessary, that the results never reliably predict the reaction of human physiology and that animals have the same right as humans not to be used for experimentation. -

THE SOVIET MOON PROGRAM In the 1960s, the United States was not the only country that was trying to land someone on the Moon and bring him back to Earth safely. The Union of Soviet Socialist Republics, also called the Soviet Union, also had a manned lunar program. This lesson describes some of it. This is the sort of situation the Soviet Union found itself in when President Kennedy in 1961 announced that the United States would set a goal of landing a man on the Moon and returning him safely to the Earth before the end of the decade. -

The historical and legal acts of the Ukrainian SSR and the Soviet Union, regulating the space industry, are analyzed. Considerable attention was paid to the peculiarities of legal regulation of the activities of the main space design bureaus of the time. It is concluded that the space activities of the USSR — in general and the Ukrainian SSR were provided on the basis of sublegislative normative legal acts (resolutions of the Council of Ministers and orders of the Central bodies of the Communist party). However, the lack of the national space law was offset by systematic and full funding of space activities, resulting in the Soviet Union having a powerful space industry. In the conditions of modern development, Ukraine has all the opportunities to achieve significant development of the space industry, using the positive experience of the USSR and opening access to space activities of private investment. APPENDIX I LUNAR AND MARTIAN NOMENCLATURE LUNAR AND MARTIAN NOMENCLATURE A large number of names of craters and other features on the Moon and Mars, were accepted by the IAU General Assemblies X (Moscow, 1958), XI (Berkeley, 1961), XII (Hamburg, 1964), XIV (Brighton, 1970), and XV (Sydney, 1973). The names were suggested by the appropriate IAU Commissions (16 and 17). In particular the Lunar names accepted at the XIVth and XVth General Assemblies were recommended by the 'Working Group on Lunar Nomenclature' under the Chairmanship of Dr D. H. Menzel. The Martian names were suggested by the 'Working Group on Martian Nomenclature' under the Chairmanship of Dr G. de Vaucouleurs. At the XVth General Assembly a new 'Working Group on Planetary System Nomenclature' was formed (Chairman: Dr P. M. Millman) comprising various Task Groups, one for each particular subject.
