Canadian Hydraulics Centre National Research Council Canada Ottawa, K1A 0R6, Canada CHC-TR-041 i Abstract This report presents results of studies conducted to quantify and map Canada’s renewable marine energy resources due to waves and tidal currents. These studies constitute the initial phase of a multi-year project that aims to create a digital atlas of Canadian renewable marine energy resources. The waters off Canada’s Pacific and Atlantic coasts are endowed with rich wave energy resources. The results presented herein define the scale of these resources, as well as their significant spatial and seasonal variations. The annual mean wave power along the 1,000 m isobath off Canada’s Pacific coast totals roughly 37,000 MW, equivalent to over 55% of Canadian electricity consumption, while the annual mean wave power along the 1,000 m isobath off Canada’s Atlantic coast sums to roughly 146,500 MW or more than double current electricity demand. The wave energy available in winter is generally four to seven times greater than in summer. It is important to recognize that due to various factors including environmental considerations, losses associated with power conversion, and socio-economic factors, only a fraction of the available wave energy resource can be extracted and converted into useful power. Even so, the Canadian resources are considered sufficient to justify further research into their development as an important source of renewable green energy for the future. Canada is also endowed with sizeable tidal current energy resources. Compared to other renewable energy sources such as solar, winds and waves, tidal currents have the distinct advantage of being reliable and highly predictable. A total of 190 sites with potential mean power greater than 1 MW have been identified. The total mean potential power at these 190 sites exceeds 42,000 MW, equivalent to roughly 63% of current electricity demand. Classified by Province and Territory, Nunavut has by far the largest potential resource, while British Columbia has the most sites with mean power greater than 1 MW. It is important to note that, as in the case of wave energy, only a fraction of the available tidal current resource can be converted into useable energy without noticeable impact on tides and tidal flows. The effects of extracting energy from tidal currents and from ocean waves should be assessed carefully on a case-by-case basis. This report includes several recommendations for further work, including new modelling studies of nearshore wave conditions and tidal flows in selected regions, and the creation of a web- enabled digital atlas of Canadian marine renewable energy resources.     SUBMISSION TO THE NUNAVUT WILDLIFE MANAGEMENT BOARD FOR Information: X Decision: Issue: South Baffin Island Caribou Abundance Survey, 2012 and Proposed Management Recommendations Background: Caribou are a critical component of the boreal and arctic ecosystems. They are culturally significant to local communities and provide an important source of food. In some areas, there is still uncertainty on population trends because of the lack of scientific information due to difficult logistics and remoteness. This is particularly true for Baffin Island, where three sub-populations of Barrenground caribou (Rangifer tarandus groenlandicus) are hypothesized, though little is known about their abundance and trends over time (Ferguson and Gauthier 1992). In the past 60 years, only discrete portions of their range have been surveyed and no robust quantitative estimates at the sub-population level were ever derived. For over a decade Inuit from communities on northern Baffin Island, and more recently from across the entire island, have reported declines in caribou numbers, although no quantitative estimates are available. In total 10 communities, representing half of all Nunavummiut, traditionally or currently harvest Baffin Island caribou. At the same time, climate change, including increased arctic temperatures and precipitation, and anthropogenic activities connected to mineral exploration and mining are potentially negatively impacting caribou and their range. Due to the risk of these cumulative negative effects, and the importance of these caribou to communities, the Department of Environment undertook, in 2012, a quantitative caribou abundance aerial survey of South Baffin Island with the support of the NWMB and co- management partners. This area represents the most abundant area of caribou on Baffin Island.

The Canadian Hydrographic Service (CHS) considers these charts inadequate for conversion to digital format, and for use in digital navigation systems (including GPS Chart Plotters). To minimize the impact of this change, areas where charts were removed have been covered with smaller scale charts, whenever possible. As a consequence of removing these charts, Jeppesen has discontinued a number of cartridge codes (see the list of affected cartridges below).     National Inuit Strategy on Research www.itk.ca About Inuit Tapiriit Kanatami Inuit Tapiriit Kanatami (ITK) is the national representational organization for the 65,000 Inuit in Canada, the majority of whom live in Inuit Nunangat, specifically, the Inuvialuit Settlement Region (Northwest Territories), Nunavut, Nunavik (Northern Québec), and Nunatsiavut (Northern Labrador). Collectively, these four regions make up Inuit Nunangat, our homeland in Canada. It includes 53 communities and encompasses roughly 35 percent of Canada’s landmass and 50 percent of its coastline. Consistent with its founding purpose, ITK represents the rights and interests of Inuit at the national level through a democratic governance structure that represents all Inuit regions.     Bedford Institute of Oceanography The Bedford Institute of Oceanography (BIO) is the principal oceanographic institution in Canada; it is operated within the framework of several federal government de- partments; its staff, therefore, are public servants. BIO facilities (buildings, ships, computers, library, workshops, etc.) are operated by the Department of Fisheries and Oceans, through its Director-General, Ocean Science and Surveys (Atlantic). In recent decades, traditional ecological knowledge (TEK) has played an increasing role in wildlife management and biodiversity conservation in Canada and elsewhere. This study examined the potential contribution that Inuit TEK (which is one aspect of Inuit Qaujimajatuqangit or Inuit traditional knowledge) could offer to detect and monitor avian cholera and other disease-related mortality among Northern Common Eiders (Somateria mollissima borealis) breeding in the eastern Canadian Arctic. Avian cholera is an infectious disease (Pasteurella multocida) that has been a major conservation issue because of its potential to cause high rates of disease and mortality in several bird species in repeating epizootics; it has spread geographically in North America since the 1940s. In 2004, Inuit hunters from Ivujivik, Nunavik, Québec, were the first to detect avian disease outbreaks among Northern Common Eiders nesting in northeastern Hudson Bay and western Hudson Strait. Laboratory analysis of bird tissues confirmed avian cholera in that region. From 2007 to 2009, we collected Inuit TEK about mortality among Common Eiders and other bird species north and west of where the outbreaks were first detected.
