Not only must the department take action to ensure that fish and marine mammal resources of the North are protected from the various forms of industrial encroachment and are not over-exploited, but it also has a responsibility for producing adequate marine navigation charts for northern waters as well as acquiring the necessary marine science expertise to advise industry and other government departments in many critical areas. The following pages provide a summary of DFO's activities north of 60° during the fiscal year 1979-80, and preview activities for 1980-81. This text will appear as part of the annual publication "Government Activities in the North", produced by the Advisory Committee on Northern Development. GOVERNMENT ACTIVITIES IN THE NORTH - 1979-80 Department of Fisheries and Oceans Responsibilities The department is responsible for fisheries research and management throughout the Canadian North, drawing its authority from several acts, including the significant Fisheries Act. The department implements oceanographic and hydrographic programs and coordinates ocean policies and programs of the federal government. Organization and responsibilities with respect to Fisheries Arctic fisheries management occurs under two regions, the Pacific (Yukon) and the Western (NWT). -

Cephalopods are key species of the eastern Arctic marine food web, both as prey and predator. Their presence in the diets of Arctic fish, birds and mammals Correspondence illustrates their trophic importance. There has been considerable research on Terry A. This study integrates most known locations of Arctic cepha- lopods in an attempt to locate potential areas of interest for cephalopods, and the predators that feed on them. International and national databases, museum collections, government reports, published articles and personal communica- tions were used to develop distribution maps. Species common to the Canadian Arctic include: G. fabricii, Rossia moelleri, R. palpebrosa and Bathypolypus arcticus. Cirroteuthis muelleri is abundant in the waters off Alaska, Davis Strait and Baffin Bay. Although distribution data are still incomplete, groupings of cephalopods were found in some areas that may be correlated with oceanographic variables. Understanding species distributions and their interactions within the ecosys- tem is important to the study of a warming Arctic Ocean and the selection of marine protected areas. -

POLYNYAS IN THE CANADIAN ARCTIC Analysis of MODIS Sea Ice Temperature Data Between June 2002 and July 2013 David Currie 7/16/2014 Using daily sea ice temperature grids produced from MODIS optical satellite imagery, polynya occurrences in the Canadian Arctic and Northwest Greenland were mapped with a spatial resolution of one square kilometer and a temporal resolution of one week. The eleven year dataset was used to identify and measure locations with a high probability of open water occurrence. This approach appears to be most suitable for the spring months, when polynyas and shore leads represent the only open water in the region. An analysis of the results at several geographic scales reveals considerable yearly variation in polynya extents, although the relatively short period studied makes identifying trends rather difficult. SUBMISSION TO THE NUNAVUT WILDLIFE MANAGEMENT BOARD FOR Information: X Decision: Issue: South Baffin Island Caribou Abundance Survey, 2012 and Proposed Management Recommendations Background: Caribou are a critical component of the boreal and arctic ecosystems. They are culturally significant to local communities and provide an important source of food. In some areas, there is still uncertainty on population trends because of the lack of scientific information due to difficult logistics and remoteness. This is particularly true for Baffin Island, where three sub-populations of Barrenground caribou (Rangifer tarandus groenlandicus) are hypothesized, though little is known about their abundance and trends over time (Ferguson and Gauthier 1992). In the past 60 years, only discrete portions of their range have been surveyed and no robust quantitative estimates at the sub-population level were ever derived. For over a decade Inuit from communities on northern Baffin Island, and more recently from across the entire island, have reported declines in caribou numbers, although no quantitative estimates are available. In total 10 communities, representing half of all Nunavummiut, traditionally or currently harvest Baffin Island caribou. At the same time, climate change, including increased arctic temperatures and precipitation, and anthropogenic activities connected to mineral exploration and mining are potentially negatively impacting caribou and their range. Due to the risk of these cumulative negative effects, and the importance of these caribou to communities, the Department of Environment undertook, in 2012, a quantitative caribou abundance aerial survey of South Baffin Island with the support of the NWMB and co- management partners. This area represents the most abundant area of caribou on Baffin Island. -
Cruise Tourism and Sea Ice in Canada's Hudson Bay Region

DRAPer5 (Received 26 March 2009; accepted in revised form 15 July 2009) ABSTRACT. Tourism in the Hudson Bay region of central northern Canada generally is associated with non-consumptive forms of nature-based activities (such as polar bear viewing). However, the region has experienced variable growth in the cruise sector in recent years. This paper examines patterns of cruise activity in all subregions of the Hudson Bay region during three cruise seasons (2006, 2008, and 2009) and mainly reveals a pattern of decline. Since the prevalence of sea ice is an important part of visitor experiences of polar cruises, we examine sea ice change and occurrence of icebergs in the Hudson Bay region. Our sea ice analysis suggests that the length of the navigable shipping season is increasing in this region, which may facilitate both earlier and later shipping. But in terms of cruise traffic, we suggest that the demise of ice coverage signals a possible decline in cruise activity in most of the Hudson Bay region because ice-supported wildlife may shift north with the diminishing ice regime. Given the possible environmental and socio-cultural implications of changing cruise activity patterns in the Arctic and the absence of broad-scale monitoring and surveillance of the industry, use of these available data sources is vital to building a clearer picture.
