At week’s end, our heroine is tied to railroad tracks as a steaming locomotive rounds the bend. Stay tuned. In recent years the public has heard allegations of Aldi bags stuffed with cash and delivered to NSW Labor’s Sussex Street HQ by Chinese property developer Huang Xiangmo. In 2013 corruption findings were made against former Labor ministers Eddie Obeid and Ian Macdonald. The following year, Liberal premier Barry O’Farrell resigned after ICAC obtained a handwritten note that contradicted his claims he did not receive a $3000 bottle of Grange from the head of Australian Water Holdings, a company linked to the Obeids. The same year ICAC’s Operation Spicer investigated allegations NSW Liberals used associated entities to disguise donations from donors banned in the state, such as property developers. Ten MPs either went to the crossbench or quit politics. ICAC later found nine Liberal MPs acted with the intention of evading electoral funding laws, with larceny charges recommended against one. Years earlier there was the sex-for- development scandal, set around the “Table of Knowledge” at a kebab shop where developers met officials from Wollongong council. -

Gina Rinehart $14.02billion from Resources Chairman – Hancock Prospecting Residence: Perth Wealth last year: $20.01b Rank last year: 1 A plunging iron ore price has made a big dent in Gina Rinehart’s wealth. But so vast are her mining assets that Rinehart, chairman of Hancock Prospecting, maintains her position as Australia’s richest person in 2015. Work is continuing on her $10billion Roy Hill project in Western Australia, although it has been hit by doubts over its short-term viability given falling commodity prices and safety issues. Rinehart is pressing ahead and expects the first shipment late in 2015. Most of her wealth comes from huge royalty cheques from Rio Tinto, which mines vast swaths of tenements pegged by Rinehart’s late father, Lang Hancock, in the 1950s and 1960s. Rinehart's wealth has been subject to a long running family dispute with a court ruling in May that eldest daughter Bianca should become head of the $5b family trust. 2. The value of his US-based Pratt Industries has surged this year thanks to an improving manufacturing sector and a lower Australian dollar. Pratt is also executive chairman of box maker and recycling business Visy, based in Melbourne. Visy is Australia’s largest private company by revenue and the biggest Australian-owned employer in the US. Pratt inherited the Visy leadership from his late father Richard in 2009, though the firm’s ownership is shared with sisters Heloise Waislitz and Fiona Geminder. -

Abolition of the Upper House Community Engagement – Updated 27 March 2001 THE ABOLITION OF THE UPPER HOUSE IN QUEENSLAND INTRODUCTION Unicameral legislatures, or legislatures with only one chamber, are uncommon in democracies. It is usually considered that two chambers are necessary for government, and this is the case for the United Kingdom, Canada (at the Federal level) and the United States (Federally, and for all states except Nebraska.) However, some countries, usually small ones, are unicameral. Israel, Denmark, Finland, Luxembourg, Sweden, and Greece have only one chamber. All the Canadian Provinces, all the Malaysian States and some of the Indian ones, including Assam, are unicameral. Other single-chambered legislatures in the Commonwealth include New Zealand, Ghana, Cyprus, Sierra Leone, Tanzania, Uganda, Malta, Malawi, Zambia, Gambia, Guyana, Singapore, Botswana, Zimbabwe and (Western) Samoa. In Australia, the Federal Government has two chambers, as do the governments of all the states, except Queensland. At its separation from New South Wales in 1859, Queensland had two houses of Parliament, the Legislative Assembly and the Legislative Council. But in a move unique in Australian history, the Legislative Council abolished itself. EARLY DAYS OF THE LEGISLATIVE COUNCIL, 1860-1890 Queensland, separated from New South Wales in 1859, was the only colony to have a Parliament from its inception. When the Parliament of Queensland was first promulgated in 1860, there were two houses of Parliament. The first members of the Upper House, the Legislative Council, were appointed for five years by the Governor of New South Wales, so that Queensland would not be left permanently with nominees from the Governor of another colony. -

HON PETER COLLIER (North Metropolitan — Minister for Energy) [5.33 pm]: Prior to question time I was talking about the separation of powers and my strong feeling that the proposed select committee will compromise the separation of powers within Western Australia. There is a bit of a problem when we blur the lines of responsibility in the different levels of government, and when one level encroaches on another, we go down a very slippery slope. I just draw the house’s attention to the following article to reinforce what I have just said on the separation of powers. The article from Oz Politics, under the heading “Separation of powers”, reads — Introduction The doctrine of the separation of powers had a celebrated moment in the history of Queensland politics. It occurred in December 1988, at the Fitzgerald Commission of Inquiry into Possible Illegal Activities and Associated Police Misconduct. In spite of his 19 years experience as the Premier of Queensland, the by then retired Sir John Bjelke Petersen was unable to explain the doctrine to the Inquiry. Quite simply, the ex-Premier had no idea. Evan Whitton (1989: 184-185) reported part of the exchange as follows: Michael Forde (Counsel examining Sir Joh Bjelke Petersen): What do you understand by the doctrine of the separation of powers under the Westminster system? Sir Joh Bjelke Petersen: The Westminster system? The stock? Forde: The doctrine of the separation of powers under the Westminster system? Wamer, Toowoomba South) read prayers and took the chair at 11 a.m. PRIVILEGE Criticism of Mr Speaker; Referral to Select Committee of Privileges Mr WARBURTON (Sandgate—Leader of the Opposition) (11.1 a.m.): I rise on a matter of privilege. In doing so, I refer you, Mr Speaker, to Standing Order No. 46, which states— "An urgent Motion, directly conceming the privileges of the House, shall take precedence of other Motions as well as of Orders of the Day." Because of the public criticism of the Speaker of the Parliament by a member of the Govemment as a result of last Thursday's events in this House, it seems to me that a question of privilege arises. For a Govemment member to say publicly that the Speaker is unable to manage the job, and for that member to be publicly critical of the Speaker's performance is a matter of grave concem. As a result of those comments, the Speaker has been quoted as saying that he was aware that two Ministers were mnning round the House lobbying to have him replaced. Mr Speaker, the public attack on your position, together with your response, which implies that certain National Party Ministers are undermining your position, necessitates discussion and relevant responsible action by members in this place. I hope that it is not necessary to remind the Premier and Treasurer and aU other members that the Speaker holds the position because of the Parliament and not because of the National Party Govemment. -

Lasted only 30 mins and Bjelke-Petersen refused to call a ‘truce’ with the federal LNP opposition. He also addressed public meeting in Alice Springs claiming it as the venue where the ‘war’ began…as opposed to Wagga Wagga where the Joh for PM campaign was launched. 21 February 1987 The Courier Mail reports on the Savage Committee report on red tape reduction before Cabinet – recommending a formal review of Local Government Act with representatives of Public Service Board, LGA, BCC, Urban Development Institute & Queensland Confederation of Industry. In a separate article, Lord Mayor Atkinson supports findings of Savage Report. 27 February 1987 Queensland National Party Central Council voted to withdraw from federal coalition.
