23 May 2016 Australian Press Release: Koala Protection Act sent to Prime Minister Malcolm Turnbull Koala Foundation The Australian Koala Foundation (AKF) has written to Prime Minister Malcolm Turnbull, Opposition Leader Bill Shorten, Nationals Leader Barnaby Joyce and Greens Leader Richard A.C.N. 010 922 102 Di Natale today to request their support for a Koala Protection Act. The Koala Protection Act is a piece of national legislation that has been formulated by the AKF in consultation with legal teams in Australia and overseas focusing on protecting Koala habitat. Current legislation focuses on the Koala itself but not their habitat. A draft of the Act was enclosed, along with a Statutory Declaration for all leaders to sign prior to the election that states that they will seek to support the Koala via this legislation should they be re-elected. CEO of the AKF Deborah Tabart OAM said that the Act is based on the USA’s Bald Eagle Act that brought the Bald Eagle back from the brink of extinction. She said as Australia’s national icon, the Koala needs the same strength of purpose. “It is not our intention to offend the leaders by requesting they sign a Statutory Declaration, but rather a determination borne of frustration over the AKF’s 30-year experience,” said Ms Tabart. “Since 1988 when I was appointed as CEO of the AKF I have had conversations and correspondence with the who’s who of Australian politics; Environment Ministers at the Federal level and Premiers at the State level."[see notes below] Ms Tabart said the number of Environment Ministers in each State and the Mayors of the 320 Councils in Koala Habitat that she has also corresponded with is too high to remember. -

Having secured the defeat of the Moore Government in the 1932 state elections, Forgan-Smith and the ALP in Queensland were now charged with the responsibility of fulfilling the promises made to the Queensland electorate. Getting Queenslanders working again and dragging the economy out of a crippling depression were the 218 cornerstones of Labors electoral resurrection. For this to occur one of the requirements of the labour movement was to ensure a climate of industrial peace and resist calls for direct industrial action. As ever the Labor Party would look to its foremost political and industrial ally the AWU to enforce the compliance of trade unionists through its reliance upon the arbitration system. For the AWU the immediate goals were to restore the power and prestige of the Arbitration Court which had been emasculated by the Moore administration and to retrieve the many employment conditions which his government had eroded. -

Populate, parch and panic: two centuries of dreaming about nation-building in inland Australia Introduction This chapter represents one facet of a more extensive research project on the historical development and future prospects of the Australian inland, especially the area that lies between the Great Dividing Range and the deserts of Central Australia. The question I will attempt to answer here is that of why a grandiose ‘nation-building’ solution to the perceived problems of the inland has retained a significant presence in public debate for more than seven decades, even though it has repeatedly and convincingly proved to be impractical and financially unviable. -

The great difficulty of government is the creation of authorities with sufficient power to achieve the desired aims of government, peace and order, while preventing the unintended misuse of that power. -
The French Economic Mission to Australia 1918
JACQUELINE DWYER 30 AHEAD OF THEIR TIME: THE FRENCH ECONOMIC MISSION TO AUSTRALIA 1918 JACQUELINE DWYER Introduction In the closing weeks of the Great War, Sydney was taken over by the enthusiastic welcome given to the delegates of an Economic Mission to Australia, sent on behalf of the government of France. They had that morning disembarked from the steamship Sonoma after their journey across the Pacific Ocean from San Francisco.1 The Mission’s principal aim was to re-establish and enhance the trading conditions that had existed between France and Australia in the years preceding the war, taking advantage of Germany’s eclipse. The French Department of Foreign Affairs hoped also to discuss the destiny of former German colonies in the South Pacific, and to resolve the pending situation of the New Hebrides.2 These delegates were to spend three months in Australia, visiting the other state capitals and regional centres where similar welcomes awaited them, and where they were shown the potential trading resources of this nation. This article proposes, through a more detailed description and analysis of the Mission than has been done to date, to cast light on French-Australian relations of the time, combining a number of sources. The Mission’s official report for the general public, The Economic Relations between France and Australia, published in English in 1919, is a detailed assessment of their bilateral trade.3 Especially valuable was Robert Aldrich’s article (1989), ‘La Mission Française en Australie de 1918’, based on the diplomatic archives of the Quai d’Orsay. (Its title has been shortened to Confidential Report.) A third report is the Rapport Thomsen. -

Irschick Spring 2012 Speculative Modern: Urban Forms and the Politics of Property in Colonial Hong Kong Copyright 2012 by Cecilia Louise Chu 1 Abstract Speculative Modern: Urban Forms and the Politics of Property in Colonial Hong Kong Cecilia Louise Chu Doctor of Philosophy in Architecture University of California, Berkeley Professor Nezar AlSayyad, Chair This dissertation traces the genealogy of property development and emergence of an urban milieu in Hong Kong between the 1870s and mid 1930s. This is a period that saw the transition of colonial rule from one that relied heavily on coercion to one that was increasingly “civil,” in the sense that a growing number of native Chinese came to willingly abide by, if not whole-heartedly accept, the rules and regulations of the colonial state whilst becoming more assertive in exercising their rights under the rule of law. Long hailed for its laissez-faire credentials and market freedom, Hong Kong offers a unique context to study what I call “speculative urbanism,” wherein the colonial government’s heavy reliance on generating revenue from private property supported a lucrative housing market that enriched a large number of native property owners. Although resenting the discrimination they encountered in the colonial territory, they were able to accumulate economic and social capital by working within and around the colonial regulatory system. -

3.0 Those who Set the Stage 3.1 Those concerned with Home Rule (for and against) 3.1.2 Augustine Birrell, Chief Secretary for Ireland, 1907-1916 Birrell contributed indirectly to the Rising by failing (together with Asquith) to confront the Ulster unionists and by failing to take action against the republicans planning the Rising. Augustine Birrell (1850-1933) was from Liverpool. His father was a Baptist minister and his maternal grandfather a Free Church of Scotland minister; in later life he became an agnostic, but maintained a Liberal nonconformist outlook. A legacy enabled him to study law at Trinity Hall, Cambridge, following which he practiced as a barrister and gained recognition as an essayist and literary critic of distinction. Elected as the Liberal MP for West Fife in 1889, he served as a minister under Campbell-Bannerman, becoming Chief Secretary for Ireland in 1907, an office which he held until May 1916 when he resigned under a cloud in the aftermath of the Rising. The Chief Secretary was the official responsible for formulating and administering government policy in Ireland. Birrell was one of the most humane, committed and productive ministers ever to hold the office. He was well disposed towards nationalist Ireland, his ultimate objective being Home Rule. In the meantime, he had a total of fifty-six pieces of largely beneficial legislation enacted. These included acts for the establishment of the National University of Ireland and Queen’s University Belfast, and the 1909 Land Act, which accelerated the purchase of land by tenants and reduced agrarian strife. -
