Abolition of the Upper House Community Engagement – Updated 27 March 2001 THE ABOLITION OF THE UPPER HOUSE IN QUEENSLAND INTRODUCTION Unicameral legislatures, or legislatures with only one chamber, are uncommon in democracies. It is usually considered that two chambers are necessary for government, and this is the case for the United Kingdom, Canada (at the Federal level) and the United States (Federally, and for all states except Nebraska.) However, some countries, usually small ones, are unicameral. Israel, Denmark, Finland, Luxembourg, Sweden, and Greece have only one chamber. All the Canadian Provinces, all the Malaysian States and some of the Indian ones, including Assam, are unicameral. Other single-chambered legislatures in the Commonwealth include New Zealand, Ghana, Cyprus, Sierra Leone, Tanzania, Uganda, Malta, Malawi, Zambia, Gambia, Guyana, Singapore, Botswana, Zimbabwe and (Western) Samoa. In Australia, the Federal Government has two chambers, as do the governments of all the states, except Queensland. At its separation from New South Wales in 1859, Queensland had two houses of Parliament, the Legislative Assembly and the Legislative Council. But in a move unique in Australian history, the Legislative Council abolished itself. EARLY DAYS OF THE LEGISLATIVE COUNCIL, 1860-1890 Queensland, separated from New South Wales in 1859, was the only colony to have a Parliament from its inception. When the Parliament of Queensland was first promulgated in 1860, there were two houses of Parliament. The first members of the Upper House, the Legislative Council, were appointed for five years by the Governor of New South Wales, so that Queensland would not be left permanently with nominees from the Governor of another colony. -

This has required public agencies to lead and direct the creation of new technological opportunities and innovations. The predictable response from bureaucrats and politicians steeped in economic liberalism (that industry policy is not an appropriate instrument of public policy) must face rebuttal as both economically ill-informed and unjustified by evidence. This paper provides an overview of the key issues exemplifying the development of industry policy in many of the advanced economies and draws an outline map of how they might be applied to the Queensland economy. Introduction The structure of the Queensland economy has changed significantly in the past decade. Manufacturing, as a component of Gross State Product, has declined from 10.4 per cent in 2004-5 to 7.2 per cent in 2014-5. The sector’s contribution to State employment has declined from 10 per cent to 7.2 per cent. Likewise, mining’s contribution to Gross State Product has fallen from a peak of 14.8 per cent in 2008-9 to 7.3 per cent in 2014-5 while its contribution to employment has increased only slightly from 2 per cent to 2.8 per cent. -

Having secured the defeat of the Moore Government in the 1932 state elections, Forgan-Smith and the ALP in Queensland were now charged with the responsibility of fulfilling the promises made to the Queensland electorate. Getting Queenslanders working again and dragging the economy out of a crippling depression were the 218 cornerstones of Labors electoral resurrection. For this to occur one of the requirements of the labour movement was to ensure a climate of industrial peace and resist calls for direct industrial action. As ever the Labor Party would look to its foremost political and industrial ally the AWU to enforce the compliance of trade unionists through its reliance upon the arbitration system. For the AWU the immediate goals were to restore the power and prestige of the Arbitration Court which had been emasculated by the Moore administration and to retrieve the many employment conditions which his government had eroded. -

Introduction Between 1913-1957 the Queensland Branch of the Australian Workers' Union (AWU) was the largest branch of the largest trade union in Australia. Throughout this period in Queensland the AWU accounted for approximately one third of all trade unionists in that state and at its peak claimed a membership in excess of 60 000. Consequenfly the AWU in Queensland was able to exert enormous influence over the labour movement in that state not only in industrial relations but also within the political sphere through its affiliation to the Australian Labor Party. From 1915-1957 the Labor Party in Queensland held office for all but the three years between 1929-1932. AWU officials and members dominated the Labor Cabinets of the period and of the eight Labor premiers five were members of the AWU, with two others closely aligned to the Union. Only the last Labor premier of the period, Vincent Clare Gair, owed no allegiance to the AWU. The AWU also used its numerical strength and political influence to dominate the other major decision-making bodies of Queensland's labour movement, most notably the Queensland Central Executive (QCE), that body's 'inner' Executive and the triennial Labor-in-Politics Convention. -

Radical Media in the Deep North: The origins of 4ZZZ-FM by Alan Knight PhD Brisbane used to be called the Deep North. It spoke of a place where time passed slowly in the summer heat, where rednecks ran the parliament and the press, blacks died from beatings and the police thought themselves above the law. Even though Brisbane is situated in the bottom southeast quarter of the great northern state of Queensland, it's sobriquet represented a state of mind. Queensland was described as a cultural backwater lacking bookshops, political pubs, radio and television network headquarters and the publishing centres where Australian intellectuals could be seen and heard. It was fashionable, then as now, for many in Sydney and Melbourne to dismiss Queenslanders as naive, if not malignant conservatives. Yet in 1975, Brisbane created Australia's most radical politics and music station, 4ZZZ-FM. It broadcasts to this day. How did it come about and why? The Bitter Fight Queensland has a long, yet often forgotten history of conflict between conservatives and radicals. In a huge, decentralised state, the march to democracy has been signposted by demands for free speech expressed through a diversified media. ZZZ is an offspring of these battles, which were in part fought out in the state's mainstream and underground media. The bitter fight began in earnest in 1891, when Queensland shearers went on strike over work contracts. The strikers produced a flurry of cartoons, articles and satirical poems, which were passed around their camp fires. They joined armed encampments, which were broken up only after the government called in the military. -

PALASZCZUK’S SECOND YEAR AN OVERVIEW OF 2016 ANN SCOTT HOWARD GUILLE ROGER SCOTT with cartoons by SEAN LEAHY Foreword This publication1 is the fifth in a series of Queensland political chronicles published by the TJRyan Foundation since 2012. The first two focussed on Parliament.2 They were written after the Liberal National Party had won a landslide victory and the Australian Labor Party was left with a tiny minority, led by Annastacia Palaszczuk. The third, Queensland 2014: Political Battleground,3 published in January 2015, was completed shortly before the LNP lost office in January 2015. In it we used military metaphors and the language which typified the final year of the Newman Government. The fourth, Palaszczuk’s First Year: a Political Juggling Act,4 covered the first year of the ALP minority government. The book had a cartoon by Sean Leahy on its cover which used circus metaphors to portray 2015 as a year of political balancing acts. It focussed on a single year, starting with the accession to power of the Palaszczuk Government in mid-February 2015. Given the parochial focus of our books we draw on a limited range of sources. The TJRyan Foundation website provides a repository for online sources including our own Research Reports on a range of Queensland policy areas, and papers catalogued by policy topic, as well as Queensland political history.5 A number of these reports give the historical background to the current study, particularly the anthology of contributions The Newman Years: Rise, Decline and Fall.6 Electronic links have been provided to open online sources, notably the ABC News, Brisbane Times, The Guardian, and The Conversation. -

My name is Lewis Hamilton, the President of the Society. Before we begin, I would first like to acknowledge the Gadigal people of the Eora nation, the Traditional Custodians of this Land. I would also like to pay respect to their Elders both past and present, and extend that respect to any other Aboriginal people present in this room this evening. Today marks the fourth successive year that we have held this lecture to commemorate the life achievements of Frank Walker. It is the fourth year that we have celebrated the great successes of a man who was the First Law Officer of New South Wales from 1976 to 1983, a time of significant change to our legal and social landscape. As a Minister in the Wran Labor Government, Frank oversaw significant reforms in areas as diverse as land rights, criminal and anti-discrimination law, child welfare and Aboriginal land rights. Importantly, as you are perhaps about to discover, he did so at a time that was very different to ours; where reform agendas could be more simply communicated to an electorate that was, for the most part, wedded to one party or the other. Frank’s widow, Pamela Walker, regrets that she is a late withdrawal from tonight’s lecture for health reasons. -

Curating the City: unpacking contemporary art production and spatial politics in Brisbane i Abstract Contemporary art and exhibition-making is increasingly deployed in the urban development and marketing of cities for political-economic benefit, yet the examination of the aesthetic and cultural aspects of urban life is curiously limited. In probing the unique political conditions of Brisbane, Australia, this thesis contrasts two periods — 1985-1988 and 2012-2015 — in order to more fully understand the critical pressures impacting upon the production of contemporary aesthetic projects. While drawing upon Henri Lefebvre's right to the city, and insisting upon a right to imagine the city, this thesis concludes that a consistent re-articulation of critical pressure, which anticipates oppositional positions, is necessary.
