FOR PARISH COUNCIL MEETING HELD ON THURSDAY 8TH SEPTEMBER 2016 AT 8PM IN CASTLE CAMPS VILLAGE HALL

PRESENT: Sue Herbert (Chairman) Chris Basham (Vice Chairman), Terry Chapman, Clive Germany, Hannah Horton and Molly Furner In attendance: Andrew Fraser (District Councillor), Richard Turner (District Councillor), Melanie Laing (Parish Clerk) and 1 parishioner

The meeting started at 8pm 1.Accept apologies and reasons for absence Dan Hoddinott sent apologies due to work commitment, Bev Garbutt sent apologies due to pre-arranged engagement. Roger Hickford sent apologies All apologies were accepted 2.Minutes of meeting on Thursday 14th July 2016 were proposed by Sue Herbert, seconded by Molly Furner. All present at July’s meeting voted in favour 3. Declarations of interest - none 4.District and County Council reports and items of interest Richard Turner District Councillor Boundary Commission – discussion on reducing number of District Councillors and agreeing parishes they will represent Public consultation closed on 4/07. Final recommendations are expected by 6/09/16 but as yet there is no information Community Chest - grant monies available to fund local projects Still open Planning Training - planning training for Parish Councils Cllr Turner has contacted Jane Green and passed Clerk details to follow up Next Parish Planning Forum is 10/10/16 at 6.30 – 8pm Ward Combined Monthly Meeting - meeting of 8 local parishes This will be held at the Balsham Pavilion on Wed 28/09 at 7.30pm. Julie Ayre a planning officer and Nicola Burdon from County have been invited Devolution - redistribution of certain powers from Central Government to the local region Public consultation closed on 23/08/16 where residents and businesses had a say on the proposed devolution deal. Responses will be reviewed and each council including South Cambs will have to formally agree. Full Council meeting is planned for 26/10/16, Government will then give final approval before the end of the year. The proposed deal includes control of a new £600 million fund to support economic growth, and development of local infrastructure and jobs over 30 years, £100 million to be invested over 5 years to build houses, including affordable rented and shared ownership in the Greater area and £70 million over the same period for houses in Cambridge.

A Combined Authority would include a Councillor from each of the local councils and a representative from the Local Enterprise Partnership all with equal status. If decided a Mayor would be elected in May. All Councils will retain their powers and will continue to deliver services as they do currently. 5. Parishioners’ Question Time Can Cllr Turner and Cllr Fraser look into the parking problems in Claydon Close caused by more cars as families are being moved into bungalows originally designed for the elderly. Councillors agreed to raise the problem

Terry Mann arrived at 8.14pm 6. Matters Arising – For information only 6.1 Magnolia tree planting on land in front of 30 Claydon Close has been granted permission. Land has been confirmed to be owned by the Parish Council. Clerk has spoken to Mr & Mrs Crowhurst at 30 Claydon Close and they have agreed to maintain the tree if they plant it 6.2 Update following meeting of Byway 7 on 22/07/16. Several Councillors met Peter Gaskin, Public Rights of Way Officer, on site and discussed measures needed to improve drainage to the Byway. It was agreed more light was needed to dry out the land, overhanging vegetation needed severely cutting back and ditches needed to be cleared to allow water to drain. Once this has been addressed the next available road plainings will be spread on the Byway to help firm up the soil. SCDC has started clearing the overhanging vegetation and clearing the ditches. It was mentioned that at present the scrub debris hadn’t be disposed of or burnt 6.3 Update on the Green. Potholes have been filled in with soil and seeded. Parish Council thanked Clive Germany for repairing the No Parking sign. Residents of Potash Cottage are still parking on the Green despite being asked not to. 7. Matters for the council to discuss / vote on 7.1 Telephone box. Convert into information point. Sue Herbert looked at phone box and stated boarding and shelves would be required. Clive Germany will supply. Andrew Fraser said a local parish had surplus GPO paint that they may sell he will forward details to the Clerk. All present agreed to buying paint. Sue Herbert agreed to paint the box. 7.2 Dog poo bin at Byway 7 entrance and entrance of footpath next to 1 Road. Clerk received an email complaint from Claire Atreides, resident, on 5th Aug about the amount of poo along the byway, footpaths and field behind Claydon Close and requested more dog poo bins, Terry Chapman will action this with SCDC. Councillors agreed more signs were needed. Clerk to get prices for signs including the current fine. Councillor’s Fraser and Turner discussed use of poo bag dispensers attached to bins 7.3 CCTV on playground. All present agreed that CCTV was necessary. Parish Council would like to link in with Village Hall system. Terry Chapman will speak to Dickie Moore about being the responsible person for Parish Council. Terry Chapman will look into forms needed. Cost for application will be £35/year Electricity box supplying Multisport Area lighting was vandalised on 9/08/16. Sue Herbert has to make a statement to Police. Crime report number:CF0347790816. Malcolm Coxhall has removed fuse and fitted a new heavy duty padlock. 22/09/16 Clerk awaiting quote from Argent re installing an override switch in Village Hall which would cut all power to the Multisports Area 7.4 Move Village Hall gate. Chris Basham has the new gate. Clive Germany and Chris Basham will site and erect the new gate. It was mentioned that the present gate isn’t always being locked. 7.5 Meeting of 8 Parishes- Balsham Pavilion Wed 28/9 7.30pm. Sue Herbert and Clerk will attend

8. Playground 8.1 Outcome of discussion for surface surrounding Mushroom set. No meeting has taken place at present. 8.2 Litter bin liners – in hand. 8.3 Grant for fencing – in hand. Clerk needs copies of quotes for Community Chest grant application 8.4 Update on replacement items from Caledonia Play. Email received from Sandy Salamond, Logistics Manager, on 5/09/16 saying he should know in next couple of days what’s on truck but as yet has no ETA of truck. Amey Cespa funding grant has been extended until the end of October. 22/09/16 Clerk has received notification that all replacement equipment and Junior Tower are now in the UK and Caledonia Play will be coming to install and carry out repairs/replacements on 3/10/16 – 5/10/16.

10. Finance 10.1 Move current account from NatWest to Unity Trust Bank online. Proposed by Sue Herbert, seconded by Terry Chapman. 11.Clerks Items 11.1 Money has been received from Transparency grant for computer equipment to enable Parish Council to comply with Local Audit and Accountability Act 2014 Transparency Code. Councillors agreed to share equipment with Horseheath Parish Council. 11.2 Clerk circulated up to date accounts, bank reconciliations and half yearly budget summary. Terry Chapman requested that in future Clerk should circulate in advance of meeting. 11.3 Review policies – In hand

12. Matters for next Agenda Camps Review - Clerk to produce and distribute notice of opportunity for volunteer to resurrect Camps Review Grass Cutting Contract - Clerk to check end date Footpath Officer - Clerk has met with Pete Mills and agreed to mower service and repair. Councillor’s Fraser and Turner agreed there were no grants available towards footpath maintenance Tennis Club – Clerk to follow up if this is a current club. Molly Furner is storing a court net Football Club – Clerk to find out if there is interest
