University of Pretoria etd – Nsingo, S A M (2005) - 181 - CHAPTER FOUR THE PROFILE, STRUCTURE AND OPERATIONS OF THE BEITBRIDGE RURAL DISTRICT COUNCIL INTRODUCTION This chapter describes the basic features of the Beitbridge District. It looks at the organisation of the Beitbridge Rural District Council and explores its operations as provided in the Rural District Councils Act of 1988 and the by-laws of council. The chapter then looks at performance measurement in the public sector and local government, in particular. This is followed by a discussion of democratic participation, service provision and managerial excellence including highlights of their relevance to this study. BEITBRIDGE DISTRICT PROFILE The Beitbridge District is located in the most southern part of Zimbabwe. It is one of the six districts of Matebeleland South province. It shares borders with Botswana in the west, South Africa in the south, Mwenezi District from the north to the east, and Gwanda District in the northwest. Its geographical area is a result of amalgamating the Beitbridge District Council and part of the Mwenezi- Beitbridge Rural District Council. The other part of the latter was amalgamated with the Mwenezi District to form what is now the Mwenezi District Council. Significant to note, from the onset, is that Beitbridge District is one of the least developed districts in Zimbabwe. Worse still, it is located in region five (5), which is characterized by poor rainfall and very hot conditions. As such, it is not suitable for crop farming, although this takes place through irrigation schemes. BEITBRIDGE RURAL DISTRICT COUNCIL STRATEGIC PLAN (2016-2020) i i. FOREWORD FROM THE COUNCIL CHAIRPERSON The Strategic Plan (2016-2020) is the main document that has been produced by the Beit Bridge Rural District Council (RDC) with support from its development partners. The plan was produced with involvement and effective participation of the Rural District Development Committee (RDDC), Rural District Councillors, Traditional Leaders, Business CommunityResidents Association and Council Staff.The plan is a review of the Beitbridge Rural District Council Strategic Plan (2014 – 2018). An early review of this plan was prompted by the need to align the rural district’s operations to the Central Government’s economic blue print called the Zimbabwe Agenda for Sustainable Socio-Economic Transformation (ZimAsset), and the need to plan for the prevailing socio-economic environment. The overall aim of this Plan is to contribute to the national guiding vision, which is thriving ‘Towards an Empowered Society and a Growing Economy”The core strategic goals were aligned to the Zim Asset pillars (or clusters), namely,Food Security and Nutrition; Social Services and Poverty Eradication; Infrastructure and Utilities; and Value Addition and Beneficiation. Additional goals were crafted as deemed necessary, and these relate to the strengthening of local government institutions, formation of partnerships, mobilization of resources and the creation of Participatory Monitoring and Evaluation system. The plan becomes the principal guide of all development activities by BeitBridge Rural District Council, and will guide all operations involved in the development by Beitbridge Rural District Council in the next five years.The successful implementation of this plan will depend onthe commitment by relevant stakeholders and support from all leaders in the district. -

THOMPSON, M.Se. • ISSUED BY AUTHORITY SALISBURY-- -1975 3 Pri./t' ", ,be Go""" ...., Pri.,", S.lisbury The Karoo Rocks in the Mazunga Area, Beitbridge District INTRODUCTION This account of the Karoo rocks in the Mazunga area is an explana tion to accompany three geological maps, the Tull, Mazunga and Gongwe maps, which are published separately. They were compiled during a geological reconnaisance of the outcrop of the Karoo System during 1971 and 1972 using air photographs and 1 : 50000 topographic maps. The mapped area lles between latitudes 21 ° 30' and 22° 12' south and longtitudes 29° 00' and 30° 36' east and covers an area of 6825 km' of which 2125 km' are in the Tull, 2800 km' in the Mazunga, and 1 900 km' in the Gongwe map areas. The area is mainly in the Beitbridge District, but includes parts of the Gwanda and Nuanetsi Districts. It is subdivided into several large ranches and 'African Tribal Trust Lands with no large settlements. Mazunga and Tull are the largest. The main road from Beitbridge to Bulawayo crosses the Mazunga map area, and the main road to Fort Victoria and Salisbury crosses the eastern part of the Gongwe map area. Away from these main roads there are earth roads and tracks, mainly on the ranches, as well as several airstrips. The large rivers affect communications, being wide stretches of sand in the winter and often floods in the summer. -

University of Pretoria etd – Nsingo, S A M (2005) - 262 - CHAPTER FIVE DATA PRESENTATION AND ANALYSIS INTRODUCTION The worth of any scientific research is dependent on the manner in which data were collected and analysed. This means that once data has been collected, it has to be sifted, tabulated, and grouped appropriately to convey a meaning that is consistent with the research question or problem being investigated. One may have piles of completed questionnaires, interview results and several documents collected on a particular issue, but before the data are properly analysed or converted into interpretable information, this mass of data remains meaningless. Thus, every piece of scientific research needs a data presentation and analysis component. The main purpose of this study is to measure the performance of the Beitbridge Rural District Council over an eight-year period from the time RDCs were introduced in July 1993 to the end of the year 2001. While there are many variables that one can focus on within this framework, this study looked at three important factors: democratic participation, service provision, and management performance. The establishment of RDCs was a way of entrenching decentralisation principles and in particular, those of devolution in Zimbabwe’s government system. This was intended to give people at the local level a chance to govern themselves and make decisions on the combination of goods and services that would enhance their welfare and make life good for them. Thus, RDCs were expected to raise the consciousness of local people so that they could realize that their socio-economic and political well being lay in their hands, University of Pretoria etd – Nsingo, S A M (2005) - 263 - rather than those of central government officials and those at the sub-national levels. -

Keywords: Regionalisation of a hydrological model presents opportunities for prediction in ungauged basins and Ephemeral catchments. This study regionalises HBVx, derived from the conceptual hydrological model HBV, in the HBV semi-arid Mzingwane Catchment, Limpopo Basin, Zimbabwe. Fifteen meso-catchments were studied, Meso-scale including three that were instrumented during the study. Discriminant analysis showed that the charac- PUB teristics of catchments in the arid agro-ecological Region V were significantly different from those in Regionalisation semi-arid Region IV. Analysis of flow duration curves statistically separated sub-perennial catchments from (sub-)ephemeral catchments. Regionalised parameter sets for HBVx were derived from means of parameters from the sub-perennial catchments, the (sub-)ephemeral catchments and all catchments.
