Verhoeven Leuven, 1996 2 POSTGRADUATE RESEARCH TRAINING IN BELGIUM I. Beuselinck J.C. Verhoeven Postgraduate research training in Belgium is a rather recent phenomenon. Like in many West-European countries until the 1970s more attention was paid to the expansion of the universities. New universities were created in the 1960s and 1970s in order to give more youngsters the opportunity to enjoy a university education, a policy which was accompanied with more financial support for the existing universities and the expansion of scholarships for not wealthy but capable students. This development was not free from problems. Belgium is a divided country with three important cleavages which had in those years an important influence on political decisions. First, there is the religious cleavage: the split between the Roman Catholics and the anticlericals. Second, the cleavage between working classes and the propertied classes. Third, the linguistic cleavage between the Flemish and the French-speaking group. Also the university expansion was influenced by these oppositions. Belgium has in addition to state universities a strong group of free universities, mainly Catholic, but two non-confessional universities as well. Each university wanted to take as much advantage of the university expansion politics as possible. Since 1971 both systems, free and state universities are subsidized on equal basis. Moreover, the opposition between the Dutch speaking group and the French speaking group was the cause of fierce debate about the means for university expansion in Flanders, The French-speaking Community, and Brussels (Verhoeven, 1982). -

The Threnodia Hiberno-Catholica (1659) and the Irish Franciscan
THE THRENODIA HIBERNO- CATHOLICA (1659) AND THE IRISH FRANCISCAN COMMUNITY IN THE TYROL By Nienke Tjoelker This article focuses on Maurice Conry’s Threnodia Hiberno-Catholica (1659) and the Irish Franciscan community in the Tyrol. Conry's work is an example of many Latin works written by Irish exiled clergy on the Continent in the mid-seventeenth century. In this contribution, after outlining the authorial issues, a summary of the contents of the Threnodia is given and then placed in the context of the expatriate clerical Irish of the 1650s. The piece concludes with a section on contemporary reactions to itinerant Irish friars, mainly from within mendicant circles. The Threnodia Hiberno-Catholica, sive Planctus Universalis Totius Cleri et Populi Regni Hiberniae was published under the pseudonym of F. M. Mori- sonus, ordinis observantiae, S. Theologiae Lector, Praefatae Crudelitatis testis ocularis in Innsbruck, 1659. Although often mentioned by historians as an important source for our knowledge of the atrocities of Cromwell against the Irish in the 1650s, little research has been done into this work since Brendan Jennings published his edition of the work in 1947 with a short introduction.1 In this article, I will address the question of why this book was published in Innsbruck, and not in any of the more famous Irish centres on the conti- nent, such as Prague, Paris, or Louvain. The historical context of the Irish Franciscan community in the Tyrol (modern day Tirol in Austria, and Südti- rol and Trentino in Italy) seems to me a gap in the existing research on Irish exile communities on the continent. -

The destruction of Louvain has brought a pang to the hearts of the Great Irish people, for the University of Lou- vain was for centuries the great uni- versity for Irish students, and especi- ally ecclesiastical students, there be- ing no such institution in Ireland it- self. I. The Irish Franciscan college of St. Anthony at Louvain was granted a bull of foundation by Pope Paul V on 3 April 1607. This small house in what is now Leuven, Belgium, became one of the most intense centres of Irish engagement with Europe. Its history, both that of the friars who inhabited the college itself and that of the soldiers, diplomats and merchants who supported it, is also the story of Ireland’s decisive step into Europe. St. Anthony’s College owed both its foundation and location to Florence Conry a Franciscan friar and future archbishop of Tuam. Conry, a native of the townland of Figh part of the civil parish of Tibohine, barony of Frenchpark, Co. Roscommon, belonged to the learned family of the Uí Mhaoil Chonaire and had been trained in seanchas or traditional learning before leaving to study in Salamanca. He later entered the Franciscan order and, apart from a short return to Ireland as ‘confessor, adviser and favourite’ of Red Hugh O’Donnell just before the battle of Kinsale in 1601, spent his life in the Spanish dominions. The combination of Gaelic sensibility, Spanish courtiership, political astuteness and Latinate scholarship found in Conry helps explain the choice of Louvain as a novitiate-in-exile and house of studies for the Irish Franciscans. Founded in 1425, Louvain’s medieval university had developed into one of the intellectual powerhouses of Europe. Given its short distance from the border with the Protestant Netherlands the university had become one of the key centres of counter-reformation thought which, when combined with its proximity to the vast printing presses of Antwerp made it an ideal training ground for priests for the Irish mission. -

Devolution, Nation-Building and Development Assistance: A Case Study of the Welsh Government’s Wales for Africa Programme Kathleen Mulready This thesis is submitted in fulfilment of the requirements for the degree of Doctor of Philosophy School of Geography and Planning Cardiff University 2017 Abstract Devolution, Nation-Building and Development Assistance A Case Study of the Welsh Government’s Wales for Africa programme Abstract This study explores Wales for Africa, the Welsh Government’s international development programme. It particularly considers the issues of political decentralisation, and participation in development assistance, on the making of national identity in contemporary Wales. Using a case study methodology, and a conceptual framework of the sub-state and the citizen as development actor, it explores how notions of Welsh subjectivity are tied to iterations of national identity and civic value, constructed around the concept of sustainable development, and ideas of mutual benefit and reciprocity in international development. It focuses specifically on community-based development organisations linked with partner organisations in sub- Saharan Africa. Although the potential benefits of citizen-led development initiatives to right-based approaches are recognised, little attention has previously been paid to the role of international development to sub-state nation-building. The study seeks to address this gap. Situated within the field of interpretive policy analysis, the thesis adopts a context sensitive approach focussed on how a political narrative around nationhood and civic value has been constructed around Wales’ development activities as a symbol of an alternative nation. Beginning with political devolution, the timeframe of the study ends at October 2016. -
