Also called signing officer/ authority having the Power of Attorney (PoA) from the competent authority of the respective Bidding firm. Bidder The bidder shall mean the following (a) Any company within the meaning of Section 25/8 of the Companies Act,1956/ 2013; (b) A trust registered under the provisions of the Indian Trusts Act, 1882; (c) A society registered under the provisions of the Societies Registration Act, 1860; or (d) A society registered under the provisions of the Rajasthan Societies Registration Act, 1958. The term “Bidder” used under this RFP would apply to both a single entity as well as a Consortium. BoD Board of Directors BoSER Board of Secondary Education, Rajasthan, Ajmer BS Bid Security. Procuring Entity Also called buyer. Concession Concession Agreement means the draft Concession Agreement Agreement attached with this Bid document, including its recitals, schedules and Annexures and any amendments thereto made in accordance with the provisions of the said Agreement. Consortium The term “Consortium” shall mean a group of Bidders, comprising of four (4) entities, coming together to implement the project in accordance with the terms and conditions of the RFP and the Joint Bidding Agreement. Each member of the Consortium shall hold at least 25% equity stake in the Consortium. For the avoidance of any doubt, it is hereby clarified that no Bidder applying individually or as a Member of a Consortium, as the case may be, can be a Member of another Consortium. Contract “The Contract” means a legally enforceable agreement entered into between Director, RCSE and the selected bidder(s) with mutual 3 Abbreviation Definitions obligations. Contract/ Project The Contract/ Project Period shall commence from the date of Period Letter of Award and ending on the last date of the 10th (tenth) anniversary of Academic Year starting in the year of the signing of the Agreement Day “Day” means a calendar day as per GoR Department Rajasthan Council of Secondary Education or its substitute as decided by the Government of Rajasthan from time to time. Lead Member Lead Member of the Consortium For the avoidance of any doubt, it is hereby clarified that the Lead Member shall be that entity who is duly nominated by all other members of the Consortium and has experience of operation and maintenance of minimum 50% of the schools as per point no. 4 of Chapter 3 (Eligibility Criteria). LoA Letter of Award LoI Letter of Intent Member Member of a Consortium. For the avoidance of any doubt, it is hereby clarified that each Member of a Consortium shall hold at least 25% (twenty – five percent) stake in the Consortium at all times and any Member of a Consortium should not be a Member of any other Bidder for the purposes of this RFP. Women are more vulnerable compared to their male counterparts mainly because they do not have means and control over finances, although women have important contribution in livelihood activities. But since the decision making is with the male members who have access to other financial services, spending and investment priorities are seldom in favour of women. Consumer Unity & Trust Society (CUTS) with the support of Department of Consumer Affairs, Ministry of Consumer Affairs, Food & Public Distribution, Government of India is implementing a project entitled, ‘Enhancing Financial Protection of Consumers in Particular Women through Financial Literacy Initiatives’ with following objectives. Objectives The main objectives included capacity building of the rural consumers, especially women in terms of financial literacy thereby enhancing their financial inclusion and other financial related involvements and boosting awareness, knowledge and skills among the target community on the financial decisions about savings, investments, borrowings, income and expenditure. In addition, overcome their vulnerability and ensure the community’s economic security by linking them with financial services and with the government/non- government development schemes. Proposed Activities The Project will be implemented in all 23 blocks of Bhilwara and Chittorgarh district.
