The projects involving clearance under Coastal Regulation Zone Notification, 1991 shall be submitted with the application and C.R.Z. map duly demarcated by one of the authorized agencies, showing the project activities, w.r.t. C.R.Z. (at the stage of TOR) and the recommendations of the State Coastal Zone Management Authority (at the stage of EC). 2. Introduction of the Project/Background Information: (i) Identification of project and project proponent. In case of mining project, a copy of mining lease/letter of intent should be given: The project is for the mining of Quartz & Feldspar mineral over the lease area of 4.062 Ha near Village-Kot, Tehsil- Raipur & District - Bhilwara (Raj).

Identification of project proponent: The applicant is M/s Mahalaxmi Minerals and is the owner of the mine. Address:- M/s Mahalaxmi Minerals Ward No. - 14, Surajpura, Tehsil - Raipur, Distt. - Bhilwara (Raj.) (ii) Brief description of the project: The mining lease mineral Quartz & Feldspar of 4.062 ha area near Village-Kot, Tehsil- Raipur & District - Bhilwara (Raj) was granted in favour of M/s Mahalaxmi Minerals. vide order no. DMG/Bhil/CC-5/F-1(1) M.L. 785/2012/3249 on dated 28/05/20147. The lease deed was executed on date 20/06/2014 and was Registration on dated 23/06/2014. The copy of the aravalli certificate and composite map showing all mining leases falling within 500m radius from the periphery of the core zone is attached as Annexure - 1. The Mining plan was approved under Rule 22 (4) of MCR 1960 & 23(B) (1) of MCDR 1988 (Amended 2003). By the letter no. 785/2012/1183-1191 on dated 27/03/2014.

The copy of the Approved Mining Plan is attached as Annexure - 2. (iii) Need for the project and its importance to the country and or region: The lease area has been prospected by various Government Departments. Based on the deposits available, the area is granted for mining lease for the extraction of Quartz & Feldspar. Minerals Quartz & Feldspar are of industrial importance. These minerals are essential for electrical, ceramic & glass industries. Feldspar is used in the manufacture of porcelain, glass, paint & abrasive industries. Quartz is used in glass, foundry, porcelain, paints, sandpapers and wood filler. The properties of quartz make it valuable in electronics applications. Quartz is one of several minerals which are piezoelectric, meaning that when pressure is applied to quartz, a positive electrical charge is created at one end of the crystal and a negative electrical charge is created at the other. It is also strongly pyroelectric which means that temperature changes can cause the development of positive and negative charges within the crystal. While some other minerals may have these properties, quartz is required because it is

transparent, tough, and of unvarying chemical composition. Around 25 people will be employed in this mine. It will create employment (though marginally) for local population of the villages both directly and indirectly. (iv) Demand-Supply Gap: Quartz & Feldspar demand has been on an upsurge in the region Bhilwara due to the high rise demand in the building and construction (electrical & paints), ceramic & glass industries resulting in regional growth. Quartz & Feldspar is important mineral and small movements in its demand may produce price fluctuations. The mining industry has witnessed continuous modernization and adoption of new technologies in recent years for the excavation of mineral like Quartz & Feldspar. The proposed project is encountering huge market demand presently. (v) Imports vs Indigenous Production: There will be no import for the existing project. Local villagers will be employed. There will be Indigenous production in the entire mining activity. (vi) Export Possibility: Not applicable as proposed mine production is for domestic use. (vii) Domestic/Export Markets: The excavated mineral will be used and sold in the local market of Bhilwara, Bhilwara, Jaipur and nearby regions. In domestic market, feldspar is majorly used as a glaze in ceramics, in making dinnerware and bathroom and building tiles. In ceramics and glass production, feldspar is used as a flux. Quartz is used in glass foundry, porcelain, paints, sandpapers and wood filler. The export market is not envisaged for the proposed project. (viii) Employment Generation (Direct and Indirect) due to the project: A total of 25 persons will be required as direct and indirect employment for the proposed mining activity which will be given to local workers. 3. Project Description: (i) Type of project including interlinked and interdependent projects, if any: The mining of Quartz & Feldspar will be carried out by Open – Cast Semi Mechanized mining method. This will be an independent project. No interlinked project is proposed. (ii) Location (map showing general location, specific location, and project boundary & project site layout) with coordinates: The lease having area is equal to 4.062 Ha and falls in G.T. Sheet No. 45 K/03.

The geographical location with respect to boundary pillars of the mining lease is shown as under – Latitude - 25°21’04.00”N to 25°21’13.4”N Longitude - 74°04’22.7”E To 74°04’29.3”E The key map stating the GT sheet number and coordinates of the lease area is attached as Plate No. 1 and the route map showing the connectivity of the lease area is attached as Plate No. 2.

(iii) Details of alternate sites considered and the basis of selecting the proposed site, particularly the environmental considerations gone into should be highlighted: This is a mining project which is site specific and cannot be shifted at will. Further, the project is not situated in an environmentally sensitive area. (iv) Size or magnitude of operation: The proposed target production in this mining scheme will be of 92134TPA (ROM) per annum over the lease area of 4.062 Ha. (v) Project description with process details (a schematic diagram/flow chart showing the project layout, components of the project etc. should be given): The mining in the lease area is proposed to be carried out by Open – Cast Semi Mechanized mining method. The salient features of proposed mining method are:-  The height of the bench will be maintained at 3.0m.  The width of the bench will be maintained at more than 3m.  Considering the stability of rocks the final slope or say ultimate pit slope is proposed 40° - 45° from vertical.  Transportation of the mineral from mine to end users will be done by hired trucks which will be loaded manually. The excavation of minerals will be done by process of drilling with jack hammer and blasting by using explosives. After the blasting process, the bulk will be loaded as a stack at separate placed with the help of excavator. The sorting of the mineral will be done manually and thereafter would be loaded in tippers/trucks to transport the mineral produced to industries.

(vi) Raw material required along with estimated quantity, likely source, marketing area of final product/s, Mode of transport of raw Material and Finished Products:

No raw materials are required for the production. After the production of minerals Quartz & Feldspar, the sorted bulk will be dispatched via hired trucks/tippers to various nearby units/industries in Bhilwara, Rajsamand, Chittorgarh Udaipur and other cities/districts.

(vii) Resource optimization/recycling and reuse envisaged in the project, if any, should be briefly outlined: Utmost effort will be made to put the excavated material to proper use. Approximate 152656.4 MT of mine waste consisting of overburden and mineral waste will be generated during this mining scheme and will be dumped within the mine lease. The plantation is proposed over an area of 13405 sq. m. inside the mining lease and rest will be done outside the lease area. After complete extraction of minerals up to its economic depth, the excavated pit will be used as a pond/reservoir for water which will be used by local people for irrigation purpose.

(viii) Availability of water its source, Energy/power requirement and source should be given. The continuous supply of water is necessary for the drilling process and sprinkling on haulage road and approach road. The water for drinking purpose is obtained from the nearby villages by taking permission from Panchayat and also from water tankers. Water or Slurry pumps of 5 H.P. are also required to pump the water out during rainy seasons. Water Requirement Chart:

lease. A garland drain of size 1m x 1m is also proposed at the bottom of the dump so as to prevent washout. (x) Schematic representations of the feasibility drawing which give information of EIA purpose: As per the Environment Impact Assessment (EIA) notification dated 9th Sept. 2013, project falls under category 1 (a) B2. The EIA report is not required. Hence direct environmental clearance is needed for the project from the DEAC, Bhilwara The baseline studies will be undertaken as per schematic diagram.

or nallah within the lease area. The area is comprised of rocks Granite Gneiss belonging to Shambhugarh Formation Sandmata Complex of Bhilwara Super Group. (iv) Existing land use pattern (agriculture, non-agriculture, forest, water bodies (including area under CRZ)), shortest distances from the periphery of the project to periphery of the forests, national park, wild life sanctuary, eco sensitive areas, water bodies (distance from the HFL of the river), CRZ. Maximum temperature is 46 degrees Celsius. Minimum temperature is 6 degrees Celsius. There are some villages lying within the buffer zone (radius of 15 km.) of the mining lease.

Government Upper Primary School, hospital facility is available at a distance of 1.6 Km NNW at Kot. Residents of these villages do not require any rehabilitation at present.

5. Planning Brief: (i) Planning Concept (type of industries, facilities, transportation etc) Town and Country Planning/Development authority Classification: The proposed mining will be carried out by Open – Cast Semi Mechanized mining method. Final Pit Slope will be maintained at around 40 degrees to 45 degrees from vertical. The bench height will be 3m. Mineral waste will be dumped within the boundary of mine lease east side. Mineral stack will be separate for mineral waste & sub-grade and sorted out mineral. Total of 1490 plants will be planted and proper care will be taken by replenishing the casualties. (iv) Assessment of Infrastructure Demand (Physical & Social): Basic facilities already exist and same may be further augmented. The infrastructure demand in the villages will be evaluate on the basis of necessity and priority. Strengthening of nearby schools, community centre, and primary health centre will be supported by the proponent.

(v) Amenities/Facilities: Facilities exist for the workers like site office, toilets, water huts, first aid, rest shelter, etc. As the workers are from nearby village, hence no housing facilities will be needed. 6. Proposed Infrastructure: A water reservoir will be constructed / erected at the end of the mine life for irrigation purpose. (i) Industrial Area (Processing area): The area is well connected by road network to the mine from District headquarter etc. The area is self sufficient to supply the needs of the project. Hence, no infrastructure is proposed. PP will sell the minerals produced to nearby ball grinding units and from there the mineral in powder form will be sold to industries in Gujrat state.

Significant contributions will be made towards education, medical facilities and cultural aspects. Drinking water facilities has been provided to villagers. Plantation done will improve environmental conditions in the area. (v) Connectivity (Traffic and Transportation Road/Rail/Metro/Water ways etc): The area can be reached by private jeep or by own vehicles. (vii) Sewerage System: Not applicable. (viii) Industrial Waste Management: There is no beneficiation required. (ix) Solid Waste Management: Refer point 3 (ix).
