I submit this Opinion to further clarify my position. Prefatory The rule of law we swore to uphold is nothing but the rule ofjust law. The rule of law does not require insistence in elaborate, strained, irrational, and irrelevant technical interpretation when there can be a clear and rational interpretation that is more just and humane while equally bound by the limits of legal text. The Constitution, as fundamental law, defines the mm1mum qualifications for a person to present his or her candidacy to run for President. It is this same fundamental law which prescribes that it is the People, in their sovereign capacity as electorate, to determine who among the candidates is best qualified for that position. In the guise of judicial review, this court is not empowered to constrict the electorate's choice by sustaining the Commission on Elections' actions that show that it failed to disregard doctrinal interpretation of its powers under Section 78 of the Omnibus Election Code, created novel jurisprudence in relation to the citizenship of foundlings, misinterpreted and misapplied existing jurisprudence relating to the requirement of residency for election purposes, and declined to appreciate the evidence presented by petitioner as a whole and instead insisted only on three factual grounds j Concurring Opinion 2 G.R. -

The world celebration was tempered, however, by unease over Earth's vulnerability to terrorism and its dependence on computer technology. The excitement was typified by the Pacific archipelago nation of Kiribati, so eager to be first to see the millennium that it actually shifted its portion of the international dateline two hours east. The caution was exemplified by Seattle, which canceled its New Year's party for fear of terrorism. In the Philippines, President Benigno Aquino III is bracing for a “tough” new year. At the same time, he called on Filipinos to pray for global peace and brotherhood and to work as one in facing the challenges of the 21st century. Lauzon with assistance from Pol del Mundo of the Movie and Television Review and Classification Board (MTRCB) Ana Fajardo of the Film Academy of the Philippines (FAP) Edwin Joaquin of the MOWELFUND Film Institute The Filipino film celebrates this year its 85th anniversary but its activities and achievements through the years still need to be documented and assessed fully and systematically. Today, the country is still wanting not only in the capability to preserve its film heritage but also in the determined and sustained efforts to collect and preserve existing data on Filipino film for posterity. It does not help that the conservation of Filipino heritage, taxing and tedious as it is already, is appreciated by only a few individuals even within the industry. As an institution dedicated to the study of films, the UP Film Institute (UPFI) shall try to help in the task of gathering, classifying and disseminating data on the Filipino film. As part of its commitment to the public, the UPFI shall make these data available to everyone through the publication of a systematic and comprehensive listing of Filipino films, beginning with those produced in 2003. This year is most apropos as it was also in 2003 that the UPFI was formally established by virtue of the UP Board of Regents resolution. The UPFI realizes that such filmographies are indispensable for anyone who wants to gain an overview of the film landscape in the country and to make necessary, informed and authoritative observations on the state of the Filipino film industry. -

PRIVILEGE SPEECH OF REP. PUNO REP. PUNO. Thank you, Mr. Speaker. Mr. Speaker, my dear colleagues in the Sixteenth Congress, nothing gives us greater pleasure than to recognize a great performance when we see it. I rise today to recognize the Gilas Pilipinas national basketball team, which last night bagged the silver medal in the 27th FIBA Asia Championships, earning it a coveted slot to finally participatate among the world’s best in the upcoming FIBA World Championship in Madrid, Spain next year. Mr. Speaker, today is a glorious day for Philippine sports. Through the unpararelled team effort, strong determination and unwavering commitment of the Gilas Pilipinas, the Philippines was able to register the strongest finish yet in 27 years in the FIBA Asia Championships. Basketball- loving Filipinos all over the world have long believed that we can sustain, and even surpass this impressive showing not only because of our national team’s proven basketball skills and acumen but because finally, we now have the organization, teamwork and resolve to unite under one flag and country, toward the attainment of a common and shared goal. Today is a day of jubilation, Mr. Speaker, my dear colleagues, as we celebrate not just a victory on the basketball court, but of the triumph of the undying Filipino competitive spirit and unrelenting will to succeed. Several factors, events, and people came together and saw fruition in the years and months leading up and culminating in our national team’s inspiring performance from August 1 to 11, 2013. First of all, I salute the players, they were the ones who played hard, spent a lot of early mornings and late nights for practice and team meetings. -
