POE LLAMANZARES, Petitioner, vs. COMMISSION ON ELECTIONS, FRANCISCO S. TATAD, ANTONIO P. CONTRERAS, and AMADO T. VALDEZ, Respondents. Promulgated: March 8, 2016 x---------------------------------------------------------------------~~o=;::.-~ CONCURRING OPINION LEONEN, J.: I am honored to concur with the ponencia of my esteemed colleague, Associate Justice Jose Portugal Perez. I submit this Opinion to further clarify my position. Prefatory The rule of law we swore to uphold is nothing but the rule ofjust law. The rule of law does not require insistence in elaborate, strained, irrational, and irrelevant technical interpretation when there can be a clear and rational interpretation that is more just and humane while equally bound by the limits of legal text. The Constitution, as fundamental law, defines the mm1mum qualifications for a person to present his or her candidacy to run for President. It is this same fundamental law which prescribes that it is the People, in their sovereign capacity as electorate, to determine who among the candidates is best qualified for that position. In the guise of judicial review, this court is not empowered to constrict the electorate's choice by sustaining the Commission on Elections' actions that show that it failed to disregard doctrinal interpretation of its powers under Section 78 of the Omnibus Election Code, created novel jurisprudence in relation to the citizenship of foundlings, misinterpreted and misapplied existing jurisprudence relating to the requirement of residency for election purposes, and declined to appreciate the evidence presented by petitioner as a whole and instead insisted only on three factual grounds j Concurring Opinion 2 G.R. -

Volume XXXIII No. 11 November 2015 Montreal, QC Canada www.filipinostar.org Justin Trudeau becomes 23rd Canadian Prime Minister A former school teacher and member of Parliament since 2008, Trudeau becomes the second youngest prime minister in Canadian history Justin Trudeau, the son of the late Canadian leader Pierre Trudeau, has triumphed in one of the country’s most dramatic elections of recent times, trouncing the Conservatives to lead his father’s Liberal party back to power. After nine years in government, Conservative Prime Minister Stephen Harper last night conceded the loss of his parliamentary majority, with the Canadian Broadcasting Corporation (CBC) calling the election for his rival almost immediately as the polls closed. The 43-year-old Mr Trudeau, whose father was Prime Minister for more than 15 years in the 1970s and 1980s, is a sometime actor and former high school teacher, who sprang on to the public stage when he delivered the eulogy at his father’s funeral in 2000. He has been an MP since 2008 and becomes Canada's second youngest prime minister ever. Addressing his supporters at Liberal headquarters in Liberal leader Justin Trudeau makes his way to the stage with wife Sophie Gregoire at the Liberal party Montreal last night, Mr Trudeau said: headquarters in Montreal, Tuesday, Oct. 20, 2015. A Dirty Affair Political Melodramas of Democratization
6 A Dirty Affair Political Melodramas of Democratization Ferdinand Marcos was ousted from the presidency and exiled to Hawaii in late February 1986,Confidential during a four-day Property event of Universitycalled the “peopleof California power” Press revolution. The event was not, as the name might suggest, an armed uprising. It was, instead, a peaceful assembly of thousands of civilians who sought to protect the leaders of an aborted military coup from reprisal by***** the autocratic state. Many of those who gathered also sought to pressure Marcos into stepping down for stealing the presi- dential election held in December,Not for Reproduction not to mention or Distribution other atrocities he had commit- ted in the previous two decades. Lino Brocka had every reason to be optimistic about the country’s future after the dictatorship. The filmmaker campaigned for the newly installed leader, Cora- zon “Cory” Aquino, the widow of slain opposition leader Ninoy Aquino. Despite Brocka’s reluctance to serve in government, President Aquino appointed him to the commission tasked with drafting a new constitution. Unfortunately, the expe- rience left him disillusioned with realpolitik and the new government. He later recounted that his fellow delegates “really diluted” the policies relating to agrarian reform. He also spoke bitterly of colleagues “connected with multinationals” who backed provisions inimical to what he called “economic democracy.”1 Brocka quit the commission within four months. His most significant achievement was intro- ducing the phrase “freedom of expression” into the constitution’s bill of rights and thereby extending free speech protections to the arts. SARE, Vol. 58, Issue 1 | 2021
SARE, Vol. 58, Issue 1 | 2021 Making Space for Myth: Worldbuilding and Interconnected Narratives in Mythspace Francis Paolo Quina University of the Philippines-Diliman, Quezon City, the Philippines Abstract The comics medium has long proven to be fertile ground for worldbuilding, spawning not only imaginary worlds but multiverses that have become international transmedial franchises. In the Philippines, komiks (as it is called locally) has provided the Filipino popular imagination with worlds populated by superheroes, super spies, supernatural detectives, and creatures from different Philippine mythologies. The komiks series Mythspace, written by Paolo Chikiamco and illustrated by several artist-collaborators, takes the latter concept, and launches it into outer space. Classified by its own writer as a “Filipino space opera” consisting of six loosely interconnected stories, Mythspace presents a storyworld where the creatures of Philippine lower mythologies are based on various alien species that visited the Philippines long ago. The article will examine the use of interconnected narratives as a strategy for worldbuilding in Mythspace. Drawing from both subcreation and comic studies, this article posits that interconnected narratives is a worldbuilding technique particularly well-suited to comics, and that the collaborative nature of the medium allows for a diversity of genres and visual styles that can be used by future komiks creators to develop more expansive storyworlds. Keywords: comics studies, subcreation studies, storyworlds, Mythspace, the Philippines The comics medium has long proven to be fertile ground for worldbuilding. It has spawned not only storyworlds in the pages of comic books and graphic novels but given birth to multiverses of storytelling across several media. -
