SECTION 4 TE WĀHANGA TUAWHA APPENDICES APPENDIX A - STATUTORY RECOGNITION OF THE REMP 175 APPENDIX A Statutory recognition of the REMP RMA 1991 For the purposes of the Resource Management Act 1991 (RMA), particularly of section 35A, Raukawa Charitable Trust confirms that it is the Iwi Authority for Raukawa and that the Te Rautaki Taiao a Raukawa, the Raukawa Environmental Management Plan (the Plan) represents the Raukawa Charitable Trust is to be considered the Iwi Authority for all relevant sections of the RMA. It should be noted that Raukawa Charitable Trust may, from time to time, delegate certain functions and implementation of this Plan to a subsidiary, delegated person(s), and/or other Waikato- Tainui entity (for example, the Waikato Raupatu River Trust). Such delegations are authorised and removed at the sole discretion of Raukawa Charitable Trust Raukawa Charitable Trust expects that the marae and hapū that constitute Raukawa are afforded the same status as Raukawa Charitable Trust when exercising their kaitiakitanga consistent with this Plan as if this Plan were written for their marae and hapū. Raukawa Charitable Trust also recognises that marae, hapū, and clusters of marae and/or hapū may develop their own environmental planning documents and Raukawa Charitable Trust is supportive of documents where they are consistent with this Plan. 176 TE RAUTAKI TAIAO A RAUKAWA With respect to the RMA it is noted that: (a) This Plan provides clarity to those Part 2 Matters in the RMA that are of relevance to Māori, in particular (but not limited to): (i) Section 6 – recognising and providing for: (e) the relationship of Māori and their culture and traditions with their ancestral lands, water, sites, wāhi tapu, and other taonga; (g) the protection of historic heritage from inappropriate subdivision, use, and development; (f) the protection of protected customary rights; (ii) Section 7 Other Matters – (a) having particular regard to kaitiakitanga; and (iii) Section 8 Treaty of Waitangi – taking into account the principles of the Treaty of Waitangi. -

Inherited Body A thesis presented in partial fulfilment of the requirements for the degree of Doctor of Philosophy in Creative Writing at Massey University, Manawatū, New Zealand. Rebecca Joy Styles 2017 Abstract Narrative ethics is a useful tool for approaching New Zealand historical fiction about family history because it looks to the risks and losses of appropriating family for the author, their subjects, and readers. In the following critical analysis I discuss three recent New Zealand novels based on family historical narratives, each of which depict characters attempting to write their own stories within power structures that threaten to silence them: Alison Wong’s As The Earth Turns Silver (2009), Paula Morris’s Rangatira (2011), and Kelly Ana Morey’s Bloom (2003). For a writer a narrative ethics analysis ensures they acknowledge the ethical implications of their work, not just for their own family, but for collective understanding. My novel Inherited Body fictionalises an incident from my family’s history about mental health and sits alongside a contemporary narrative that seeks to understand the possible causes of a psychotic break. A narrative ethics analysis has highlighted my dual role as reader/critic and writer. Wayne C. Booth’s discussion of narrative ethics emphasises the connection between writer, character and their readers. Adam Zachary Newton expands on this transactive connection and shows the ethical consequences of narrating story and fictionalising people, and the reciprocal claims connecting teller, listener, witness and reader in that process. -

Po Kauhau Lecture Series Ken Raureti Maunga Ruawahia and Surrounding Lands | 19 August, 2016 Thank you Tipene for paying tribute to our tupuna who have pased on before us and for wel- coming us home tonight. Tena tatou Ngati Rangitihi, thank you for coming together tonight to enjoy the hospitality of our tupuna, Rangiaohia, beneath our mountain, Ruawahia. Ruawahia is the reason we are here this evening; Ruawahia, Tarawera, Wahanga and the surrounding area. This is a special place to me. The lecture tonight will be divided into four parts. Part 1 – a video showing surrounding district from Ruawahia as the vantage point. If you were standing atop Ruawahia and looked in this direction, you would see Matata, Wahanga above, in the distance will be Moutohora, Putauaki, Te Whakatohea, Makeo??, Te Whanau a Apanui all the way across to Tuhoe, Te Urewera, Maungapohatu; to Murupara, Tawhiuau, Ngati Manawa; continuing on to Ngati Whare Tuwatawata; Onwards to Tuwharetoa and the subsequent mountain range. This is the vista from Ruawahia. It is akin to standing on top of the world. To me, Ruawahia is the pinnacle of the world. Ruawahia, our mountain. Ruawahia is the highest peak within the Lakes District, the Waiariki region, in Ngati Awa, Whakatohea and Te Whanau a Apanui. Ruawahia, our lofty mountain. How high is it? 1111 metres. The view from Ruawahia is a sight to behold. Firstly, as I reflect upon those who have passed on and whom Tipene has rightly acknowledged. Our mountain is sacred and of great signigicance to us as it was to those who have long since died and to those who have passed more recently. -

Whale Rider: The Re-enactment of Myth and the Empowerment of Women Abstract Whale Rider represents a particular type of mythic film that includes within it references to an ancient sacred story and is itself a contemporary recapitulation of it. The movie also belongs to a further subcategory of mythic cinema, using the double citation of the myth—in its original form and its re-enactment—to critique the subordinate position of women to men in the narrated world. To do this, the myth is extended beyond its traditional scope and context. After looking at how the movie embeds the story and recapitulates it, this paper examines the film’s reception. To consider the variety of positions taken by critics, it then analyses the traditional myth as well as how the book first worked with it. The onclusionc is, in distinction to the book, that the film drives a wedge between the myth’s original sacred function to provide meaning in the world for the Maori people and its extended intention to empower women, favoring the latter at the former’s expense. -

Coromandel-Colville Reserves: Management Plan September 2018 Purpose of this plan The Reserves Act 1977 requires that Thames-Coromandel District Council (the Council), as an administering body, prepare this management plan (Section 41). Reserves Act management plans are an important reserve management tool. These management plans are developed in consultation with reserve users, community and key stakeholder groups, with consideration to current management of a reserve. A management plan will provide for continuity between legislative requirements, council plans and policies, and the day-to-day operation of a reserve. This draft Coromandel Colville Reserves Management Plan applies to all reserves in the Coromandel Colville area administered by Thames-Coromandel District Council that are covered by the Reserves Act 1977. A management plan for the Coromandel Colville reserves was first prepared in 2005. This is the first review of the original plan. CULTURAL TRANSLATION AND FILMMAKING IN THE PACFICIC Vilsoni Hereniko Introduction When my feature film The Land Has Eyes screened at the Moscow International Film Festival in 2004, my producer/wife and I, the director and writer, were assigned a Russian translator. Since we don’t speak Russian, we were grateful for this service. However, during the introduction preceding the film screening, some members of the audience reacted in rather surprising ways to the translator’s version of what we had said, making us wonder about the accuracy of the translation. And then the film screened. No one laughed or made any audible sounds throughout the screening of our film. Everyone was so quiet you could hear yourself breathe. This was strange because we had just returned from screening the film eight times around Rotuma where the film was shot. There, the reaction was one of hilarity, with some audience members shouting mocking comments at the actors on screen, cheering when an old lady riding a scooter chased the villain, or slapping each other on the back as they burst into laughter when someone said or did something that they recognized as so typically Rotuman. Audience members teased the actors who sat among them, ridiculing them when they made an appearance and basically making quite a bit of noise. This was the first feature film 1 ever made on Rotuma, and seeing themselves on screen appeared to be a source of amusement, if not excitement. At several screenings, the chiefs had to order the audience to shut up so that others could hear the dialogue and follow the film’s plot. -

NGĀTI HEI and THE CROWN AGREEMENT IN PRINCIPLE EQUIVALENT July 2011 INTRODUCTION - SETTLEMENT STRUCTURE 1. The Iwi of Hauraki1 entered into a Framework Agreement between the Hauraki Collective and the Crown dated 1 October 2010. 2. The Framework Agreement and Agreement in Principle Equivalents represent incremental steps towards a comprehensive Deed of Settlement between the Crown and the Iwi of Hauraki. 3. The Deed of Settlement will settle all Historical Claims2 under the Te Tiriti o Waitangi / the Treaty of Waitangi3 in the Hauraki region which arise from the whakapapa of each of the Iwi of Hauraki. 4. As a consequence of the Deed of Settlement, each of the Iwi of Hauraki will be entitled to a range of Treaty settlement redress. 5. The Crown and the Iwi of Hauraki acknowledge that the ultimate structure of a settlement with the Iwi of Hauraki is yet to be agreed, and will be developed in the course of negotiations. Thus, for example, it is not yet agreed whether there will be multiple deeds of settlement or a single deed of settlement with iwi specific redress.4 6. This Agreement in Principle Equivalent comprises both collective and iwi specific chapters and includes: a. redress agreed to by the Crown; b. redress the Crown is willing to explore; and c. redress the Hauraki Collective and Ngāti Hei seek. 7. The Crown acknowledges that the Collective and Ngāti Hei has the right to seek redress, but notes that some of the redress iwi seek is outside current government policy. 8. Ngāti Hei is party to the Hauraki Collective Framework Agreement and is undertaking iwi specific negotiations in respect of its interests. -
