Washington, D.C. 20585 I-NERI — 2005 Annual Report Foreword The International Nuclear Energy Research Initiative (I-NERI) was established by the U.S. Department of Energy (DOE) in fiscal year (FY) 2001 as a mechanism for conducting collaborative research and development (R&D) with international partners in advanced nuclear energy systems development. I-NERI was created in response to recommendations of the President’s Committee of Advisors on Science and Technology (PCAST) in the Committee’s 1999 report entitled Powerful Partnerships: The Federal Role in International Cooperation on Energy Innovation. The international collaborative research of I-NERI allows DOE to better leverage its economic resources, expand its knowledge base on nuclear science and engineering, and establish valuable intellectual relationships with researchers from other countries. Current collaborating countries and international organizations include: Brazil, Canada, the European Union, France, Japan, the Republic of Korea, and the Organization for Economic Cooperation and Development/Nuclear Energy Agency. I-NERI R&D directly supports the goals and objectives of DOE’s Generation IV Nuclear Energy Systems Initiative, the Advanced Fuel Cycle Initiative, and the Nuclear Hydrogen Initiative. In FY 2005, a new Implementing Arrangement was signed with Japan, and new projects were initiated with Brazil, Japan, and the Republic of Korea. The I-NERI Program also promotes the education of our future nuclear scientists and engineers. In 2005, 85 students from undergraduate, graduate, and doctoral programs participated in I-NERI research projects at 12 U.S. universities. This annual report describes the FY 2005 programmatic accomplishments and summarizes progress on I-NERI research projects initiated in FY 2002 through FY 2005 based on information submitted by the principal investigators. INTRODUCTION The Los Alamos Scientific Laboratory has been active for the past twenty years in the development and testing of graphitic-based high temperature reactor fuel elements. The initial involvement was in the field of nuclear propulsion systems. Project Rover began as a program to develop a nuclear-powered, hydrogen-propelled rocket engine. The target exhaust temperature of the propellant was about 2775 K. The fuel element for such an engine would have to maintain its integrity and strength at higher temperatures and would have to resist currosion by the hot hydrogen gas, which is very reactive. These constraints limited the choice of materials to a very few. Carbon melts above about 3800 K, has excellent high-tenperature strength, and is not a strong neutron absorber. It is very reactive to high temperature hydrogen. The basic fuel element foi the Rover Program became uranium-loaded graphite. The enriched uranium fuel was incorporated into the graphite matrix as uranium oxide, later as py- rolytic-carbon coated uranium dicarbide inicrospheres, and, aosf recently, as a solid solution of uranium carbide and zirconium carbide.

Simnad was born in Iran in 1921 and grew up in Istanbul. At the age of 15, he left Istanbul for London where he studied mining engineering at London University's Imperial College of Science and Technology. He earned his B.S. in 1942 and his Ph.D in 1946 at Cambridge University specializing in materials science. After graduation he accepted a guest fellowship at the Carnegie-Mellon University in Pittsburgh. From 1949, Simnad lived in the U.S. and served as an educator, technical adviser, and consultant to various academic institutions and scientific corporations.
