The Minister delisted this species from the vulnerable category, effective from 19 August 2010 Advice to the Minister for Environment Protection, Heritage and the Arts from the Threatened Species Scientific Committee (the Committee) on Amendment to the list of Threatened Species under the Environment Protection and Biodiversity Conservation Act 1999 (EPBC Act) 1. Reason for Conservation Assessment by the Committee This advice follows assessment of new information provided through the Species Information Partnership with Western Australia on: Eucalyptus blaxellii (Howatharra Mallee) 2. Summary of Species Details Taxonomy Conventionally accepted as Eucalyptus blaxellii (CHAH, 2009). State Listing Status Listed as declared rare flora that is rare or likely to become extinct under the Western Australian Wildlife Conservation Act 1950. Managed as Declared Rare Flora by the Western Australian Government. The Western Australian Threatened Species Scientific Committee has made a recommendation to delist the species. If endorsed by the Minister for delisting, the species will be placed on the Department of Environment and Conservation’s (DEC) Priority Flora List as Priority 4 to ensure ongoing monitoring. Description A multi-stemmed tree (mallee) growing to 3 m tall, with smooth pinkish-brown or grey over coppery bark. The glossy green leaves are narrow, with irregular lateral veins. Up to seven small buds are grouped in simple inflorescences in the leaf axils. Cup- shaped fruit have a thin rim, a descending disc and three enclosed valves. Flowering occurs from May to November (Brown et al., 1998; Patrick, 2001). Distribution Found across the Moresby Range, stretching from Northampton to Geraldton, with one record from 1988 near Mingenew. Relevant The species inhabits sand over laterite, or brown, clayey sand on Biology/Ecology sandstone hills or creek flats (Brown et al., 1998). It is an emergent mallee, occurring over heath and associated with E. loxophleba (York Gum), E. stowardi (Fluted Horn-mallee), Allocasuarina campestris (Tamma), Melaleuca megacephala (Large-flowered Melaleuca), Gastrolobium spinosum (Prickly Poison) and various wattles (Brown et al., 1998). Threats Past Past threats include land clearing (DEC, 2009). Present There are no identified current threats. Future Potential threats include erosion, weed invasion, grazing by rabbits, disturbance by feral pigs, firebreak and track and road maintenance (DEC, 2008). Public Consultation The information used in this assessment was made available for public exhibition and comment for 30 business days. No comments were received. 4. How judged by the Committee in relation to the EPBC Act criteria and Regulations Criterion 1: Not eligible It has undergone, is suspected to have undergone or is likely to undergo in the immediate future a very severe, severe or substantial reduction in numbers Criterion element Evidence Reduction in numbers Not substantial – surveys undertaken between the 1990s and 2008 indicate numbers of individual plants are either stable or increasing in most populations. Surveys in 2008 identified nine new populations and increased the total number of individuals from 2200 to 4100 individual plants (DEC, 2009). There are no records to suggest populations have undergone severe decline in recent years and there are no current threats to this species. Criterion 2: Not eligible Its geographic distribution is precarious for the survival of the species and is very restricted, restricted or limited Criterion element Evidence Geographic distribution Restricted – extent of occurrence is 450 km2 and the area of AND occupancy is unknown (DEC, 2009). Geographic distribution No – this species is found in 24 locations and surveys indicate precarious most populations are increasing. There is no evidence to suggest this species is in decline or severely fragmented and there are no current threats to this species (DEC, 2008, 2009). Criterion 3: Not eligible The estimated total number of mature individuals is very low, low or limited; and either (a) evidence suggests that the number will continue to decline at a very high, high or substantial rate; or (b) the number is likely to continue to decline and its geographic distribution is precarious for its survival Criterion element Evidence Total no. of mature Limited – 3500 mature plants (DEC, 2008). individuals AND Continued rate of decline Not substantial – see Criterion 1.
