It focuses on German journalists in the Ottoman Empire and the representation of Ottoman violence in the German public sphere. Because this dissertation takes Imperial Germany and the Ottoman Empire as its subjects, I have chosen a hybrid terminology using the Anglicized “Constantinople” for the city of Istanbul, because it comes closest to the German usage of “Konstantinopel”, as well as other Anglicized versions of German names for cities of the Ottoman Empire. However, I conciously resist referring to the Ottoman Empire as Turkey or the Ottomans as Turks for reasons that are immediately understandable for Ottomanists yet still mystifying to many Western historians. Although Ottoman diplomats used “Constantinople”, “Turquie”, and “Sa Majesté Impériale le Sultan” in their international correspondence beginning in the nineteenth century, “Turkey”, the “Turkish Empire”, and the “Turks” are labels that imply a distinct Western perspective. Thus quotations appear around the terms anytime I am paraphrasing Germans. vi Introduction People who take up this eastern question take it up very violently indeed. Russophobia is nearly as incurable as hydrophobia. The correlated Turcophilism is one of the very strongest isms. Probably there are not very many who take up the Turkish cause, but those who do so take it up violently. It is amusing enough at times to listen to the talk of the smoking- rooms of the clubs. The Turk is the most gentlemanly fellow. There is no Bulgarian Christian who is worthy to lick his boots. Constantinople is the most delightful place in the world. (...) On the other hand, there is a parallel enthusiasm aroused against the Turks and in favor of the Russians.(...)They abhor the “unspeakable Turk.” They recognize the Russians as chivalrous crusaders. They long for the regeneration of the Christian races of Eastern Europe. They look forward to the revival of a Greek Empire at Constantinople. The general reflections which suggest themselves are that, with distinct schools of opinion so violently contrasted, it is extremely improbable that the country [Great Britain] will be dragged into war. There is then the suspicion that the main interest is chiefly confined to politicians, military men, and littérateurs, and that the general mass of the people, up to this point, are not vividly moved on the subject either in one way or the other. –London Society. “Turcophilism”, The New York Times, 15 July 1877 Throughout the nineteenth century, policies and opinions that championed Ottoman rule and called for the maintenance of the Ottoman Empire were dubbed “turcophile”. The Eastern Question was one of the dominant political issues in Europe before the outbreak of the First World War, and the geopolitical conflicts that arose from the declining fortunes of the Ottomans were the cause of periodic crisis, great and small. By the early years of the Wilhelmine era, turcophilism was remarkably vibrant in 1 Imperial Germany when discussions turned toward the fate of the Ottoman Empire. Germans were some of the greatest enthusiasts of “the Turk” around 1900, expressing sympathy for Muslim rule and disdain for Christian minorities seeking autonomy. Oriental rugs and the Fez had become standard accoutrements in upper-middle class life, and turcophile opinions appeared to drown out concerns for Ottoman Armenians during the massacres in the 1890s.1 Hugo Zietz’s Yenidze tabacco factory in Dresden, modeled on a Moroccan mosque, quickly became a prominent symbol when it was completed in 1909. The building was immensely popular and proved to be an ideal marketing tool for Zietz’s tobacco, which was imported from the Ottoman domains in Macedonia.2 German engineering brought railroads and other infrastructure projects to the Ottoman Empire, and a Prussian military mission tried to reform the Ottoman army, causing tension and uneasiness with the other Great Powers. From the 1880s until the outbreak of the First World War in 1914, Germany invested both economic capital and military knowledge in the Ottoman state to strengthen it from within. But growing economic ties, which continued to lag behind other Great Powers’ until the First World War, hardly explain Germany’s relationship to the Ottomans.3 What was so special about the Ottoman Empire in the minds of Germans? Or was turcophilism confined to the “politicians, soldiers, and litterateurs”, who simply spoke louder than others? Even if this was the case, how did these social groups contribute to the emergence of German turcophilism? I attempt to answer these questions, while exploring the transformations of the German public sphere that gave turcophilism traction in Imperial Germany. Just as war reporting during the Crimean War was key to the emergence of British turcophile sympathies, German turcophilism first emerged in the pages of the German press, as war between the Ottoman Empire and Russia loomed in during the Great Eastern Crisis (1875-1878).4 Opinions and attitudes about Ottoman power unfolded in print and were buoyed by the mass market for newspapers that developed in the nineteenth century. In the wake of German unification, public interest in the Ottoman lands was stimulated by affairs of state and concerns for security. German diplomacy became a crucial factor in the Eastern Question and the maintenance of Ottoman rule. The military alliance between Imperial Germany and the Ottoman Empire was the culmination of a unique relationship, one that does not easily fit into the narratives of imperialism that predominate the historiography of Imperial Germany. This dissertation charts the relationship between German statecraft and public opinion regarding the Ottoman Empire before World War I.     RESEARCH NOTES/NOTES DE RECHERCHE The 1904 Anglo-French Newfoundland Fisheries Convention: Another Look THE EXISTING LITERATURE ON ANGLO-FRENCH RELATIONS at the turn of the century, as well as that which specifically addresses the 1904 entente cordiale, for the most part makes only passing mention of the Newfoundland fisheries issue. Understandably, the focus of these accounts tends to be on the changing relations between the great powers, and on the most important aspect of the entente itself, which was the definition of boundaries and spheres of influence in North and West Africa. The exceptions are P.J.V. Rolo's study of the entente, which does recognize the crucial place of the fisheries issue in the context of the overall negotiation, and F.F. Thompson's brief account of the Newfoundland settlement from a colonial perspective in his standard work on the French, or Treaty, Shore question. i This note expands these accounts of the evolution of the 1904 Anglo-French Fisheries Convention, reinforces the view that it was vital to the successful completion of the overall package, and looks at the aftermath. This is not the place to discuss in detail the reasons for Anglo-French rapprochement which culminated in the 1904 entente cordiale. At the risk of oversimplification, one can point to several key factors. The Fashoda incident (1898) demonstrated, in time, to many French politicians that there was no hope of ending the resented British occupation of Egypt and the Nile valley. Confrontation with Britain in Africa was clearly futile, and accommodation potentially advantageous. Increasingly, the parti colonial urged the French government to consider giving up its financial and economic influence in Egypt, recognizing British predominance there, in return for British acceptance of France's ambition to establish a protectorate over Morocco and concessions elsewhere.2 Once this reasoning had been accepted and advanced by the French government, the British government eventually proved willing to respond positively (if carefully).

    Eugen Richter and Late German Manchester Liberalism: A Reevaluation Ralph ~aico* or several generations now there has existed an overarching interpretation of modern history conditioning and shaping the views held by nearly all educated people on the issue of F - - socialism and the market economy. This interpretation goes roughly as follows: once there was a "class"-"the" bourgeoisie-that came into being with the colossal economic and social changes of early modern history, and strove for recognition and domination. Liberal- ism, which admittedly helped to achieve a limited degree of human liberation, was the ideological expression of the bourgeoisie's self-in- terested struggle.' Meanwhile, however, another, much larger class came into being, "the" working class, victims of the triumphant bourgeoisie. This class strove in its turn for recognition and domina- tion, and, accordingly, developed its own ideology, socialism, which aimed, through revolution, at the transition to a higher, broader level of human liberation. The natural and inevitable conflict of interests of these two classes- basically, of the exploiters and the exploited- fills modern history, and has led in the end, in the welfare state of our own time, to a kind of accommodation and compromise. With this historical paradigm I think we are all quite familiar. Recently, however, a different interpretation has begun to gain ground. That period was both a time of the consolidation of and opposition to Balkan nationalism with the aim of realizing, to a greater or lesser degree, separate national doctrines and ideals. Forced to maneuver in the labyrinth of contradictory interests of the Great Powers on the Balkan Peninsula, the battles among the Balkan countries for superiority of one over the others, led them either to Pyrrhic victories or defeats. This was particularly evident during the 1912-1913 Balkan Wars (The Balkan War and The Interallied War) and World War I, which was ignited by a spark from the Balkans. The San Stefano Peace Treaty of 3 March, 1878 put an end to the Russo-Turkish War (1877-1878). According to the treaty, an independent Bulgarian state was to be founded within the ethnographic borders defined during the Istanbul Conference of December 1876; that is, within the framework of the Bulgarian Exarchate. According to the treaty the only loss for Bulgaria was the ceding of North Dobroujda to Romania as compensa- tion for the return of Bessarabia to Russia. The Congress of Berlin (June 1878), however, re-consid- ered the Peace Treaty and replaced it with a new one in which San Stefano Bulgaria was parceled out; its greater part was put under Ottoman control again while Serbia was given the regions around Pirot and Vranya as a compensation for the occupation of Novi Pazar sancak (administrative district) by Austro-Hun- - 331 - VLADIMIR P AOUNOVSKY gary.

Starting from 11 December 1908, Vahdeti edited a daily newspaper, named Volkan (Volcano), until 20 April 1909. He personally published a number of writings in Volkan, and expressed his ideas on multiple subjects ranging from politics to the social life in the Ottoman Empire. His harsh criticism that targeted the policies of the Ottoman Committee of Progress and Union (CUP, Osmanlı İttihâd ve Terakki Cemiyeti) made him a serious threat for the authority of the CUP. Vahdeti later established an activist and religion- oriented party, named Muhammadan Union (İttihâd-ı Muhammedi). Although he was subject to a number of studies on the Second Constitutional Period due to his alleged role in the 31 March Incident of 1909, his ideas were mostly ignored and/or he was labelled as a religious extremist (mürteci).

ABSTRACT Based upon a reading of Ottoman, Russian, and Bulgarian archival documents, this dissertation examines the response by the Ottoman and Russian states to the accelerated pace of migration and spread of disease in the Black Sea region from the outbreak of the Russo-Ottoman War of 1768-1774 to the signing of the Treaty of Hünkar Iskelesi in 1833. Building upon introductory chapters on the Russian-Ottoman Black Sea frontier and a case study of Bulgarian population movements between the Russian and Ottoman Empires, this dissertation analyzes Russian and Ottoman migration and settlement policies, the spread of epidemic diseases (plague and cholera) in the Black Sea region, the construction of quarantines and the implementation of travel document regimes.
