Overview 1.1.1. Campbell Reith Hill LLP (herein referred to as CampbellReith) have been appointed by the Partnership for Urban South Hampshire (PUSH) to undertake a Strategic Habitat Regulations Assessment (SHRA) in order to assist the development of a Spatial Position Statement for the PUSH region regarding European sites. The guidelines for HRAs have been adopted in order to provide a high level document that will accompany the PUSH Spatial Position Statement in order to identify constraints during early stages of planning 1.1.2. Habitat Regulation Assessments are a legal obligation when proposing development within European-designated sites. European designated sites, such as Special Areas of Conservation (SAC), Special Protection Areas (SPA) and RAMSAR sites are afforded strict protection under the Conservation of Habitats and Species Regulations 2010 (as amended)1. The HRA provides an assessment in identifying any likely significant effects on the European Sites; comprising of screening, scoping and assessing mitigation measures of the site alongside associated position statement and legislation to determine the appropriateness of development and validation of site. If any significant effects are identified within the region on EU Designated Sites, full mitigation and avoidance measures will be determined. 1.1.3. The PUSH Spatial Position Statement proposes the development of housing whilst encouraging employment which increases recreational pressures; discharging into water courses; noise and air pollution; and disturbance of species and habitats. As the region spreads over many boundaries, PUSH provides coordination between authorities whereby they would often require separate consent. The PUSH boundary can be found in Appendix B. The PUSH Spatial Position Statement is a non-statutory document, providing a guide as opposed to a development plan. The SHRA will assist the Spatial Strategies as constraints can be identified early during the initial stages of proposed development to determine any significant impacts to the European Designated Sites. This adapted Habitat Regulations Assessment will hereafter be referred to as the ‘Strategic Habitat Regulations Assessment’ (SHRA). 1.1.4. This SHRA applies to the PUSH Spatial Position Statement Draft Report (2015)2. As advised by the Guidance on competent authority coordination under the Habitats Regulations (2012)3; the HRA-lite Technical Report4, published in September 2012 by Lepus Consulting has been used as a baseline for this report. 1.1.5. As part of our drive for continuous improvement, a number of new initiatives will be pursued to ensure that River Users are informed better of trends in the River and also, in so doing, reminded of the Bye Laws. The Designated Person has affirmed continued compliance with the Port Marine Safety Code. 7. Annual Trinity House Audit – An officer of Trinity House conducted an annual light inspection on 22 March to confirm compliance with the River Hamble Harbour Authority’s status as a Local Lighthouse Authority.

INTRODUCTION Early tortricid workers such as HAWORTH (1811), HERRICH-SCHHÄFFER (1856), and others pre- sented the first terminology for forewing pattern elements in their descriptions of new species. Nearly a century later, SÜFFERT (1929) provided a more eclectic discussion of pattern elements for Lepidoptera in general. In recent decades, the common and repeated use of specific terms in de- scriptions and illustrations by FALKOVITSH (1966), DANILEVSKY and KUZNETZOV (1968), and oth- ers reinforced these terms in Tortricidae. BRADLEY et al. (1973) summarized and commented on all the English terms used to describe forewing pattern elements. DANILEVSKY and KUZNETZOV (1968) and KUZNETZOV (1978) analyzed tortricid pattern elements, primarily Olethreutinae, dem- onstrating the taxonomic significance of the costal strigulae in that subfamily. For practical pur- poses they numbered the strigulae from the forewing apex to the base, where the strigulae often become indistinct. KUZNETZOV (1978) named the following forewing elements in Tortricinae: ba- sal fascia, subterminal fascia, outer fascia (comprised of subapical blotch and outer blotch), apical spot, and marginal line situated in the marginal fascia (a component of the ground colour).

These long distance routes are to be operated by means of flying boats rather than land planes and a number of large machines are at present being built for Imperial Airways. The Air Ministry required a site having a considerable area of sheltered water, of reasonable depth, free from obstructions to flying and in a situation not subject to fogs in order that the air liners could operate at all seasons of the year. It was also of material advantage if the site were easily accessible by road and rail from London. After considering a number of alternative sites in Ireland, on the Medway, at Southampton and Portsmouth, the Air Ministry and Imperial Airways have decided that Langstone Harbour, which is on the East side of Portsmouth, is suitable and the Portsmouth City Council are proposing to proceed with a comprehensive scheme estimated to cost about £1,200,000 for the development of the harbour as an Empire Air Base. In view of the fact that a large portion of Langstone Harbour is situated within the Urban District of Havant and Waterloo it is necessary for the County Council to consider the possible effect of the proposed scheme on the areas of the County which adjoin the harbour.
